The Transportation Safety Advisory Commission (TSAC) convened for a meeting on June 2, 2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen — Chair Bowers, Bill Dziewit, Richard Franklin, Larry Haugen, Eric Outlaw, Glen Ragsdale, Roy Rowland, Phillip Tew, Mark Staff Present: Brian .Tames, Executive Director Albert Arriaga, Traffic Safety Division Cecilia Palomo, Graduate Engineer Doug Letbetter, Public Works Manager CALL TO ORDER AT 5:30 p.m., by Chair Stephen Bish ROLL CALL HEARING OF RESIDENTS Loretta Bilderback, Dove Meadows, requesting to possible add more stop signs along the thoroughfare. States cars are doing 30 to 35 between Borgfeld and Live Oak. States they have seen officers give citations but doesn't seem to be enough. Wondering if blinking lights may be an option. Stop sign currently at Linden Grove is a 1 -way, wondering if a 3 -way is a possibility. Also requesting to have red paint put on the curbs where people pull in and out of the neighborhood. States people are parking at every corner, making it extremely dangerous and nearly impossible to make it around the corners. Possible traffic studies during next school season for accuracy. Robert Brockman, Elbel Rd, asking about the progress and plan with yellow blinking lights throughout the City. Also requesting to know how many lights Schertz is responsible for. 1. Minutes: Consideration and /or action regarding the approval of the minutes of the May 5, 2016 Meeting. A motion was made by Commissioner Richard Dziewit to approve the minutes of the May 5, 2016 Meeting. Second by Commissioner Phillip Rowland. Motion passed.. Vote was unanimous. 2. FM1518 traffic Study: Discussion and updates on Schaffer Rd red beacons and FM1518 yellow beacons. The Engineering department states that TxDot is doing counts at this present time. There is a possibility of a fall signal before the 2021 expansion project. 6 -2 -2016 Minutes 3. Fairlawn Ave Traffic Concerns: Recently conducted traffic counts, and they have been reviewed. Police Department to go out and monitor /ticket the high number of speeders that are going 10, 12, 15mph over the posted speed limit. These studies appear to be different than any others to date. The City will plan to do another set of counts during the summer to see if it's people associated to the drop -offs and pickups of the school or are they actual commuters. 4. CoS 2016 Strategic Plan: Brian James and Richard Dziewit readdressed the Commission, following last meeting's presentation, regarding the 2016 City of Schertz (CoS) Strategic Plan. The Commission was asked to continue to review and take a close look at what areas might affect TSAC. There were no questions at this time from the Commissioners present. 5. Staff Comments: City staff gave updates on the following areas: • Ray Corbett Dr. — recommend to City Council a speed limit zone be added to area. • Scenic Links Speed Humps — still looking at placement • Scenic Linlcs Sidewalk — D Letbetter working on culvert redesign of sidewalk extension. • Hubertus Retail Cut Through Issues — Retailers do not wish to have any liability with signs. Still in discussion about other possible solutions. • Woodland Oaks Retaining Wall — in clean up phase. GVEC is set to install new light, then adding 2nd light at Wood Bridge. Expecting completion within next two weeks. • TxDot Sidewalks — Set to install lights and handrails in near future. 6. Future agenda items requested by Commissioners: Commissioner Outlaw discussed his concern with the U -turns taking place on Schertz Parkway. Engineering and PD to take a look at the history and past issues, if any, and will plan to update during next TSAC Meeting. Commissioner Outlaw asked if the City had ever gone back to look at the placement of current stop signs throughout the neighborhoods, particularly the stop sign at Forsyth Park and Savannah. Engineering to investigate and update during next TSAC Meeting. 7. Adjournment: Motion made by Commissioner Glen Outlaw to adjourn the meeting. Second by Commission Chair Stephen Bish. Motion passed.
