MINUTES OF MEETING
Thursday, December 8, 2016 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present. Mayor Mary
Dennis provided a proxy to Councilmember Cimics for this meeting.
Mayor Carpenter called the meeting to order.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes of the November 3, 2016 NEP Mayor's Workshop minutes
and the November 10, 2016 NEP regular meeting minutes.
Mayor Daly made a motion seconded by Mayor Williams to approve the minutes of
the November 3, 2016 NEP Mayor's Workshop and the Novemberl0, 2016 NEP
regular meeting minutes. The vote was unanimous. Motion Passed.
4. Information Items.
A. Report from Tri County Chamber of Commerce.
B. Report from The Chamber.
C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).
Item A: Kevin Hadas from The Chamber provided information on upcoming events
mentioning their end of the year gala — members can go to their website for more
information. Mr. Hadas stated that the elected officials reception was well attended and
thanked everyone for attending and thanked the City of Universal City for hosting the
event.
Item B: Maggie from The Chamber provided information on upcoming events
mentioning at the last Chamber luncheon they were able to reveal the amount to be given
to SCUCISD — DECA programs for both Steele and Clemens. They were able to award
$20,000 out of the monies raised from their recent golf classic. Most ever raised. The
Young Professionals Program are integrating and speaking in some of the classrooms
within SCUCISD to our future workforce asking questions, mentoring, etc., regarding the
plans for careers for our area. The last event of the year is December 15, 2016 and the
last Mixer at TSO off of IH -35 by HEB, plus, it is an ugly sweater contest — 5:30 to 7:00

p.m.; food will be available. Mark the dates of January 12, 2017 "Tasting Thursday, 5:00
pm. 7:00 p.m. Schertz Starbucks, 5701 Tri County Parkway and January 22, 2017
"Health and Wholeness Fair" 11:00 a.m. to 3:00 p.m., Schertz Civic Center; over 70
participants will be available for everyone to visit. There will be free vision, hearing &
health screenings and free flu shots. City of Cibolo has their holiday parade this Saturday.
Schertz/Selma 5K run February 25, 2017, benefiting the Wounded Warriors; they are
taking sponsorships now; more information on the event to follow. Recently, they did a
ribbon cutting regarding "Holiday Festival of Lights" Ratama Park, Selma, $26 per
person which includes a wrist band for all the events - open until January 8, 2017.
Item C: Representative Nigel Davis stated Saturday is the Base Commanders reception,
please try and attend and show our support. December 17, 2016 is the training wing
reception as well. Next week is the parade of homes on base. Those who have access to
the base please try and attend.
Item D: No representative was present to provide a report. No meeting was held this
month.
Item E: Representative Hadas reminded the Mayors that if they make any changes to
their projects in our region to please let him know. Let him help with the politics by
having the proper contact person contact him.
5. Presentation from Aaron Stein regarding the CitySmart Program, and Stavros
Penagos regarding the Small Business Program.
Mayor Carpenter recognized Aaron Stein and Stavros Penagos who provided
information by PowerPoint regarding the Small Business program answering
questions.
6. Establish a Date and Time of the next NEP Mayor's Workshop — January 5, 2017 -
Universal City to host. Brenda Dennis stated that this was an error and that the City of
Cibolo is up next.
7. Establish a Date and Time of Next Northeast Partnership For Economic
Development Meeting — January 12, 2017.

The City of Universal City provided the door prizes for this meeting. For January, the
City of Cibolo will provide door prizes.
8. Items of Interest by Members.
Mayor Carpenter recognized those who were recently elected and recognized the newly
elected officials: Newly elected: Christopher Clark — City of Converse Place 2,

Christopher Boyd — City of Converse Place 4. Re- elected Mayor Michael Carpenter City
of Schertz.
Mayor Carpenter recognized Mayor Bill Seiler, City of Marion, who stated that if you
want to see the best light show of any city of this county, please come down FM 465 and
view the lights — 80,000 lights this year.
Mayor Carpenter recognized City Councilmember Ed Cimics, City of Live Oak who
announced that on behalf of Mayor Tom Daly, City of Selma Saturday December 17th
"Christmas in the Park" in Live Oak — 4:00 to 7:00 p.m., photo opportunities with Santa,
refreshments as well as hay rides.
Mayor Carpenter recognized City Manager Monique Vernon City of Kirby who
announced that this Saturday they will have a "Christmas in Kirby" event sponsored by
the Kirby Crime Prevention District and Parks & Recreation Department. Free Santa
photos, Christmas cookies hot chocolate, and will be lighting up the park.
Mayor Carpenter recognized Mayor Pro -Tem Kevin Hadas, City of Selma who stated
that they have the "Festival of Lights in Selma, Ratama Park until January 8, 2017,
$26.00 per person. Saturday night a huge football game is going to be played with the
Steele Knights who will be playing at the Alamo Dome; starts at 6:00 p.m. Also on
Saturday in Selma, Santa will be in town.
Mayor Carpenter recognized Mayor Williams, City of Universal City, who announced
their Tree lighting event in front of City Hall. They recently conducted their grand
opening at their Veterans Park, on Aviation, the event was well attended. Mayor
Williams also stated that their new Library will be opening by the end of this month,
maybe the first of January, but more information will be made available.
Mayor Carpenter recognized Mayor Daly City of Selma who announced that tonight they
have their council meeting at 6:30 p.m.; along with the meeting, singers from Our Lady
of Perpetual Help Catholic Church will be present.
Also Mayor Daly stated that Ms. Barbara Bowie with the Bowie Foundation is here and
on your tables you will find information regarding their upcoming event, "Freedom
Riders ". Several surrounding cities will be participating in the event; any questions you
may have please see her after the meeting.
The Schertz/Selma 5K run is scheduled for February 25, 2017. Funds raised will go
towards Operation Comfort supporting the Wounded Warriors. Please get involved and
come out and support those families. The event will be held at the Blue Bonnet Palace.
Mayor Daly wished everyone a very Merry Christmas.
Ms. Bowie stated that all the information is on the flyer and she is asking for
sponsorships for the Freedom Riders event such as tables. Please see her after the
meeting and provide her your information. Ms. Bowie indicated that she still needs a

location for Converse; members of Council from Converse to please see Ms. Bowie after
the meeting.
Mayor Carpenter recognized Ms. Liane Garrett who stated that the Randolph Metrocom
Rotary Club will be meeting here next Wednesday, Olympia hills Golf & Conference
Center, speakers /singers from the Wiederstein Choir (4th grade students) will be present.
Information will be going out regarding two different types of memberships to join the
club.
Mayor Carpenter recognized a representative from the City of Converse who stated that
they have a Fire Department being built; ground breaking/blasting ceremonies will be
conducted next Tuesday at 1:00 p.m.
Mayor Carpenter stated that in Schertz on Saturday evening Movie in the Park "Elf' will
be showing, our parks director will be dressed up as Buddy the Elf, starts at 6:00 p.m.
Pickerel Park. Mayor Carpenter wished everyone happy holidays and looks forward to
seeing everyone in the New Year.

As there was no further business, Mayor Carpenter adjourned the meeting at 1:00 p.m.
