The Transportation Safety Advisory Commission (TSAC) convened for a meeting on November 3,
2016 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

HEARING OF RESIDENTS
Mr. David Hiles, Capital Group — 5700 Mid Cities Parkway, addressed concerns with 18- wheelers
parking outside of data center in 1/2 turn around off Mid Cities Parkway between their building and
Amazon. Considers this to be a high -level issue and is requesting help from the City. Provided 3
photos showing concerns.
Matt Densley, Amazon — 6000 Schertz Parkway, sharing the same concerns. States that this could be
a fire /fire hydrant accessibility issue and feels there is a need for risk/safety mitigation. Says they
also tends to stop and park along Verde as well.
Damen Wilson, Capital Group — 5700 Mid Cities Parkway, also attended but didn't choose to speak.
Instead made note that he is in attendance tonight with the same concerns and in support of the other
two gentleman who spoke.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the October 6,
2016 Meeting.
A motion was made by Commissioner Richard Dziewit to approve the minutes of the
October 6, 2016 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was
unanimous.
2. SAYSAT/Lions Parldng: Staff gave update as to the discussion between SYSA and the
City. Agreed to limited access to the other fields for handicap, shuttle drop -offs, etc. for the
remainder of this current season. It was made clear to SAYSAT that by Spring time
SAYSAT /Lions should have created an appropriate parking solution. If not resolved by that
time then the City will have No Parking enforced on FM1518 and along Maske, citations will

be issued, possibly resulting in vehicles being towed. The City will continue to try and work
towards a more desirable outcome with SAYSAT/ Lions.
3. New School Zone: Officer Arriaga gave an update pertaining to the newly implemented cell
phone law, including an extensive packet that will be distributed to all Commissioners. There
isn't any hard data to compare for this year vs last year due to the timeframe last year that the
ordinance went into effect. Thus far there have been 44 actual tickets, five of those in an
actual school zone, along with 63 warning citations. Will have more detailed data in 2017 to
share with Commission and public.
4. Staff Comments: City staff gave updates on the following areas:
® Pavement Conditioning Index (PCI) is in preparation to be distributed at January
Meeting.
® TxDot sidewalks are scheduled to be completed on or by November 21, then clean up,
sod, and hand railings to be installed.
5. TSAC Pending Items List: Staff reintroduced new TSAC Pending Items List. Discussed
intention and proper use of newly created TSAC Pending List
6. Future agenda items requested by Commissioners:
® Cormnissioner Outlaw & Commissioner Bish request that the issue of 18- wheelers be
further discussed at the next TSAC meeting.
7. Adjournment: Motion made by Commissioner Richard Dziewit to adjourn the meeting.
Second by Commissioner John Sullivan. Motion passed. Vote was unanimous. Meeting
adjourned at 6:13PM.
