PC2016 -016 Consider and act upon a request for approval of a final plat of Rhine Valley Unit 2, an approximately 16 acre tract of land situated in the Miles S. PUBLIC HEARING: The Planning and Zoning Commission will hold a public hearing related to zone change requests and replats within this agenda. GENERAL INFORMATION: Owner/ Applicant: MFP Reality, LP, Harry Ben Adams IV Project Engineer: KFW Engineering & Surveying, George Weron, P.E. APPLICATION SUBMITTAL DATE: March 28, 2016 (Original Application) June 15, 2016 (Revised Submittal) ITEM SUMMARY: The applicant is proposing to final plat approximately 0.25 acre tract of land which includes right -of -way, landscape buffer area and one lot to construct a sanitary sewer lift station which will serve the Homestead development. The site is zoned Planned Development District (PDD). This final plat was reviewed using the PDD design standards from Ordinance 14 -S -29 and the current UDC, Ordinance 11 -S -15 as amended. The preliminary plat was approved by the Planning and Zoning Commission on March 9, 2016. GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is generally located on Schwab Road 1,000 feet south of the intersection of Schwab Road and IH -35. ACCESS AND CIRCULATION: Access to this property is through lot frontage on Schwab Road. No residential lots are being plated with this unit. TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that the site does contain protected or heritage trees but that no protected or heritage trees will be damaged. A tree preservation plan has been provided and the applicant is requesting to plant trees to satisfy the mitigation requirements. Staff is working with the applicant on a mitigation plan which will be in place prior to the recording of the final plat. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, NBU, AT &T, Time Warner Cable, and Center Point Energy. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15, unless otherwise specified in an approved development agreement. The civil construction plans for this plat have been approved by Public Works and Engineering Department. Water and Sewer: A sanitary sewer lift station is proposed to be constructed on this site which will service the Homestead development. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. A preliminary drainage report has been reviewed and approved by the City Engineer. Sidewalks Hike and Bike Trails: A sidewalk will be constructed along Schwab Road for the length of the property. The sidewalk will be designed to meet City of Schertz Specifications. Road Improvements: The subject property is located adjacent to Schwab Road, which is identified on the Master Thoroughfare Plan as a secondary arterial. In accordance with the UDC, a secondary arterial street in the City is an 86' ROW with 48 feet of pavement which includes curb and gutters. A 43' wide right -of -way dedication is being provided for the expansion of Schwab Road. All street improvements will be developed to City of Schertz specifications. STAFF ANALYSIS AND RECOMMENDATION: A sanitary sewer lift station will be constructed on this lot which will serve the Homestead development. Upon completion and acceptance, the lift station will be dedicated to the City. The final plat is consistent with applicable requirements, ordinances and regulations for the property. It has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff recommends approval. ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum of two (2) locations accessing existing public streets. This development is designed to have two (2) points of access via Lower Seguin Road and Saverne Way which was constructed with Unit 1. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree affidavit which indicates that this site has no protected or heritage trees. The tree affidavit has been verified by the Parks and Community Services Department. PUBLIC SERVICES: The site is serviced by Schertz water and sewer, CPS, AT &T, and Time Warner Cable. PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved development agreement. The civil construction plans for this plat have been approved by Public Works and Engineering Department. Water and Sewer: This site will be serviced through 8" water lines and 8" sewer lines that will be extended throughout the subdivision and stubbed for future development. Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer. Sidewalks Hike and Bike Trails: Sidewalks will be constructed along Lower Seguin Road and on both sides of the street throughout the subdivision. All sidewalks are designed to meet the City of Schertz specifications. Additional Design Criteria: The subject property is affected by the additional design requirements imposed by the PDD Design Standards along Lower Seguin Road to include landscaping buffers and screening. A 6' masonry fence will be constructed along Lower Seguin Road prior to recording the final plat. Road Improvements: All streets will be developed to City of Schertz specifications. The Comprehensive Land Use Plan specifically describes that industrial zoning should not be directly adjacent to residential uses. The development of the Riata and Belmont Park subdivisions created a change in conditions for the surrounding area and for the subject property. Based on land use compatibility with the surrounding single - family residential the request to rezone to Neighborhood Services (NS) is the most appropriate zoning district supported by the Comprehensive Land Use Plan and its goals and objectives. The request for an on -site sewer facility is due to the lengthy distance to the nearest sewer line connection and costs associated with building that line. The closest sewer connection to the subject property would be a proposed San Antonio River Authority collection line approximately 300' southeast of the corner of Scenic Lake Dr, within the creek bed of a tributary of Salitrillo Creek. The subject property sewer line would require the line to be extended approximately 8,365 linear feet across multiple privately owned tracts to a bore location under Greytown Road and then along existing privately owned property boundaries until it reaches the southwesterly corner of the proposed subdivision.
