04-28-2016 MinutesSCHERTZ HISTORICAL PRESERVATION COMMITTEE MUNICIPAL COMPLEX CONFERENCE ROOM 1400 SCHERTZ PARKWAY, BUILDING #1 SCHERTZ, TEXAS 78154 MINUTES THURSDAY, April 28, 2016 at 6:30 P.M. Call to Order The Committee meeting was called to order by Chairman Weirtz at 6:30 pm. Voting members present: Lou Foehrkolb, Lynn Foehrkolb, Barbara Hall, David Lynch, Pete Perez, Paul Ringenbach, Louis Segaloff and Dean Weirtz. Introduction of Guests and New Members Also in attendance: Brian James (from the city of Schertz) Presentation: Brian James — Update Regarding Main Street Incentive Project Mr. James announced that the Main Street matching grant program is to be expanded to allow all Main Street residents/businesses to apply for matching grants. Preference will be given if a property owner is the owner of a "Landmark" designated property. Dean Weirtz — Show & Tell re: Artifact Donations. Chairman Weirtz displayed artifacts donated to the Committee during the past calendar quarter to include: A. Schertz family artifacts such as: (1) portrait of Sebastian Schertz (2) baptismal certificate of Walter A. Schertz (3) Schertz Water Co. business books (4) a high school reader book (in the German language belonging to Walter A. Schertz B. Photos of Randolph Air Base pilot training aircraft and mechanics working on Aircraft during a pre -WWII period. Dr. Paul Ringenbach — Update on the Heritage Missions Project. He also shared information about the San Antonio Mission Tri- centennial symposium scheduled for May 6 -7. Discussion and /or Action Items Minutes. Consideration and/or action regarding the approval of the minutes of the regular meeting of January 28, 2016. A motion to approve the minutes was made by Lou Foehrkolb and seconded by David Lynch. The motion passed unanimously. 2. Fund Expenditures. Consideration and /or action regarding the submission of member's expense vouchers and approvals for fund expenditures. A motion to approve a reimbursement voucher for expenditure by Chairman Weirtz in the amount of $416.34 and a reimbursement voucher for Diana Webb in the amount of $34 was made by Louis Segaloff and seconded by Pete Perez. The motion passed unanimously. 3. Treasurer's Report. Consideration and/or action regarding book sales activity during the last calendar quarter and other fiscal matters. Chairman Weirtz presented the Treasurer's report that indicated $375.00 (15 books) in book sales deposits during the quarter to date. 4. Spring Newsletter and Remembrance Special Edition Article - Consideration and /or action regarding the publication of the Spring 2016 Newsletter and REMEMBRANCES Special Edition Articles 2016 -2, 2016- 3 and 20164. A motion was made by Louis Foehrkolb and seconded by Paul Ringenbach to approve publication of the newsletter and the three Remembrances articles. The motion passed unanimously. 5. Distribution of Schertz City Photo History Book - Consideration and /or action regarding the distribution of the Schertz City Photo History Book Chairman Weirtz advised that Becky Williams, Social Studies Administrator for the Schertz Cibolo Universal City School District (SCUCISD) recommended that the Committee make Schertz City Photo History Book donations to 14 different schools. A motion was made by Paul Ringenbach and seconded by Barbara Hall to allow the gifting of 14 such books to the designated 14 schools. The motion passed unanimously. David Lynch will oversee the distribution. 6. Schertz Landmark Property Designation Nominations - Consideration and/or actions regarding Schertz landmark property designation nominations. None were submitted at this time. 7. Preservation Month Committee Projects - Consideration and /or actions regarding Preservation Month Committee activities. Chairman Weirtz identified the following Committee projects being undertaken in recognition of National Preservation Month: 1)Aviation Heights Clean -up initiative (April 23 -24, 2016), 2)Proclamation presentation at the 3 May Schertz City Council meeting at 6:00pm, 3)Monarch butterfly sculpture unveilings at city gardens and parks on 3 May at noon, 4)SCUCISD Awards Ceremony at the Civic Center 16 May at 4:30, 5)Schertz history symposium event on 21 May (rehearsal 14 May), 6)Chairman Weirtz' travel to Riedisheim, France to renew friendships with the officers of the Riedisheim Historical Society. 