Call to Order and Establish a Quorum — A quorum was present. Mayor Daly called the meeting to order. 2. Welcome and Introductions Mayor Daly welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of minutes for April 7 2016, NEP Mayor's Workshop meeting and minutes of the April 14, 2016, NEP regular meeting. Councilmember Fowler made a motion seconded by Mayor Knaus to approve the minutes of the April 7, 2016 Mayor's Workshop and the minutes of the regular meeting of April 14, 2016. The vote was unanimous. Motion Passed. 4. Approval of Treasurer's Report for February 2016 Mayor Seiler made a motion seconded by Mayor Dunn to approve the Treasurer's Report for April 2016. The vote was unanimous. Motion Passed. 5. Discussion and action regarding setting aside funds to continue funding the activities of RAPCO. Mayor Daly recognized Mayor Knaus who stated that NEP put aside a certain amount of dues towards funding events of RAPCO and we had discontinued this when we starting building up the amount and not spending it, however there is a need to start funding RAPCO again. The proposal is to keep a balance of $5,000 in the savings account and put a $2,000 per year budget into RAPCO. Mayor Daly recognized Nigel Davis who thanked NEP and stated that he is still getting information and disclosure on RAPCO and should have more information at the next meeting on the makeup of RAPCO. Mayor Daly recognized Mayor Williams who moved, seconded by Mayor Seiler to approve a budget of $2,000 per year for RAPCO. The vote was unanimous. Motion Passed. 6. Discussion and action regarding appointing Councilmember William Shelby City of Universal City to the Bicycle Mobility Advisory Committee. 5 -12 -2016 Minutes Mayor Daly recognized Mayor Williams who stated that Mr. Shelby is an avid cyclist and has agreed to sit on the Bicycle Mobility Advisory Committee. Mayor Daly recognized Mayor Williams who moved, seconded by Mayor Seiler to appoint Mr. William Shelby to the Bicycle Mobility Advisory Committee. The vote was unanimous. Motion Passed. 7. Information Items. A. Report from Tri County Chamber of Commerce. Mayor Daly recognized Mayor Pro -Tem Kevin Hadas who stated the biggest event for the Chamber is the upcoming Golf Tournament, Thursday, June 9, 2016 at TPC Golf Course, 23808 Resort Parkway, San Antonio, start time is 9:00 a.m. B. Report from The Chamber of Commerce. Mayor Daly recognized Ms. Maggie Titterington, Chamber President who provided information on recent and upcoming chamber events including: • Tuesday, May 17, 2016 — Monthly Chamber Luncheon -Topic of discussion is Cyber Security • Thursday, May 19, 2016 — Chamber after hours mixed hosted by Legacy at Forest Ridge • Upcoming event — Saturday, June 25, 2016 — 2nd Annual Home Living Showcase — Schertz Civic Center, from 10:00 a.m. to 2:00 p.m. Go to their website, www.chamber.info for any other event information. C. Report from Randolph Air Power Community Council (RAPCO). Mayor Daly recognized Nigel Davies who stated in the next few months there will be some major changes at Randolph due to the upcoming change in leadership. Other than that everything is running pretty smooth. D. Report on Bicycle Mobility Advisory Committee. No Report was provided. E. Report from Metropolitan Planning Organization (MPO). Mayor Daly recognized Mayor Pro-Tern Kevin Hadas who stated the Lone Star Rail District is all but gone -- dissolved. The Railroad pulled out. A lot of money has already been invested. We need to decide do we want to continue with this group and this leadership or do we want to consider forming a new one. This is a decision the MPO is going to be making. We have spent a lot of money on 5 -12 -2016 Minutes consultants and now we have nothing to show for. Do we want to start over, dissolve it altogether, or find a way to keep the current one going? This is a decision we will be making in June or July. They are moving forward with about $300 million worth of projects, in Converse, Schertz, and Universal City. The project on FM 2252 really affected Selma, Garden Ridge, and Converse. They are always happy to have the NEP's partnership and cooperation of their projects. He reminded the Mayors it is always a good idea to follow through with good politics and call and thank them for providing the funding for these projects. A question was asked about the Topperwine Road Project and he said there was no funding available right now but they would like to gain some information on it as to what can be done and how to move that project forward. Mayor Daly recognized Barbara - Gervin- Hawkins candidate running for Texas State Representative District 120 and District Director Paige Sullivan who works for Texas State Representative John Lujan (District 118 -San Antonio). 