Issues Identification:
What We Heard
a)Trains disrupt north-south mobility, frequency increasing
b)Safety and circulation concerns along FM78 in business district
c)Nortex, Crossvine Developments coming
d)I-10 development area, corridor support network, adjacent city planning
e)Bridge FM 78 at FM 1518 “not feasible”.
f)Can FM78 handle more vehicles?
g)Few E-W options for new developments
h)FM 3009 extension may be too expensive.
i)Enhance interchanges with IH35, or add new location crossing@Country Club
j)Need to have shovel ready projects
k)Wiederstein Road connection needed
l)Like the sidewalk/path treatment of Schertz Parkway
m)Cibolo area planning
n)JLUS area planning
6
Goals & Objectives
Structured around 4 key areas:
–Mobility
•Roadway connections, continuity
•Pathways/trail connections
•Regional Economic activity (Randolph AFB, North Schertz)
•Neighborhood connectivity
–Preservation of Existing Infrastructure
•Maintenance, enhance intersections
•Access coordination
–Local character preference
•Urban design, visual/aesthetic
•Walkable, context sensitive
–Fiscal Stewardship
•Agency coordination, partnerships
•Funding mechanisms

Outcome of Travel Model
Preserve Option for Future
Without connection over Cibolo Creek
Mobility will be considerably reduced
Growing congestion on FM78
Currently 11 minutes for 5 mile trip between
Lower Seguin Road and Elbel Road
Same trip is 18 minutes in traffic (ex. 4-6PM)*
Modeled results
When traffic is worst from 4-6 PM, it is
estimated to take 40+ minutes for same trip*
8,000 trips/day cannot be made at all due to
congestion, impacting economic and personal
activity, causing frustration, loss of time, and
disruption.
Potential significant delays for emergency
responders traveling across FM78
* Assessment does not include delay due to trains, which are expected to also increase in frequency.
13
Preserve Option for Future
Benefits -Safety
Grade separated rail crossing
Route with less flooding, avoids floodway
Accommodates other modes
Emergency response
Shortens trip by 1 mile (example, 5 to 4)
-Mobility
Connect central Schertz
Capacity for predominantly local trips (@4,000AM)
Save 25+ minutes travel between north/south in
buildout (15 minutes with vs 40 minutes without)
-Fewer Impacts
Minimizes residential impacts
Minimize Floodway impact crossing at narrow point
Local character roadway, re: Schertz Parkway
Downsize arterial connection across creek, Realign and Retain in MTP
Thoroughfare Needs
14
Concepts:
Grid connection for mobility
Increased local access from IH 35
•Wiederstein Road
•Dean Road connection
Flow improvement with select
turn lanes at intersections
•FM1518 North of FM 78
•Lower Seguin Road
Access management
Enhancement Considerations:
•FM 1518 expansion
•Bridge of FM 78/Railroad at FM 3009
•FM 1103 extension/expansion
•Preserve link south of FM 3009
•I-10 Backage Roads
Thoroughfare Plan
Thoroughfare Plan
Strengthening network to access IH35 and IH10
Coordinated with neighboring thoroughfare plans
Park and Ride –advantage of managed lanes
Access management on FM 78
and grade separation of Rail at FM 3009
Internal connection and mobility alternatives
where development will occur
Provide safe & active alternate modes: bike/ped
