MINUTES OF MEETING
Thursday, October 13, 2016 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes of the September 1, 2016 NEP Mayor's workshop
meeting and approval of the minutes of the September 8, 2016 NEP regular
meeting.
Mayor Williams made a motion seconded by Mayor Seiler to approve the minutes of
the September 1, 2016 Mayor's Workshop and the minutes of the regular meeting of
September 8, 2016. The vote was unanimous. Motion Passed.
4. Information Items.
A. Report from Tri County Chamber of Commerce.
B. Report from The Chamber.
C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).

Item B: Maggie from The Chamber provided the following information on upcoming
events:
Wednesday, October 12, 2016, Chamber Hosted the Schertz Meet the Candidates, at the
Schertz Civic Center.
October 28, 2016 — Coffee with the Chamber 7:30 a.m. — 9:30 a.m. Refreshments will be
courtesy of Emily's Place Coffee.
November 12, 2016 — Chamber Appreciation and Awards Banquet, 6:00 p.m., Schertz
Civic Center, Tickets $25.00.

Mayor Carpenter asked if there were those present who will be running in the upcoming
November 8, 2016 election to stand and be recognized. Mayor Carpenter recognized
State Representative John Lujan, who is running for District 118. Mayor Carpenter
stated he is running for re- election for Mayor City of Schertz.
5. Presentation:
A. Presentation from Ms. Laura Torres, Volunteer Recruitment Coordinator
for CASA of Central Texas.
Mayor Carpenter recognized Ms. Laura Torres who provided information regarding the
CASA of Central Texas Program.
B. Presentation and information regarding the November 8, 2016 SCUCISD
Bond Election. (Dr. Greg Gibson, Superintendent, Mr. Wayne Pruski, Exec.
Director for Facilities, Mr. Gary Inmon, School Board President)
Mayor Carpenter recognized Board President Gary Inmon and Executive Director for
Facilities Wayne Pruski who provided information regarding their upcoming Bond
Election.
6. Establish a Date and Time of the next NEP Mayor's Workshop — November 3, 2016
- next is November 3, 2016, City of Schertz to host.
7. Establish a Date and Time of Next Northeast Partnership For Economic
Development Meeting — November 10, 2016.

November Door Prizes — City of Selma
City of Schertz provided the door prizes for this meeting. For November, the City of
Selma will provide door prizes.
8. Items of Interest by Members.
Items of interest were as follows:
Live Oak — Mayor Mary Dennis thanked State Representative Lujan for his support with
Randolph Air Force Base, The State of Texas budgeted $5,000 for the purchase of
property. She thanked Representative Lujan.
Mayor Dennis invited all those to attend a town hall meeting tonight at the UTSA
Downtown Campus a panel discussion regarding revenue caps. Herself, Judge Nelson

Wolff on one side and on the other State Representative Donna Campbell and someone
from the Texas Public Policy Committee. She stated that they want to tell us how to run
our cities and our message to them will be very simple "Get out of our way and let us do
our jobs ". Mayor Carpenter thanked Mayor Dennis for doing this and leading the
organization into that action. Mayor Carpenter also thanked Mary for being the President
of TML in an action year.
She thanked all those that attended and support the Texas Municipal League Conference
last week.
City Manager Scott Wayman provided the following regarding the cities upcoming
events:
This week is Fire Prevention week within the city.
Saturday, October 15, 2016 National Fire Safety Parade at Northeast Methodist Medical
Complex 2:00 p.m.
November 5, 2016 — Arbor Day hosted by the Live Oak Garden Club. Event begins at
10:00 a.m. at the Live Oak Xeriscape Garden.
Saturday, November 12, 2016 9:00 a.m. to Noon — 8001 Shin Oak Drive, hosting a Free
Community Document Shred Day.
November 16, 2016, Identify Theft event at their club house. All the information can be
found on their Facebook page.
Cibolo — Mayor Carpenter on behalf of Mayor Dunn stated that from the last time that we
met he made comments about what can we do to put together a coalition to get some
connectivity between IH 35 and IH 10. Mayor Carpenter stated that you may have heard
the radio interview with him and Mayor Dunn on Texas Public Radio as well as some of
the articles that have been in the local papers. City Manager Herrera and Mayor Dunn
and others at Cibolo are already meeting with TxDOT, MPO, RMA, etc., working to see
what is possible and feasible. There are a huge range of things that could happen
anything from a simple two -lane FM Road in the short term to a full extension of FM
1103 out to IH 10 to a potential user funded infrastructure project. They are looking and
everything that is potential. Again Mayor thanked Representative Lujan who was here
today because this project will probably have to have some help from the legislature to
look at what can be done with allocating some funding to get this kicked off. We are in a
good place where this could potentially become the beginning of a third loop around San
Antonio. More information to come and a briefing will be provided at our next NEP
Mayor's Workshop. This is a long term effort we will be working with our friends in
Cibolo and potentially with our friends to the north in New Braunfels to make sure we get
some level of connectivity through that area.
City Manager Joe Herrera stated that the City of Cibolo received the Gold Award for
Scenic Tourship from the Planning Association presented at TML last week.

Converse — Kate Silvas, EDC Director thanked all those who attending the
groundbreaking of the Northeast Bexar County Sheriff Substation yesterday. She thanked
them for investing in their community.
Ms. Silvas also stated that their EDC was recognized at the International Conference and
they received the Gold Award in Economic Development Excellence.
Marion — October 14 & 15, 2016 — At the Beer Gardens the City is Hosting a local Art
Show 7:00 to midnight. He also stated that they have a parade today at 2:00 p.m.
Universal City — November 5, 2016 — City is hosting a Veterans Day Parade.
Texas Workforce Solution — Troy Johnson stated Workforce Solutions — Alamo in
conjunction with Texas Workforce Commissioners would like to invite everyone to the
Business and Workforce Talent Development Roundtable discussion for the Alamo
Region. They are dedicated to the health and wellbeing of the Alamo region and they are
particularly interested in determining how they can better partner to create sustained
growth of good paying jobs for our local economy. They need to hear directly from
industry representatives about the type and number of skilled workers' companies will
require in order to help their businesses succeed and prosper. It will be held November
16, 2016 in the Alamo Colleges University Center, 8300 Pat Booker Road Live Oak from
1:00 p.m. to 4:00 p.m.
Freedom Riders Event — Ms. Barbara Bowie asked to have a brief meeting with those
Cities involved after the NEP meeting today. The Event will be January 9th through 14,
2017. Several events have been placed during this time.
Randolph Metrocom — Laine Garrett stated that Randolph Metrocom will be out at the
Cibolo Fest event and to please stop by as they will. have their smoker out there and will
be selling fajitas. Ms. Garrett also requested help in recognizing volunteers, if anyone
has volunteers who they would like to be recognized to please let her know. They host a
quarterly event to recognize volunteers and it is held at the Bluebonnet Palace in Selma.
The next event is Wednesday October 19th 5:30 p.m. to 7:00 p.m., join them and say
thank you.

As there was no further business, Mayor Carpenter adjourned the meeting at 12:55 p.m.
