MINUTES OF MEETING
Thursday, April 14, 2016 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes for March 3, 2016, NEP Mayor's Workshop meeting and
minutes of the March 10, 2016, NEP regular meeting.
Mayor Dennis made a motion seconded by Mayor Daly to approve the minutes of the
March 3, 2016 Mayor's Workshop and the minutes of the regular meeting of March
10, 2016. The vote was unanimous. Motion Passed.
4. Approval of Treasurer's Report for March 2016
Mayor Seiler made a motion seconded by Mayor Daly to approve the Treasurer's
Report for March 2016. The vote was unanimous. Motion Passed.
5. Discussion and direction regarding the NEP Website.
Mayor Carpenter recognized Mayor Dennis who led the discussion stating that they
need to consider doing something with the website and possibly going out for RFP's
for maintenance. Mayor Carpenter recognized Mayor Williams who stated that the
website should at least be updated with the meeting dates and have it point to all the
member cities, he stated that the partnership is in good shape financially and we need
to decide what we want to do and who will maintain it. He suggested that he would
like the website to be interactive, but again the challenge is who is going to manage it.
Mayor Carpenter recognized Mr. Pat O'Brien who stated that as a suggestion to at
least start with updating the home page to include links to all the member cities and to
place information on when the meetings are held, he could update it so that it would be
static right now until they make a decision. He stated that he could do this at no
charge. As further discussion continued, it was decided to bring this up at the next
Mayor's Workshop meeting.
6. Information Items.

Mayor Carpenter shared information that was recently sent out by the Texas Municipal League
group that there will be another select committee with regard to property tax reforms and relief.
On April 27, 2016, Wednesday, 10:00 a.m. at the University of Texas at Arlington, TML is
suggesting attending and testifying and talking about our concerns with cities on this idea of
placing caps on taxes that would force an election. Mayor Carpenter provided his comments in
that he personally thinks that they are on a fishing expedition, that away they will have all the
answers to our questions and arguments and be prepared and ready before it goes to committee.

A. Report from Tri County Chamber of Commerce.
Mayor Carpenter recognized Pat O'Brien who stated that this will be his last time
to report on these events. Luncheons are always held on the second Tuesday at
Blue Bonnet Palace; Kelly Smith is now the Chair. The mixers are always held
on the fourth Thursdays, go to your app and find the information. He stated that
on June 9, 2016, is the golf tournament it is at TPC, 23808 Resort Parkway, San
Antonio again. Proceeds benefit the Make -a -wish Foundation. If you do not want
to use the app, there is now a texting service for reminders of upcoming events.
B. Report from The Chamber of Commerce.
Mayor Carpenter recognized Robin Thompson who provided information on
recent and upcoming chamber events. Last month the Chamber held the Race for
the Taste event at Ratama Park where there was over 1,300 residents attended as
well as several area restaurants were featured. Home Living Showcase is
upcoming up on June 5, 2016, and this Tuesday April 19, 2016, the will be
hosting the non - profit luncheon. He stated that we have 19 non - profit
organizations and we are encouraging members and businesses and cities to find a
way to partner with an existing non - profit. Any further information on upcoming

C. Report from Randolph Air Power Community Council ( RAPCO).
Mayor Carpenter recognized Mr. Pat O'Brien who stated that as the person who
has been dealing with RAPCO the longest with Mayor Williams, if there were a
Mayor that takes over RAPCO he would strongly encourage that to be Mayor
Williams because he has been there. His concern is that all the work we have
done to differentiate with what RAPCO is, and Nigel has been around and has
great connections with senior leadership not just with Randolph but with all the
bases with his new job of first command he is very well connected. He stated that
if you want to be supported of RAPCO you need to have someone that is just
there for RAPCO, if it were a Mayor you would be there as the Mayor. His vote
would be to have Nigel, as he has seen him interact already with RAPCO. Nigel
does a great job and has a lot of contacts and is very well connected and is the
best candidate.

