The Schertz Planning and Zoning Commission convened on January 11, 2017 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Richmond called the meeting to order at 6:21 p.m.
2. PRESENTATIONS:
A. Recognition of Newly Appointed P &Z Commissioner
Mr. Richmond recognized Mr. Glen Outlaw as a new appointed committee member. Mr. Outlaw
Thanked Mr. Richmond and commented that this is something he wanted to do for a long time.
B. Service recognition for Commissioner Crawford
Mr. Richmond gave recognition to Mr. Crawford for his long term service on the Planning and
Zoning Commission and was presented him with an award for his service. Mr. Richmond
thanked him for his service. Mr. Crawford thanked all city staff and the commissioners. Mr.
Crawford congratulated Mr. Outlaw as being the new appointed committee member.
3. HEARING OF RESIDENTS:
There was no hearing of residents.
4. CONSENT AGENDA:
A. Minutes for the December 16, 2015, January 13, 2016, April 27, 2016 and October 12, 2016
regular meetings.

Mr. Dahle abstained minutes on October 12, 2016. Mr. Dahle was not present for the meeting.
Mr. Glombik notice that there needs to be a correction to the minutes on April 27, 2016. Mr.
Glombik last name is incorrect.
Mr. Dahle moved to approve this item as amended. Mr. Glombik seconded the motion. The
vote was unanimous. Motion carried.
5. PUBLIC HEARING:
A. ZC2016 -014
Hold a public hearing, consider and make a recommendation to City Council on a request
to rezone 611 & 615 Main Street, approximately 1 acre of land, from Single Family
Residential District (R -2) to Main Street Mixed Use district (MSMU).
Emily Grobe, Planner, presented the proposed a request to rezone approximately 1 acre of land
from Single - Family Residential District -2 (R -2) to Main Street Mixed Use District (MSMU).
The property is located at 815 Main Street. The site has an office building that is currently
unoccupied. Twenty (20) public hearing notices were mailed to surrounding property owners
within two hundred (200) feet of the subject property on December 30, 2016 with a public
hearing notice to be published in "San Antonio Express" and the "Herald" prior to the City
Council public hearing. At the time of this staff report zero (0) response in favor or opposed
have been received. Based on the Comprehensive Land Use Plan and surrounding land uses the
Main Street Mixed Use District (MSMU) is the most appropriate zoning district for this tract
of land. Staff recommends approval of the rezoning application as submitted.
The applicant, Mr. and Mrs. DelToro is present.
Mr. Richmond opened the public hearing at 6:30 p.m.
No one spoke at the open hearing, Mr. Richmond closed open hearing at 6:31 p.m.
Mr. Outlaw ask the question why are they asking for rezoning. Ms. Grobe indicated that this will
give them more flexibility to go Residential or Commercial.
Mr. Dahle asked if the city will wait for residents to ask for the rezone change to R -2 to MSMU
in this current location. Mrs. Wood indicated at this time yes, and when they are ready will help
along the process.
Mr. Dahle moved to approve this item. Mr. Outlaw seconded the motion. The vote was
unanimous. Motion carried.
B. ZC2016 -008
Hold a public hearing, consider and make a recommendation to City Council on a request
to zone approximately 63 acres of land to Public Use District. The site is located off
Trainer Hale Road, approximately 600 feet north of I -10, specifically at 7424 Trainer Hale
Road.

Channary Gould, Planner, presented the applicant is requesting to zone approximately 63 acres
of land located at 7424 Trainer Hale Road, about 600 feet north of Interstate 10 to Public Use
District (PUB). The subject property is currently located in the Extra Territorial Jurisdiction
(ETJ) of the City of Schertz and is owned by Cibolo Creek Municipal Authority who has
petitioned for voluntary annexation of the property in order to develop a municipal wastewater
treatment plant at this location. On December 13, 2016, City Council adopted Resolution 16-
R-92 accepting Cibolo Creek Municipal Authority's petition for voluntary annexation. Six (6)
public hearing notices were mailed to surrounding property owners on December 30, 2016
with a public hearing notice to be published in "San Antonio Express " and the "Herald" prior
to the City Council public hearing. At the time of this staff report no responses have been
received.. This zone change recommendation will be presented in conjunction with a
voluntary annexation request. Staff recommends approval.
Mr. Braud removed himself from the dais for the agenda item 5B. The reasoning is a conflict
of interest for being a CCMA Board Member.
The applicant, Ryan Madsen is present for any questions.
Mr. Richmond opened the public hearing at 6:38 p.m.
No one spoke at the open hearing, Mr. Richmond closed open hearing at 6:39 p.m.
Mr. Dahle is glade that CCMA could acquire the additional property and Mr. Dahle asked will
this change where the additional plant will be located. Mr. Madsen indicated that the new plant
will be located on the south track and northern plant will be a natural harrower from residents.
Mr. Outlaw asked the question looking at the map does the conciliated in our city limits. Mrs.
Gould indicated that the subject side located on the map is not in our city limits. CCMA is
proposing to be annexed and then it would cooperated in the city limits. Mr. Outlaw asked if
the other two tracks are in the city limits. Mrs. Gould responded yes.
Mr. Outlaw moved to approve this item. Mr. Glombik seconded the motion. The vote was 5-
0 and Mr. Braud abstained. Motion carried.

No requests from Commissioners.

Mr. Richmond asked Emily if the list discussed on the last agenda was sent to just him or to all
commissioners. Emily Grobe indicated that it was just sent to Mr. Richmond, but will send to
the other commissioners.
Mr. Dahle asked what was being built at Elbel and FM 3009. Mrs. Wood indicated that is a
Murphy's gas station.
