Hold a public hearing, consider and act upon a request for approval of a vacate plat of the Cal Tex
Subdivision Lot 2R, an approximately 17 acre tract of land generally located west of FM 3009
approximately 470 feet south of Bell North Dr, City of Schertz, Comal County, Texas.
B. PC2016-066
Hold a public hearing, consider and act upon a request for approval of a replat of the Doerr Lane
Subdivision Lot 3, Block 1, and the previous Cal-Tex Subdivision Lot 2R. The property consists of
approximately 42 acres of land is generally located 4,000 feet Northeast of the intersection of
Doerr Lane and Lookout Road, City of Schertz, Comal County, Texas.

Mr. Dahle moved to approve this item as amended. Mr. Outlaw seconded the motion. The
vote was unanimous. Motion carried.
4. ITEMS FOR INDIVIDUAL CONSIDERATION:
A. PC2016-054
Consider and act upon a request for approval of a preliminary plat of the Hallies Cove
Subdivision Unit 1, an approximate 10 acre tract of land generally located east of FM 1518
approximately 1,375 feet south of Trainer Hale Road, City of Schertz, Bexar County, Texas.
Mrs. Gould presented a proposal to preliminary plat approximately 10 acres of land establishing
21 single family residential lots with a minimum lot size of 9,600 square feet as dictated by the
Planned Development District development standards in Ordinance 17-S-04. The preliminary
plat has been reviewed with no objections by the City Engineer, Public Works, Parks,
Inspections, Fire and Police. The plat is consistent with all applicable zoning requirements,
ordinances, and regulations. Staff recommended approval of the preliminary plat.

The Commissioners had some concerns regarding the access points off FM 1518 with TXDOT
right away on future improvements. Staff had a small discussion with the commissioners
explaining in detail the requirements.
Mr. Evans and Mr. Braud had questions regarding the pump and haul plan including what the
time period for pump and haul would be, where the storage tank will be located, and if it will be
an above ground or below ground storage tank. Mrs. Gould and the project representative Andy
Rodriguez indicated that pump and haul would be needed until the new waste water treatment
plant was completed which is anticipated winter of 2018. They also commented that the storage
tank would be located in unit 3, and would be above ground.
Mr. Braud had questions regarding the CCMA impact fees. Brian James indicated that he would
look into this item and get back to Mr. Braud.
Mr. Outlaw moved to approve this item. Mr. Glombik seconded the motion. The vote was
unanimous. Motion carried.
B. PC2016-060
Consider and act upon a request for approval of a preliminary plat of the Hallies Cove

Mrs. Gould presented a proposal to preliminary plat approximately 9 acres of land establishing
26 single family residential lots with a minimum lot size of 9,600 square feet as dictated by the
Planned Development District development standards in Ordinance 17-S-04. The site is zoned
Planned Development District (PDD). This preliminary plat was reviewed using the PDD
Ordinance 17-S-04 development standards and the current UDC, Ordinance 11-S-15 as
amended. The preliminary plat has been reviewed with no objections by the City Engineer,
Public Works, Parks, Inspections, Fire and Police. The plat is consistent with all applicable
zoning requirements, ordinances, and regulations. Staff recommended approval of the
preliminary plat.
Mr. Braud asked what was going to happen with the existing house and driveway on the
property. The project representative Andy Rodriguez indicated that the home and drive way
will be removed.
Mr. Glombik moved to approve this item. Mr. Dahle seconded the motion. The vote was
unanimous. Motion carried.
5. WORKSHOPS / DISCUSSIONS:
A. Public hearing, workshop and discussion regarding the Master Thoroughfare Plan Update
Mr. James presented an updated overview of the concerns and importance of the Master
Thoroughfare Plan. Mr. James discussed several items including how the plan evolved, road
concerns with property owners, new roads constructed by developers, traffic from other cities,
and limited access to southern Schertz. Mr. James indicated this presentation was an overview
refresher for the new board members.

Mr. Richmond opened the public hearing at 6:57 pm
Allen Gormley, 16106 Santa Cathrena, San Antonio, TX, commented on how important the
Planning and Zoning Commissioners are to future development. Mr. Gormly explained that he
was here for the workshop/discussion in item 5B. But wanted to note the importance of the job
that the Commissioners have.
Mr. Richmond closed the public hearing at 7:02 pm
Mr. Outlaw and Mr. Richmond commented on their experiences on development of new
roadways, the increased traffic and road improvements throughout the City of Schertz.
B. Public hearing, workshop and discussion regarding the South Schertz Comprehensive Land Plan
Update
Mr. James discussed amending the Comprehensive Land Plan for south Schertz based on the
new Joint Land Use Study (JLUS) that was completed in 2015. Mr. James went into more
detail explaining the importance of the JLUS document, the accident potential zones (APZ)
and other items related to base operations. He provided a rough overview of what the
commissioners should expect to see when the Comprehensive Land Plan amendment is
brought forward.
Mr. Richmond opened the public hearing at 7:20 pm
Allen Gormley, 16106 Santa Cathrena, San Antonio, TX, indicated that he is a representative
for a land owner on Lower Seguin Road and is in favor of increasing the density of residential
development on the eastside of FM 1518.
Mr. Richmond closed the public hearing at 7:25 pm
Mr. Dahle commented that he lives in southern Schertz and is in favor of this change and
indicated that the City needs to look at Cibolo Creek regarding a concern that flooding in that
area might occur in future years.
Mr. Outlaw indicated he is in favor to protect the APZ areas and the flight paths and asked if
there is a difference between the densities of residential and commercial. Mr. James explained
the difference and how they are measured.
There was additional discussion between Mr. James and the Commission regarding proposed
densities, noise contours, and areas north of Randolph Air Force Base.