8. Preservation Committee Donation Receipts and Releases - Consideration and/or actions regarding Committee donations and releases. Chairman Weirtz announced the receipt of an "in- kind" donation of 120 Schertz history books ( "Schertz Texas - A Story of Great Ancestry, Legacy and Development, Third Edition) valued at $1,000.00 from the Cibolo Valley Community Museum Association which in turn had received the books as a gift from the Crossvine Developer in South Schertz. Chairman Weirtz proposed the Committee vote to accept the book donation and that six of the books be used as door prizes at the 21 May symposium. A motion to accept the book donation was made by Louis Segaloff and seconded by Pete Perez. The motion passed unanimously. Chairman Weirtz also reported that he donated, in the name of the Committee, two sculptures of the monarch butterfly (4.5 ft high x 30 inches wide and 22 inches long) to the Guadalupe Community Gardens caretakers and to the Gutierrez Park caretakers. 9. Preservation Committee Picnic Planning - Consideration and /or action regarding a Committee picnic. After a brief discussion, it was decided that the Committee will gather on 2 July for a Boston Tea Party celebration. 10. Committee Meeting Date for July 2016 - Consideration and/or actions regarding an alternate Committee meeting date for July 2016. Chairman Weirtz advised the Committee that he will be out of the state during late July and throughout August. He recommended a change of meeting date for the July meeting. A motion was made by Lou Foehrkolb and seconded by David Lynch to schedule the meeting on July 21, 2016. The motion passed unanimously. 11. Subcommittee Reports — Discussion Only - Historian: Several articles prepared by Jim and Diana Webb have appeared in the Schertz Magazine for the months of February and March 2016. The "Looking Back" history items also appeared in the magazine each month during the quarter. Outreach: Chairman Weirtz has been contacted by the SCUCISD and informed that the Committee was a nominee for the designation as the school district's "Community Partner of the Year ". The school district voters selected the Committee for that honor. Chairman Weirtz congratulated the members of the school district outreach subcommittee (Jim Webb, Diana Webb, Barbara Hall) for their outstanding work that brought this award about. Particular mention was made of Jim Webb's leadership of the subcommittee that has sustained the relationship with the school district and kept the school projects on- going. The entire Committee has been invited to the SCUCISD annual awards ceremony on Monday, May 16, 2016 at 4:30pm (Schertz Civic Center) to be recognized. The Committee participated along with three other organizations in the Aviation Heights Spring Clean Up Initiative held April 23 -24, 2016. Chairman Weirtz thanked all the members who participated in the event. Several families were helped by the effort/ and the community benefited by having several properties within the newly designated "Heritage Neighborhood" restored. On April 22.2016 Chairman Weirtz participated in a videotaped interview with the Austin -based public relations firm representing Crossvine developers regarding the history of Schertz. Crossvine is the newest residential development in south Schertz. Crossvine developers are pursuing programs for their community residents that emphasize Schertz history. The Committee was represented at the recent Schertz Volunteer Open House by Chairman Weirtz and Lynn and Lou Foehrkolb. The event was well attended and the Committee made several contacts with citizens who are now on our mailing list. - Heritage Neighborhood (Aviation Heights) Project: The Aviation Heights subcommittee reported that they identified locations for banner placement. The bidding and selection of a printer has been completed and the banners are in the process of being manufactured. Placement in the neighborhood will occur in May. Youth Education Project: Chairman Weirtz reported that the next student field trip is being organized by Becky Williams and is likely to be scheduled for August 2016. A teacher field trip may also occur in early May as well as a Clemens High School History Club field trip. Requests and Announcements 12. Requests by Committee Members that items be placed on a future agenda — Barbara Hall reported that the 2016 Strategic Plan for Schertz should be discussed and reviewed at the July meeting. 13. Requests by Committee Members to City Manager /Staff for information - None 14. Announcements by Committee Members — Upcoming events: 3 May City Council National Preservation Month Proclamation; 3 May Butterfly sculpture dedication event; 14 May history symposium rehearsal; 21 May History Symposium; 22 May Chairman Weirtz travels to Reedisheim, France for reunion with the Reidisheim Historical Society officers and friends; 7 May is the first symposia sponsored by the San Antonio Historical Society relating to events surrounding the San Antonio missions establishment. ADJOURNMENT There being no further business before the committee, a motion was made by Paul Ringenbach and seconded by David Lynch to adjourn the meeting. The motion passed unanimously.
