MINUTES OF MEETING
Thursday, October 8, 2015 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:00 P.M., and a quorum was present.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of Minutes for September 3, 2015 Mayor's Workshop Meeting minutes
and the minutes of the September 10, 2014 regular meeting.
Mayor Seiler made a motion seconded by Mayor Pro -Tem Neville to approve the
minutes of the September 3, 2015 Mayor's Workshop and the minutes of the regular
meeting of September 10, 2015. The vote was unanimous. Motion Passed.
4. Approval of Treasurer's Report for September 2015.
Mayor Dennis made a motion seconded by Mayor Jackson to approve the September
2015 Treasurer's Report. The vote was unanimous. Motion Passed.
Mayor Carpenter moved to the new business section of the agenda.
6. New Business.
A. Presentation by Mr. Ryan Sitton, Texas Rail Road Commission.
Mayor Carpenter stated that today we have a representative from the Railroad
Commission that has joined us and wanted to give him an opportunity to introduce
himself and provide some brief information regarding the activities of the Railroad
Commission. Mayor Carpenter read a brief biography of Mr. Sitton, Mayor
Carpenter recognized Mr. Ryan Sitton, Texas Railroad Commissioner who briefed the
members regarding the current activities of the Railroad Commission.
B. Presentation by Brenda Williams, Director Natural Resources AACOG
regarding Air Quality in the AACOG Region.
Mayor Carpenter recognized and introduced Ms. Brenda Williams, Director Natural
Resources AACOG who provided a PowerPoint presentation regarding air quality in

the region as well as potential costs of an ozone nonattainment designation to central
Texas, Ms. Williams answered questions from members present.
C. Discussion regarding upcoming Constitutional Amendments — Proposition 1 —
SJR 1 and Proposition 7 — SJR 5. (Mayor Seiler)
Mayor Carpenter recognized Mayor Bill Seiler, City of Marion who stated that last
meeting Senator Campbell briefly spoke on this, but his concern was the impact to the
municipalities regarding proposition 1. Mayor Seiler stated that Justin Landon,
Government Affairs Director for the San Antonio Board of REALTORS is here today
to explain from the real state side the possible effects of the passage of proposition 1,
answering questions from members present. Mr. Landon also addressed proposition
7 and how it addresses to fund road projects. Mr. Landon continued to answer
questions from members present. Mayor Carpenter recognized Dr. Montoya who
provided his views regarding the passage of the propositions as to how it will affect
the schools.

Mayor Carpenter recognized Chamber President, Ms. Maggie Titterington
who provided information on the Chambers past and upcoming events.
C. Report from Randolph Air Power Community Council (RAPCO).
Mayor Carpenter recognized Mayor Pro -Tem Neville who stated that at the
end of the month Randolph will host an air show and it will be their last, come
out and show support to Randolph.
D. Report on Bicycle Mobility Advisory Committee.

E. Report from Metropolitan Planning Organization (MPO).

Mayor Carpenter recognized Kevin Hadas who stated that you have until
December 1, 2015 to submit your projects get with him if you have them.
7. Establish a date and time for the next Mayor's Workshop — November 5, 2015. —
City of New Berlin.
Mayor Carpenter recognized City Secretary Brenda Dennis who stated that the City of
New Berlin has agreed to host the next meeting, location will be determined.
8. Establish a Date and Time for the next Northeast Partnership For Economic
Development meeting — November 12; 2015

The City of New Berlin provided the door prizes for this meeting. Mayor Carpenter
stated that the City of Schertz has the door prizes for the November 12, 2015 meeting.
9. Items of Interest by Members.
Mayor Carpenter recognized Dawn Vernon with Drasher who stated that next month they
will have Cude Engineers and Drash Consultants provide a presentation regarding the
roads.
Mayor Carpenter recognized Roland Hinojosa with CPS Energy who took a moment to
recognized Jim McAden who will be retiring.
Mayor Carpenter recognized Mayor Tom Daly, Selma who stated that Mayor Seiler
provided him the opportunity of giving him a tour of the City of Marion and provided
comments on the two (2) bags of fertilizer that he won last month.
Mayor Carpenter recognized Mayor Bill Seiler, City of Marion who invited everyone to
attend their Ground Breaking Ceremony at the Marion Park Sub - Division, Thursday,
October 29, 2015, 1:00 p.m. He stated this is a ceremonial kickoff of the new 131
residential home subdivision.
Mayor Carpenter recognized Dr. Montoya Judson Independent School District who stated
that there are over 250 high schools in the 5A and 6A category and they are in the top 6
in football; if anyone would like to attend a game please get with him.
Mayor Carpenter recognized Mayor Pro -Tem Jay Hogue, City of Cibolo who stated that
Cibolo Steel Knights are ranked higher and provided information on their upcoming
game.

Mayor Carpenter recognized Mayor Nadine Knaus who stated that on October 10, 2015,
Garden Ridge Holiday Fair will be going on 10:00 a.m., Garden Ridge Community
Center.
12. Adjournment.
As there was no further business, Mayor Williams adjourned the meeting at 1:22 p.m.
