PZ 10-12-2016PLANNING AND ZONING MINUTES October 12, 2016 The Schertz Planning and Zoning Commission convened on October 12, 2016 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Evans called the meeting to order at 6:01 P.M. HEARING OF RESIDENTS No citizen comments. Waiver- Roadway Improvements associated with PC2016 -035 Consider and act upon a request for approval of a waiver to UDC Sec. 21.14.1.5 regarding improvements to Eckhardt Road related to the proposed final plat of the Parklands Subdivision Unit 1, an approximately 48 acre tract of land situated in the John Noyes Survey No. 259, Abstract No. 253, and the Carrol M. Gahogan, Jr. Survey No. 25, Abstract No. 142, City of Schertz, Guadalupe County, Texas, generally located on the south east corner of Eckhardt Road and Froboese Road. Emily Grobe, Planner, presented the waiver request. She explained that the applicant was requesting a waiver regarding the construction of roadway improvements on Eckhardt Road associated with the Parklands Subdivision. There was a brief discussion between staff and the Commission related to the length of the roadway improvements and the financial responsibility of the undeveloped improvements. Mr. Glombik motioned to approve the item. Mr. Greenwald seconded the motion. The vote was unanimous. Motion carried. B. PC2016 -035 The Parklands Subdivision Unit 1- Final Plat Consider and act upon a request for approval of a final plat of The Parklands Subdivision Unit 1, an approximately 48 acre tract of land situated in the John Noyes Survey No. 259, Abstract No. 253, -- -- — aria 1 we - (_;arrol - -WGah-o 7r.- Survey No. 25 --x6stract No. 142, City of Schertz, Guadalupe County, Texas, generally located on the south east corner of Eckhardt Road and Froboese Road. Emily Grobe, Planner, presented the request. She explained that the applicant was requesting an approval of the final plat for the Parklands, Unit 1 establishing 113 single family residential lots. After a brief discussion between Commission, Staff and the Applicant related to the number of lots in the subdivision and the detention lot, Mr. Brand moved to approve this item. Mr. Glombik seconded the motion. Vote was unanimous. Motion carried. 4. REQUESTS AND ANNOUNCEMENTS A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. There were no Commissioner requests. B. Announcements by Commissioners City and community events attended and to be attended Continuing education events attended and to be attended There were no Commissioner announcements. C. NEW SITE PLAN APPLICATIONS: The following new site plan application was submitted to the Planning Division between September 23, 2016 and October 7, 2016. 1. Homestead Unit lA Lot 901, Block 3 Site Plan — proposed amenity center to include a fitness area, pool, and outdoor pavilion. Staff provided a brief update on the following: • CCAB update. • Muni -code update. • An update on site plans submitted for review. 5.
