MINUTES OF MEETING
Thursday, June 9, 2016 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Proxies were received from the City of New Berlin, City of Selma, and City of
Universal City.
Mayor Carpenter called the meeting to order.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes for May 5, 2016, NEP Mayor's Workshop meeting and
minutes of the May 12, 2016, NEP regular meeting.
Mayor Carpenter recognized Mayor Pro -Tem Dick Neville who made a motion
seconded by Mayor Knaus to approve the minutes of the May 5, 2016 Mayor's
Workshop and the minutes of the regular meeting of May 12, 2016. The vote was
unanimous. Motion Passed.
4. Approval of Treasurer's Report for May 2016
Mayor Carpenter recognized Mayor Dunn who made a motion seconded by Mayor
Carpenter to approve the Treasurer's Report for May 2016. The vote was
unanimous. Motion Passed.
5. Discussion and action regarding the appointment of Nigel Davies as the Chair of
RAPCO replacing Mayor John Williams.
Mayor Carpenter recognized Mayor Hunt who moved, seconded by Mayor Dunn to
appoint Mr. Nigel Davies as the Chair of RAPCO. The vote was unanimous.
Motion Passed.

Mayor Carpenter recognized Ms. Maggie Titterington, Chamber President who
provided information on recent and upcoming chamber events including:
• Friday, June 10, 2016, Grand Opening/Ribbon Cutting for Pollo Tropical,
10:30 a.m.
• Friday, June 10, 2016, Bowl -A -Thou, Hill Country Lanes, funds /proceeds
will be going toward RACAP, $150.00/5 member team.
• Thursday, June 16, Chamber Monthly Mixer at New Haven Assisted
Living Center, 2300 FM 3009, 5:30 to 7:30 p.m.
• Tuesday, June 21, 2016, Monthly Chamber Luncheon, Schertz Civic
Center, 11:30 to 1:00 p.m. Keynote speaker, Cibolo Mayor Allen Dunn.
• Saturday, June 25, 2016 — 2nd Annual Home Living Showcase — Schertz
Civic Center, from 10:00 a.m. to 2:00 p.m.
• Upcoming — Golf Classic, 22 spots left, October 7, 2016 at the Bandit Golf
Course, 50 percent of proceeds go toward the DECCA program.

C. Report from Randolph Air Power Community Council (RAPCO).
Mayor Carpenter recognized Nigel Davies who stated there are two events rapidly
approaching: Thursday, June 30, 2016, - Col. Joel Carey takes over the 12th
Flying Training Wing; July 1, 2016 they are saying farewell to Col. David Drichta
from the 12th Operations Group. He is moving over to AETC, his replacement is
Col. Jupe A. Etheridge.
D. Report on Bicycle Mobility Advisory Committee.

E. Report from Metropolitan Planning Organization (MPO).
Mayor Carpenter recognized Jeanne Geiger, Deputy Director with MPO who
stated that May was National Bike Month and they had a lot of participants at
their Walk & Roll event. They are putting together a call for bicycle and
pedestrian projects which will start in the fall and if your city is interested in
applying for those funds to visit their website. She stated that as the summer gets
closer they are concerned about our air quality and the ozone levels, remember the
things you can do to help reduce ground -level ozone by carpooling, transit,
walking, and bicycling.
7. New Business.
A. Presentation from CPS Energy regarding Smart Grid Initiative (John Moreno,
CPS Energy Corporate Communications)

Mayor Carpenter recognized John Moreno with CPS Energy who provided updated
information on their recent initiatives regarding their Smart Grid systems answering
questions.
8. Establish a Date and Time of the Next NEP Mayor's Workshop — July 7, 2016 City
of Marion.
Mayor Carpenter asked the members if anyone would be out of town that week which
might interfere in having the July 7, 2016 NEP Mayor's workshop. Those present stated
they would be in town and no opposition to having the July 7th meeting. Mayor
Carpenter indicated that the City of Marion is up to host the July 7, 2016, NEP Mayor's
Workshop meeting.
9. Establish a Date and Time for the next Northeast Partnership For Economic
Development Meeting — July 14, 2016.

The City of Live Oak provided the door prizes for this June Meeting. Mayor Carpenter
stated that the City of Marion has the door prizes for the July meeting.
10. Items of Interest by Members.
Mayor Carpenter recognized the following who spoke:
City of Converse Executive Director of Economic Development Kate Silvas who
announced that on Thursday, July 14, 2016, 5:30 p.m., at the GRASP Center in Converse
they will be hosting and honoring Veteran Owned Businesses.
Councilmember Ken Polasek, City of Selma reminded everyone about the fireworks on
the 4th July at Retama Park in Selma.
Mrs. Barbara Bowie with the Freedom Riders Event who stated that she wanted to get
with the surrounding NEP Mayors to coordinate the upcoming Freedom Riders Event,
she has commitment from some.
Mr. Muhammad Musa with Gonzalez De La Garza stated that next month they will be
providing a presentation regarding combating traffic congestion in the NEP communities
and he has a letter he would like to pass out to each Mayor of the member cities. He
stated in an attempt to understand the traffic and transportation issues that are more
pressing to each City, he and his firm would like to spend 30 to 40 minutes of their time
either from the Mayors or a representative of each city for discussion on current and
projected issues for each city. He stated that once they gather the information, they will
share their findings at the July 14, 2016 meeting.

Mayor Carpenter recognized Mayor Nadine Knaus City of Garden Ridge who provided
information on their 2nd Annual Garden Ridge Citizen Police Academy open car show,
scheduled for Saturday, June 11, 2016, 8:00 a.m. to 4:00 p.m. to be held at the Garden
Ridge Community Center, 9500 Municipal Parkway.
12. Adjournment.
As there was no further business, Mayor Carpenter adjourned the meeting at 12:47 p.m.