8. New Business. A. Presentation by Mrs. Barbara Bowie regarding the Freedom Riders Event. Mayor Daly recognized Mrs. Barbara Bowie who provided information regarding their Freedom Riders Event. She provided some history regarding it. They call their event `Get on the Bus', an event held to continue raising awareness of the continued pursuit of freedom, justice and racial equality in our nation and the world. The original Freedom Riders were civil rights activists who rode on the segregated buses in the southern states in the early 1960's. Their group has been honoring them for the past four years. One of the things they do is a Youth Summit (3 -day event) at Judson ISD where the kids are actually able to talk to some of these living history makers. The City of Kirby, which is where their foundation is located, has allowed them to start an MLK parade, which is done on the Saturday before the MLK march that is done in San Antonio. During that parade, they honor these freedom riders. It has since been suggested to involve other cities and so the Mayor of Schertz invited them here today to present their information to all the mayors in attendance to see if any other cities would like to participate. They would like to especially get more youth involved from other cities, bring them together and be exposed to this living history. Thus, the reason they are here today is to solicit your support and involvement for the next event, January 2017. 5 -12 -2016 Minutes 9. Establish a Date and Time of the Next NEP Mayor's Workshop — June 2, 2016 City of Live Oak. Mayor Daly indicated that the City of Live Oak is up to host the June 2, 2016, NEP Mayor's Workshop meeting. 10. Establish a Date and Time for the next Northeast Partnership For Economic Development Meeting — June 9, 2016. May Door Prizes — City of Kirby June Door Prizes — City of Live Oak The City of Kirby provided the door prizes for this May meeting. Mayor Daly stated that the City of Live Oak has the door prizes for the June, 2016 meeting. 12. Items of Interest by Members. Mayor Daly recognized the following who spoke: Cibolo Mayor Allen Dunn who stated on May 18, at 10:00 a.m. the City of Cibolo in conjunction with the City of Schertz will hold a Police Memorial Ceremony at Cibolo City Hall. Also, every other Thursday they host a food truck event at the City Hall Parking lot. Live Oak City Manager Scott Wayman who stated they also will be hosting a Police Memorial which will be held on May 17, 2016, at 7:00 p.m. in front of City Hall Justice Center. Mayor Pro -Tem Kevin Hadas who stated he wanted to congratulate Mayor Daly and our staff as we had the recent re- authorization of a quarter cent increase of our sales tax. Garden Ridge Mayor Nadine Knaus who stated if anyone is interested in establishing trails in your county she has a contact from Comal Trails. On June 11, 2016, is their annual Citizens Academy, Police Academy Alumni Association Car Show (8 a.m. -4:00 P.M.) Representative of the MPO announced that this is National Bike Month and encouraged all those to get out and ride your bikes and join them on Friday, May 20, 2016, for national Bike to Work Day. Barbara Bowie stated that the City of Kirby does host the MLK parade honoring the Freedom Riders and she will be calling everyone to solicit their participation as there are several cities in the NEP that are interested. 5 -12 -2016 Minutes Representative from the Randolph Rotary Club stated that quarterly they do a quarterly volunteer award, if anyone has any candidates they would like to nominate for the Randolph Area Volunteer of the Quarter award to let her know. Representative from AACOG announced that on Friday June 3, 2016, AACOG is hosting a representative from the U.S. Census Bureau and they have some new tools and good information; if you wish to attend please bring a laptop. On June 24, 2016, AACOG is hosting a newly elected workshop (cost is $75). Registration information is available on their website. Barbara - Gervin- Hawkins candidate running for Texas State Representative District 120 mentioned that on May 15, 2016, 2:00 to 5:00 p.m., at Friendship Park in Kirby, she and George are going to talk about sports and politics. City Manager Monique Vernon, City of Kirby announced that Hobo Fest was very nice and thanked all the neighborhood cities who participated in their parade. Mayor Williams announced AACOG met with Central Texas Clean Air Coalition (CAPCOG) and the EPA's new restrictions are not very good, classifying this area as reaching non - attainment due to their new regulations. AACOG is working closely with them on this issue. Selma Mayor Tom Daly stated the city recently had a great carnival and they have also now partnered with Retama Race Track to have a Fourth of July Fireworks Display. Also, a hot air balloon show will be coming to their area in the first week in October. Retama is also bringing back a winter carnival in December. 12. Adjournment.
