MINUTES OF MEETING
Thursday, August 11, 2016 —11:30 am.
Mayor Mary Dennis, City of Live Oak had all those present stand provided the pledge of
allegiance to the Flag of the United States. Mayor Dennis stated that lunch was ready.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Daly City of Selma called the meeting to order at 12:07 p.m.
2. Welcome and Introductions
Mayor Daly welcomed everyone in attendance and those present stood and introduced
themselves.
3. Approval of minutes of the July 14, 2016 regular NEP meeting.
Mayor Daly recognized Mayor Dennis who made a motion seconded by
Councilmember Cimics to approve the minutes of the July 14, 2016 regular meeting.
The vote was unanimous. Motion Passed.
4. Approval of Treasurer's Report for July 2016
Mayor Daly recognized Mayor Dennis City of Live Oak who stated that a copy of the
treasurer's report was provided to each Mayor. Mayor Pro -Tem McCaw City of
Garden Ridge provided a brief update on the report.
Mayor Daly recognized Mayor Williams City of Universal City who made a motion
seconded by Mayor Dennis to approve the Treasurer's Report for July 2016. The vote
was unanimous. Motion Passed.
5. Discussion and possible action regarding the cancellation of the October 6t" NEP
Mayors Workshop meeting due to the TML Conference in Austin that week.
Mayors present did not have any issues with cancelling the October Mayors Workshop
meeting as discussed.
6. Information Items.
A. Report from Tri County Chamber of Commerce.

Mayor Daly recognized Kevin Hadas who stated that there will be an elected
official's reception in November. More information to come as the date gets
closer.
B. Report from The Chamber of Commerce.
Mayor Daly recognized Ms. Maggie Titterington, Chamber President who
congratulated the City of Selma regarding the open house at the Harrison House
yesterday. Photos are available on their website.

C. Report from Randolph Air Power Community Council (RAPCO).
Mayor Daly recognized Mr. Nigel Davies who stated there are two issues on-
going with the operations at Randolph (1) Still high number of bird strikes, still
looking at ways to reduce the bird population, the canopies of the entrances are
big nesting sites for the birds, (2) as of right now flying at night is not a concern
right now, but when the new TX, which is the replacement for the T -38 comes in
night flying operations will be needed here. As a direct result, there is a concern
on light pollution, such as high school ball field lights, sports complexes, top golf
etc.; they emit a lot of light pollution which has an effect on our pilots and those
doing night flight training. When we think about planning and moving forward
let's keep this information knowing how important it is.
D. Report on Bicycle Mobility Advisory Committee.
Mayor Williams City of Universal City indicated that they have not met therefore
there is not a report at this time.
E. Report from Metropolitan Planning Organization (MPO).
Mayor Daly recognized a representative from MPO who provided information on
the tables regarding the upcoming call for projects in the fall for bicycle &
Pedestrian projects. This information is still in draft form but will be approved by
the Board in September

A. Presentation from Senator Menendez regarding current initiatives going
into the 85th legislation.
Mayor Daly recognized Senator Menendez who stated that the Mayors and
Community leaders are in the position to know issues from your constituents
on a daily basis on a granule level, you're in the best position to tell Austin
what you need and what you don't need. Not to have Austin dictate to you
how to run your cities and what interfere in your local control. Senator
Menendez stated that he was tired of hearing in Austin about local control; it's
really local control when it is convenient to them. He stated that this part of
the district for him is a new part and the thanked the City of Converse who
have offered them space next to their Library to set up an office. We have a
presence here in the Northeast and several have done a lot representing it. The
Northeast corridor is a proud part of District 26. Every part of the district is
important to them, which is why they open the office. He believes we have to
work together to bring more investment to the Northeast area and continue
local control. Senator Menendez stated that you have a voice in the legislative
process and when you can combine your voices with the business community
and bring them up to Austin, joining hands, makes it, happen. Senator
Menendez stated that the Mayor's should have received a letter soliciting
ideas for the next legislative session. The best ideas come from the local
communities. He provided an example of a recent idea from where he came
from as a Councilmember from his community.
Senator Menendez stated that if there is a particular bill or proposed bill you
are wanting, please get the information to state representative. Some areas
that they are currently working on is the issue of Firework Stands, Cyber
bullying. They are working on increasing their resources for child protective
services, would like to see the money follow the child.
Senator Menendez indicated that they are starting to do an idea of BBQ's in
the community with law enforcement and the community. The idea is to have
no agenda but to move these all over the communities. He stated that if there
is a graffiti wall that needs to be painted, maybe we get together and do this
and follow it up with a barbecue. Law enforcement in the community and
invite all to come out and get to know one another. The idea is to have the
community, specifically children know that police officers are those who we
respect, someone we can trust and someone you can count on to be there for
help. He would love to have this relationship rebuilt. Senator Menendez stated
that they are also going back to increase teachers' pay, specifically the retired
teachers as they have not had an increase in some time. Another issue coming
forward is legalized marijuana for use as a patient.
Senator Menendez indicated that the next budget session is going to be
horrible. Oil and gas revenues are down, sale taxes are down. Senator
Menendez that they have a lot going on it is going to be a touch session. He

