MINUTES OF WORKSHOP SEPTEMBER 1, 2016 6:30 P.M.
I. Call to Order and Establish a Quorum.
Mayor Carpenter called the workshop to order at 6:45 PM.
Members present were:

II. Introduction
Mayor Carpenter welcomed those present.
III. Old Business:
t . Discussion and update regarding bids for the NEP Website.
Mayor Carpenter recognized City Secretary Brenda Dennis who stated that she
has received one bid and is still waiting on the submission of the other. As soon
as she receives the information she will bring it to the Mayors for review. Mayor
Carpenter asked if there were any changes or thoughts. He stated that he believes
that it is still a landing page and should point to each city, and the cities can point
back to it, it doesn't need to have any on -going content that costs us more money.
Mayor Carpenter didn't hear any argument on that.
2. Discussion and update regarding the TML Resolution submittals.
Mayor Carpenter recognized Mayor Dennis who stated that the Resolution should
have already been turned in as the deadline was August 22"d. Mayor Carpenter
stated that he and his city didn't have anything further that TML doesn't already
have on their radar. Mayor Dennis stated that met in Austin all the committees
together all of these are going to come together and discussed at the December 2nd
meeting in Austin.
Mayors discussed making multiple trips to Austin during this next Legislative
session and possibly breaking up into different groups of Mayors attending at
different times.
IV. New Business:
1. Discussion and overview of municipal and local control issues likely to be address
in the upcoming legislative session and opportunities for collaboration between
cities. (City Attorney Clarissa Rodrigues and Catarina Gonzales)
Mayor Carpenter recognized Catarina Gonzales who provided a PowerPoint
presentation regarding upcoming legislative issues that will affect all cities. Ms.
Gonzales stated that a way to make an impact is to join forces and that her team
would like to submit a proposal to be the Northeast Partnership For Economic
Development spokesperson in bringing matters from this group to the legislature.
The Legislative Co -op which is the practice of people or greater entities working
in common with commonly agreed upon goals and possibly methods, instead of
working separately in competition. Ms. Gonzales stated they can do more together
than separately. Their work is meant to compliment TML and TAC, participation
cost is based on population, and NEP they will quote a price for representation.
Ms. Gonzalez provided a brief biography of herself stating she has extensive
experience representing local governments. Some of the topics for the upcoming
and past legislative session included:
• Ridesharing apps
• Revenue and appraisal caps
• Annexation
• Legislation affecting equal rights Ordinances and RFRA
• Tree preservation ordinances
• Plastic bag bans
• Red light camera bands
• Property tax legislation
• School Finance
• Bathrooms and other equal rights issues
• Utility Rates
• Payday Lending
• Sanctuary Cities
• Economic Justice Ordinances
• Transportation
Mayors present stated that they would like to see a proposal. Ms. Gonzales stated
that she would get with Mayor Carpenter and provide him a proposal with costs to
represent NEP.
2. Discussion and overview of the Cibolo Parkway Project. (Mayor Dunn)
Mayor Carpenter recognized Mayor Dunn City of Cibolo spoke about the
proposed Cibolo Parkway project stating there is an urgent need to reduce
congestion on IH35 by extending FM1103. He stated this will provide a safer
alternative to access of IH 10 as well. Mayor Dunn asked about seeing if the
Northeast Partnership For Economic Development Mayors would consider
approving a Resolution supporting the City of Cibolo to complete a feasibility
study for the project. He believes that this is a real economic development need
for several surrounding cities. He is only asking for support to complete the
study.
3. Discussion regarding possible donations. (Mayor Daly)
Mayor Carpenter recognized Mayor Daly who stated as was presented by Barbara
Bowie; they are working on support for their upcoming 2017 Freedom Riders
Event and wanted to suggest that the Northeast Partnership For Economic
Development consider making a donation. The riders could start in Selma, go
through Live Oak, and continue into Windcrest and Kirby. He and Mayor Dennis
are recommending support of the event which will likely be publicized and gain
attention for our organization and respective cities. Mayors present agreed to
bring this item forward to their next regular meeting for consideration.
Mayor Daly stated for the first time, in December a large carnival (about 45 days)
will be taking place over at Retama. He feels the events will boost local sales in
Live Oak, Selma, and Schertz who have hotels —also shopping in general and
spending money in restaurants by those who attend it. This is a big economic
development for u's. After talking with the other mayors he feels we should put
our name out there and make a donation.
Mayors present agreed to bring this item forward to their next regular meeting for
consideration.
V. Items of Interest by the Member Cities.
No further items of interest.
VI. Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of
Schertz to host — November 3, 2016 — October NEP Workshop was cancelled due to
TML Conference)
Mayor Carpenter indicated that the October Mayor's workshop meeting has been
cancelled due to TML but next up would be the City of Schertz to host which will be
November 3, 2016.
VII. Adjournment
Mayor Carpenter adjourned the workshop at 8:25 p.m.
