Call to Order The Committee meeting was called to order by Chairman Weirtz at 6:30 pm. Voting members present: Lou Foehrkolb, Lynn Foehrkolb, Barbara Hall, Debbie Krause, Cynthia Palmer, Pete Perez, Louis Segaloff, Diana Webb, Jim Webb and Dean Weirtz. Introduction of Guests and New Members Also in attendance: Brian James (from the city of Schertz) and Joyce Segalof£ Discussion and /or Action Items Minutes. Consideration and/or action regarding the approval of the minutes of the regular meeting of October 22, 2015. A motion to approve the minutes was made by Cynthia Palmer and seconded by Jim Webb. The motion passed unanimously. 2. Fund Expenditures. Consideration and /or action regarding the submission of member's expense vouchers and approvals for fund expenditures. A motion to approve a reimbursement voucher for expenditure by Chairman Weirtz in the amount of $343.1.6 was made by Cynthia Palmer and seconded by Debbie Krause. The motion passed unanimously. 3. Treasurer's Report. Consideration and/or action regarding book sales activity during the last calendar quarter and other fiscal matters. Treasurer Webb reported book sales deposits for the quarter to have been 43 books, representing a total of 78 books sold since publication. 4. Winter 2016 Newsletter and Remembrance Special Edition Article 2016 -1. Consideration and/or action regarding the publication of the Winter 2016 Newsletter and REMEMBRANCES Special Edition Article 2016 -1. A motion was made by Cynthia Palmer and seconded by Jim Webb to approve publication of the newsletter and Remembrances Article 2016 -1. The motion passed unanimously. 5. Publication of Schertz Historical Preservation Committee Annual Report for 2015. Consideration and /or action regarding the publication of the Committee's 2015 Annual Report. A motion was made by Louis Segaloff and seconded by Debbie Krause to approve publication of the Committee's Annual Report. The motion passed unanimously. 6 Publication and sale of Schertz City Photo History Book. Consideration and /or actions regarding the publication and sale of Schertz city photo history book titled: Schertz, Texas — A Photo History. The committee was informed that with the change in management at the Schertz Senior Center the book sales from that facility has ended. It was suggested that books be offered for use by the City as a means of recognizing city employee service of a specific duration (possibly 15 or 20 years) and/or for city employee retirement mementos. The Committee discussed that books might also be used by the City to familiarize prospective investment groups /individuals with city history. A motion was made by Debbie Krause and seconded by Louis Segaloff that the Committee designate the 78 books currently in the purchasing warehouse for use by the city of Schertz. The motion passed unanimously. 7. Heritage Neighborhood (Aviation Heights) Recognition Planning. Consideration and /or actions regarding Aviation Heights (Heritage Neighborhood) recognition planning. Chairman Weirtz announced that the Schertz City Council had approved the Aviation Heights neighborhood for designation as a Heritage Neighborhood. City of Schertz staff has begun work on assisting with design and procurement of banners for Aviation Heights Heritage Neighborhood. Discussion followed concerning where best to hang the neighborhood designation banners. Subcommittee chairman Pete Perez announced that his committee will work on the location for the banners. 8. By -laws Revision. Consideration and /or actions regarding Committee by- laws revision. Chairman Weirtz explained the proposal to amend the Committee by -laws to eliminate the requirement for an annual inventory /audit of Committee resources and to instead replace the requirement for inventory /audit as deemed necessary by the Chairman in concert with the membership's wishes. A motion to accept the proposed amendment was made by Lou Foehrkolb and seconded by Pete Perez. The motion passed unanimously. 9. Historic Preservation Month (May 2016)) Planning. Consideration and /or action regarding Committee planning for Historic Preservation Month (May 201.6). Discussions commenced regarding possible activities by the Committee during the month of May 2016 in honor of Historic Preservation Month. The Committee decided to focus on two activities; first, one stop or point of interest on a walking trail of history — specifically a Monarch butterfly stop to highlight the butterfly's migration through our area - and a heritage symposium to highlight Schertz's history. 10. Committee Goals and Objectives Calendar Year 2016. Consideration and/or actions regarding Committee Goals and Objectives Calendar Year 2016. Chairman Weirtz commended the Committee on a very productive year. He complemented Jim and Diana Webb on their articles in Schertz magazine. Chairman Weirtz introduced a set of drafted objectives for the Committee's consideration. Discussion of the objectives led to a motion by Debbie Krause and seconded by Cynthia Palmer to accept the goals as presented. The motion passed unanimously. 1.1. Nominations and Selection for Committee officer positions calendar year 2016. Consideration and /or actions regarding the nomination and selection of Committee officers for calendar year 2016. A motion was made by Cynthia Palmer and seconded by Debbie Krause to accept the slate of candidates as submitted for the positions being considered. The motion passed unanimously. Officers selected are: Chairman -Dean Weirtz; Vice Chairman - Debbie Krause; Secretary- Judith "Lynn" Foehrkolb; Treasure -Jim Webb. 12. Subcommittee Reports — Discussion Only - Historian: Chairman Weirtz announced the passing on November 15, 2015 of Committee Emeritus member Lula Mae Schertz. - Outreach The second Committee /SCUCISD Student Art and Essay competition was completed during the quarter and awards were presented at a November City Council meeting. There were 129 participants. The next completion is now being planned by Committee and SCUCISD representatives. Chairman Weirtz thanked all those involved with the planning and execution of the competition. The second Committee /Corbett Junior High School historic City field trip is now planned. Chairman Weirtz attended Historic House Training at the historic Plaza de Armas building in San Antonio on January 22, 2016. He found the course excellent on many levels: location — one of San Antonio's most historic buildings set among a historic location: professional — the presentations by historic preservation and realty experts were informative and interesting; additionally, the topics were applicable to historic homes' identification, research, restoration, and financing. The training offered an excellent opportunity for networking. The Riedisheim, France Historic Society sent our committee their most recent publications and extended warm Christmas greetings. Chairman Weirtz announced that he and his wife plan to Riedisheim in May 2016. Discussions have been held with a representative of an Austin,TX public affairs group called Look Think Make. This group which represents the developers of the Crossvine community in south Schertz have proposed placing "lending libraries" throughout the community. They would like to include our Schertz history book in these libraries. Chairman Weirtz reported that the group could cover the cost of printing the respective books, then donate them to the non -profit Cibolo Valley Community Museum Association for coordination with the Committee on lending library placement. Requests and Announcements 1.3. Requests by Committee Members that items be placed on a future agenda - none 14. Requests by Committee Members to City Manager /Staff for information - Brian James provided a brief update of previously approved bond activities. The funded work is progressing well. There are still some minor road projects and repairs to be completed. 1.5. Announcements by Committee Members - none ADJOURNMENT There being no further business before the committee, a motion was made by Lou Foehrkolb and seconded by Debbie Krause to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 8:10pm.