stated that if you have a burning issue that you want to have done, his
recommendation is to ask your State Representative to file that particular issue
(bill) in the House as well as file in in the Senate. Senator Menendez stated
that if you or any of their constituents want to come by, please contact his
office and a tour of the facility can be scheduled. The floor was opened for
questions.
8. Establish a Date and Time of the Next NEP Mayor's Workshop — September 1, 2016
City of Santa Clara to host.
Mayor Daly recognized Mayor Jeff Hunt who indicated that he would be ready.
9. Establish a Date and Time for the next Northeast Partnership For Economic
Development Meeting — September 8, 2016.

The City of New Berlin provided the door prizes for this July Meeting. Mayor Williams
City of Universal City provided two (2) donated goodie bag door prizes from the
Randolph Rotary Club, who is hosting their Golf Tournament on September 19, 2016.
Mayor Daly stated that the City of Santa Clara has the door prizes for the September
meeting.
10. Items of Interest by Members.
Mayor Daly recognized Mayor Nick Milanovich, City of New Berlin who stated that
Labor Day Weekend, Sunday The New Berlin Volunteer Fire Department will be having
the annual Sausage Festival invited everyone out to attend. He stated that on Friday night
they will be cutting the beef and pork, stuff the sausage on Saturday and cook it on
Sunday. Again he invited those in attendance to attend.
Mayor Daly recognized Mayor Williams City of Universal City announced and
introduced Jeff Fletcher with the Randolph Rotary Club who provided information on
their upcoming golf tournament sponsored by the Randolph Rotary Club, September 19,
2016, Olympia Hills Golf & Conference Center, 10:00 a.m. start proceeds benefit the eye
foundation. There are openings for players, brochures and registrations are on your
tables.
Mayor Daly recognized Mahammad Musa with Gonzalez De La Garza who stated that
the study they did last time and it was presented to the group, some members are still
missing. They are still waiting on information from Windcrest, Cibolo, Universal City,
City of Santa Clara, City of Kirby, City of Converse and the City of New Berlin. He
requested they set a time to meet with him so that he can complete his report.
Mayor Daly recognized Economic Development Director Kate Silvas City of Converse
who stated Archibald is coming to Converse. Ground breaking ceremony at Dante's

Event Center on September 7, 201, at 10:00 a.m., and you are also invited August 31St
7:30 a.m. to their Grand Opening Celebration of their Walmart Neighborhood Market.
Mayor Daly recognized City Manager Scott Wayman with the City of Live Oak who
invited those in attendance to their upcoming Movies in the Park, Saturday, August 13,
2016, Movie is "The Good Dinosaur" and it starts at 8:00 p.m., but there is a sack race
that starts at 7:00.
Mayor Daly recognized Summer West Intergovernmental Relations with the San Antonio
River Authority who stated that they have public speaking available so if you need a
public speaker at one of your next meetings reach out to her to let her know.
Mayor Daly recognized Mayor Dennis, City of Live Oak who stated that this past Friday
in Kerrville we had our Region 7 meeting and thanked Dick Neville who was one of the
individuals who put their name in to run as Vice President of TML Region 7. Mayor
Dennis thanked him for his willingness to step up. Mayor Dennis stated that
Councilmember Steven Fines with the City of Kerrville also put his name in .and thank
him for his willingness to serve. Mayor Dennis stated the individual who won the
election for Vice President of TML Region 7 was our own Mayor Michael Carpenter,
City of Schertz who was not here today, Mayor Dennis congratulated him.
11. Adjournment.
As there was no further business, Mayor Daly adjourned the meeting at 12:52 p.m.
