The Transportation Safety Advisory Commission (TSAC) convened for a meeting on March 3,
2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz
Parkway, Schertz, Texas 78154.

CALL TO ORDER AT 5:30 p.m., by Chairperson Stephen Bish
ROLL CALL
HEARING OF RESIDENTS
Sharon Baker, Freisenhahn Lane. Truck traffic causing massive damage to road. The road is not
wide enough for the trucks to maneuver and stay on the pavement. Trucks are coming from
Ralph Marcantonio's business. Requesting street patrol and road repairs. Also reports there is silt
in the creek coming from Marcantonio's yard. It appears the two entities (Baker and
Marcantonio) have a good rapport but Ms. Baker feels issues are out of his control and is
requesting assistance for problems at hand. Ms. Baker left a number of photos to show areas of
concern.
Elmer Singleton and Curtis Rabenaldt, HOA Kramer Farms. Reiterated last month's concerns
regarding Kramer Farms traffic issues. Please see Agenda Item below.
John P. Clark, Kensington Ranch. Mr. Clark actually resides in Selma but came to voice
concerns regarding traffic within Kensington subdivisions. Requesting Children at Play signs due
to high level activity with children playing throughout area. HOA to meet to discuss best
placement for signs, if approved from TSAC. Has concerns with bike lane only being on one side
of Savannah. Mr. Clark reports that he has spoken with Selma and that there may be a way to
collaborate with Selma in installing bike lane on South side of road. Also suggested a Bike
Safety session/class within the City for children.
Mr. Robert Brockman suggested that a One -Way sign be installed at the exit of Mama Margie's
and the IH -35 N Frontage Road. Engineering staff will contact TxDot to discuss.
3 -3 -2016 Minutes
1. Minutes: Consideration and /or action regarding the approval of the minutes of the
January 7, 2016 Meeting.
A motion was made by Commissioner Phillip Rowland to approve the minutes of the
January 7, 2016 Meeting. Second by Commissioner Eric Haugen. Motion passed. Vote
was unanimous.
2. Framer Farms Stop Sign: Engineering gave update with map. Recommendation to vote
regarding installation of stop sign on Planter's Pass at Tractor Pass.
A motion was made by Commissioner Richard Dziewit to approve recommendation to
City Council. Second by Phillip Rowland Commissioner. Motion passed. Vote was
unanimous.
3. Staff Comments: City staff gave updates on the following areas:
® Engineering staff provided an update on Alamo Area Metropolitan Planning
Organization Transportation Improvement Program. Requested that
Commissioners go online and provide input.
® Engineering staff presented a request from TxDot for a speed limit change on FM
1518, from 55mph to 45 mph. To be on April's Agenda to discuss at length.
4. Future agenda items requested by Commissioners: Commissioner Dziewit requested
that City staff look into striping and parking on Baptist Health Drive and Corridor
Parkway. Commissioner Bish reminded everyone about the Volunteer Fair on April 14,
2016.
S. Adjournment: Motion made by Commissioner Richard Dziewit to adjourn the meeting.
Second by Commissioner Bill Bowers. Motion passed. Vote 14ws unanimous. Meeting
adjourned at 6:12PM.
