MINUTES OF MEETING
Thursday, December 10, 2015 — 11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes for November 5, 2015, NEP Mayor's Workshop meeting and
minutes of the November 12, 2015, NEP regular meeting.
Mayor Dennis made a motion seconded by Mayor Daly to approve the minutes of the
November 5, 2015 Mayor's Workshop and the minutes of the regular meeting of
November 12, 2015. The vote was unanimous. Motion Passed.
4. Approval of Treasurer's Report for November 2015.
Mayor Williams made a motion seconded by Mayor Daily to approve the November
2015 Treasurer's Report. The vote was unanimous. Motion Passed.
5. Consideration and /or action regarding signing a letter of support from the
Northeast Partnership for Economic Development Members regarding the Lone
Star Rail Regional Passenger Rail Service Project.
Mayor Carpenter introduced this item providing information on the request of support,
as it was the consensus of the member present a motion was made by Mayor Dennis
seconded by Mayor Knaus to approve the signing of a letter in support regarding the
Lone Star Rail Regional Passenger Rail Service Project. The vote was unanimous.
Motion Passed.
6. Consideration and /or action regarding accepting nominations for an Alternate
Member to serve as backup for Mr. Hadas on the Metropolitan Planning
Organization (MPO).
Mayor Carpenter recognized Mr. Hadas who stated that he would like for someone to
be available should he be unable to attend the MPO meetings. Members present
discussed this and it was Mayor Mary Dennis who stated that she would be willing to
serve as the alternate. Mayor Carpenter made a motion seconded by Mayor Williams

to nominate Mayor Mary Dennis, City of Live Oak as the Alternate member to the
MPO. The vote was unanimous. Motion Passed.
7. Information Items.
A. Report from Tri County Chamber of Commerce.
Mayor Carpenter recognized Kevin Hadas who said everything is great and
wished everyone a Merry Christmas and Happy New Year. Kevin Hadas who
stated on the 31" the end of the year Chamber gala is coming up and the
information can be found on their website on the website.
B. Report from Schertz Chamber of Commerce.
Mayor Carpenter recognized Ms. Maggie Titterington, Schertz Chamber President
who provided information on recent and upcoming chamber events.
C. Report from Randolph Air Power Community Council (RAPCO).
Mayor Carpenter recognized Pat O'Brien who stated he is a member of the
Governmental Affairs Committee of the Board of Realtors who made a point at
the last meeting of how well this area works with Lt. Col. Robin Baldwin and
others and how this should be a model of how communities work together with
the Northeast Partnership and everything else. He complimented Lt. Col. Robin
Baldwin as the person who helped bring everybody together.
D. Report on Bicycle Mobility Advisory Committee.
Mayor Carpenter recognized Pat O'Brien who spoke about the Rail Program
which won't do any good unless there are other travel connectivity options. The
MPO committees are working on thinking of different modes of transportations to
offer from each of the rail stops or else the rail won't do anybody any good. He
encouraged everyone to think of different options of travel from the rail stops that
can be utilized by travelers to move them on to their destination(s).
E. Report from Metropolitan Planning Organization (MPO).
Mayor Carpenter recognized Kevin Hadas who stated to please send you
information to him so that he can forward to MPO for consideration.
8. New Business.
A. Presentation and update regarding encroachment and the adoption of the Joint
Land Use Study (JLUS) by Colonel Isler — Randolph Air Force Base.

Mayor Carpenter recognized Colonel Isler who said he came here a year ago
concerned they would not be able to fly their 90 T -38s. He wanted to give them an
update. The most significant thing they did was reconnect with each other. They also
worked on some `compatible development' projects including supporting some
legislative house bills (2232 & 1640). NEP also helped them modify the Joint Land
Use Study (JLUS). Internally they went through the Installation Comprehensive
Encroachment Management Action Plan and lastly, their 2015 two day air show,
which was awarded the best air show in the United States in 2015.
He continued listing some more improved or new internal program
coordination/communication improvements. He stated their number one risk factor to
the surrounding community is their aircrafts' problem with the birds and provided
information as to why and what solutions they have implemented to improve the
situation. Their Bird Aircraft Strike Hazard (BASH) team may be reaching out to
your community in the future to work with you on more solutions. Every municipality
was involved in the JLUS and the next step is to ask you to adopt that. Schertz and
Live Oak have already adopted it. The next step is to establish a JLUS
Implementation Committee that will help with best practices and coordination.
Lastly, is that we implement the development coordination process.
Commissioner Calvert headed up this project with representatives from each city as
well as the local real estate community.
More information was provided on their future aircraft pilot training program plans
and missions. They have trained airman for 85 years and with the surrounding
cities /communities help they look forward to doing so for another 85 years.
B. Presentation briefing regarding the Neighborhood Reinvestment Fund, by Bexar
County Commissioner Tommy Calvert.
Mayor Carpenter recognized Commissioner Calvert who invited everyone to their
holiday party this Friday from 6 -8 p.m. at the Institute of Texan Cultures. He
provided handouts reflecting some of the projects they have done and updates on
some other things such as infrastructure. He stated there are two top priorities for the
San Antonio & Bexar County area which are 1) education and 2) housing. He
continued with a presentation on housing and the future growth and resulting needs of
this area. Budgets are always strained with any new streets or fire substations, etc.
and reinvesting in our core historic areas is vital. Demographics are your destiny and
politics and business. Our market on housing in this area is currently out of balance
(family income versus housing costs).
9. Establish a date and time for the next Mayor's Workshop — January 7, 2015. — City
of Universal City
Mayor Carpenter stated that the City of Universal City will host the next Mayor's
Workshop meeting.

10. Establish a Date and Time for the next Northeast Partnership For Economic
Development meeting — January 14, 2016. — City of Universal City.

January Door Prizes — City of Universal City
The City of Selma provided the door prizes for this meeting. The Homemade Tamales
were donated by Cudd Engineering. Mayor Carpenter stated that the City of Universal
City has the door prizes for the January 14th meeting.
11. Items of Interest by Members.
Mayor Carpenter Mayor Pro -Tem Jay Hogue with the City of Cibolo who invited those in
attendance to join them on Saturday, December 12, 2015 10:00 a.m., for their 2nd Annual
Holiday Parade, the parade begins at Everyday Christian Church and ends at Cibolo City
Hall.
Mayor Carpenter recognized City Manager Scott Wayman, City of Selma who invited
those in attendance to the upcoming Holiday Movie in the Park, Friday, December 18,
2015 at 6:00 p.m.
Mayor Carpenter recognized Mayor Tom Daly, City of Selma who invited those in
attendance to the 6th Annual Selma - Schertz Salute to Service Members 5K Run/Walk,
scheduled for January 23, 2016, 6:30 a.m., Blue Bonnet Palace, on Lookout Road
12. Adjournment.
As there was no further business, Mayor Carpenter adjourned the meeting at 1:04 p.m.