D. Report on Bicycle Mobility Advisory Committee.
Mayor Carpenter recognized Mr. Pat O'Brien who stated that what they are trying
to do and the seat that he has been filling for the Bexar County Council of Cities
and has contacted Mayor Suarez on what he wants to do with that. He stated that
he has talked to the MPO and because are needs here are so specific and very
different from the Bexar County cities, we are trying to get a seat just for the
Northeast Partnership, which is why he hasn't stepped down yet. This and with
MPO having a person placed on the Bexar County Council of Cities, we would
have our own person coming back to us to get that heads up when projects are
happening at the advisory level before Kevin hears and is able to get things ready.
It is very important on the Bicycle part to have a person due to the amount of
money you will be spending in your cities. Mr. O'Brien stated that they are
working on this and we will see if this happens.
Mayor Williams stated that he agrees with Pat in having representation from the
partnership. He stated that he has a member of his council, Mr. William Shelby
who is an avid cycler and believes that he would be the best to serve on this
committee. Mayor Williams indicated that the partnership will have to place an
item on the next agenda to appoint him.
E. Report from Metropolitan Planning Organization (MPO). ,
Mayor Carpenter recognized Mr. Kevin Hadas who that a`couple of years ago we
were basically shut out of the process, he stated that he will provide a full report
in May and believes that this is going to be a great session for us. He is looking to
adding up all the dollars, and has put together a good coalition and believes the
Northeast Partnership is going to be very pleased with the results with what they
have done. The fact that the entire Mayor's in the partnership have gotten
organized has made his job a letter better with the MPO group. The coalition that
has been built is getting attention on this side of town.
7. New Business.
A. Presentation regarding JBSA — Randolph Encroachment and Security
briefing, 1st Lt. Clayton Schmitt, Operations Officer.
1St Lt. Clayton Schmitt provided a PowerPoint presentation regarding
encroachment issues as well as possible security issues the base is currently
having. lst Lt. Schmitt addressed questions from the partnership.
8. Establish a Date and Time of the Next NEP Mayor's Workshop — May 5, 2016
City of Kirby.
Mayor Carpenter recognized City Manager Monique Vernon with the City of Kirby
who stated they would be willing to host.

9. Establish a Date and Time for the next Northeast Partnership For Economic
Development Meeting —May 12, 2016.
April Door Prizes — City of Garden Ridge
May Door Prizes — City of Kirby
The City of Garden Ridge provided the door prizes for this April meeting. Mayor
Carpenter stated that the City of Kirby has the door prizes for the May 12, 2016
meeting.
10. Items of Interest by Members.
Mayor Carpenter recognized Mayor Nadine Knaus City of Garden Ridge who
mentioned their upcoming Garden Ridge Citizen Police Alumni Association Annual
Car Show, Saturday June 11, 2016, 8:00 a.m. to 4:00 p.m., Garden Ridge
Elementary School next to City Hall.
Mayor Carpenter recognized Mayor Mary Dennis, City of Live Oak who mentioned
that Friday, Saturday and Sunday, April 15 — 17th they will be hosting a City Wide
Garage Sale 4:00 p.m. to 6:00 p.m., and on April 23, 2016, they are hosting E -Cycle
Event, 10:00 a.m. to 2:00 p.m., Fire Department Parking lot
Mayor Carpenter recognized Mayor Bill Seiler, City of Marion who reminded those of
the upcoming event, Bulls and Pulls BBQ Cook Off and carnival, April 15, 16, 2016
Vic's Arena, 613 FM 465 Marion. He stated that Friday, April 15, 2016, Salsa judging
at 7:30 p.m., and Margarita judging at 8:30 p.m. Saturday April 165, 2016, BBQ
begins with judging on the following items and times: Beans 11:00 a.m., Chicken
12:00 noon, Pork Spareribs 1:30 p.m., and Beef Brisket 3:00 p.m. He stated that you
can tack the information on face book.
Mayor Carpenter recognized Jeff Hunt, City of Santa Clara who stated that Marion
will be having a groundbreaking for the high school sports facility to include a new
football field, track and bleachers etc.
Mayor Carpenter recognized Mayor Tom Daly, City of Selma who stated that on
Saturday, May 7, 2016, Kentucky Derby at Retama Park, 8:30 a.m. to 6:30 p.m.
Mayor Carpenter recognized Mayor John Williams, City of Universal City stated that
on Saturday, May 14, 2016 hosting Movie in the Moonlight, movie night for guest 18
and older, 7:00 p.m., Olympia Hills Golf Course & Event Center.
Mayor Carpenter recognized Pat O'Brien provided an update from the Real Estate
World.
Mayor Carpenter recognized City Manager Monique Vernon, City of Kirby who
invited everyone out to the 64th Annual Hobo Fest sponsored by the Volunteer Fire

Department, Friday through Sunday, May 6 — 8, 2016; event will be at the Kirby City
Park.
Mayor Carpenter recognized Dwayne Robison, Bexar County who stated that they
received the following: $4,712,500 for DEAAG /Governor's Office, $3,425,000 for
Bexar County In -Kind Match, $1,287,500 for Bexar County Cash Match, $1,350,000
for Federal In -Kind Match, Total $10,775,000. These grant funds were supported by
the Mayors of the Northeast Partnership.
Mayor Carpenter recognized City Manager Lanny Lambert, City of Converse who
stated that on April 15, 2016, at the Converse Public Library, City of Converse and
Senator Menendez office is hosting an open house and taste of Converse event 11 a.m.
to 2:00 p.m.
11. Adjournment.
As there was no further business, Mayor Daly adjourned the meeting at 12:48 p.m.