Mr. Dahle asked that the Commissioners be included when public hearing notices are sent out
so the Commissioners know what is going on when members of the community contact them.

Mr. Cox updated the Commissioners on the CCAB meeting summaries. Mrs. Gould updated the
commissioners on the site plans submitted to the Planning Department. Mr. James announced
that the City Council meetings and the Planning and Zoning meetings will be available to view
online and a link will be provided on the City website. Mrs. Wood announced that staff is
working on a number of UDC updates that will be brought forward to the Commission sometime
between early spring to early summer. Mrs. Wood announced that all the Planning and
Inspection Department application forms are now fillable online and the Department has
installed two kiosks in City Hall. Additionally she commented the Inspections Department has
implemented a new inspections request system utilizing the City’s Web QA. Mrs. Wood
mentioned that the system has been up and running since the first of January and the Department
is getting good results.

the Cal Tex Subdivision Lot 2R, an approximately 17 acre tract of land generally
located west of FM 3009 approximately 470 feet south of Bell North Dr, City of
Schertz, Comal County, Texas.
GENERAL INFORMATION:

BACKGROUND: The property was originally platted into one 23.794 acre lot, Lot 2, Block 1 of the Cal-Tex
Subdivision in 1999. Lot 2 was then vacated and replated into Lot 1R, approximately 7.790 acres, and Lot 2R
approximately 16.003 acres in 2007.
ITEM SUMMARY: The applicant is proposing to vacate Lot 2R, Block 1 of the Cal-Tex Subdivision in order to
replat the vacated land and the adjacent Doerr Lane Subdivision Lot 3 into one (1) lot. Cal-Tex Subdivision Lot
1R will remain as is.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is generally located west of FM 3009
approximately 470 feet south of Bell North Dr. The site is currently undeveloped and zoned General Business II
(GB-2) and Manufacturing (Light) (M-1). The proposed vacate is the first step in being able to replat into one
larger lot to allow for a building expansion.
ACCESS AND CIRCULATION: The subject property is designed to have access off of F.M. 3009.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree
affidavit which indicates that no damage or destruction to any protected or heritage trees will occur.

The vacate plat has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections,
Fire and Police. The plat is consistent with all applicable zoning requirements, ordinances, and regulations.

SUBJECT: Hold a public hearing, consider and act upon a request for approval of a replat of the
Doerr Lane Subdivision Lot 3, Block 1, and the previous Cal-Tex Subdivision Lot 2R.
The property consists of approximately 42 acres of land is generally located 4,000 feet
Northeast of the intersection of Doerr Lane and Lookout Road, City of Schertz, Comal
County, Texas.
GENERAL INFORMATION:

BACKGROUND: The property was originally platted into two lots, Lot 1 (12.854 acres) and Lot 2 (13.119
acres) in 2002. In 2014 an amending plat was recorded in order to combine the two lots to create one 25.967
acre lot, lot 3, in order to develop the site for a distribution center. In order to expand the current business a
vacate and replat was needed to acquire more land. The vacate was necessary due to the adjacent
undeveloped property being in a different subdivision. With the vacate approved a replat can now be processed
in order to add the additional land needed.
ITEM SUMMARY: The applicant is proposing to replat Lot 3, of the Doerr Lane Subdivision and the vacated
adjacent property, previously known as Lot 2R of the Cal-Tex Subdivision into a total of one (1) buildable
commercial lot, Lot 4 of the Doerr Lane Subdivision in order to allow for a building expansion.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is generally located 4,000 feet
northeast of the intersection of Doerr Lane and Lookout Road. All of existing lot 3 is currently zoned
Manufacturing (Light) (M-1), and is currently developed as a distribution center. The previously vacated
adjacent property is currently zoned General Business II (GB-2) and Manufacturing (Light) (M-1) and is
currently undeveloped.
ACCESS AND CIRCULATION: The subject property is designed to have access off of Doerr Lane.

TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree
affidavit which indicates that no damage or destruction to any protected or heritage trees will occur.
PUBLIC SERVICES: The site is currently serviced by Schertz water, CCMA, CPS, AT&T, Time Warner Cable,
and Center Point Energy.
PUBLIC IMPROVEMENTS: No public infrastructure improvements are required for this replat.
Water and Sewer: The site is serviced through an existing 8” water line and a 12” sewer line that run adjacent
to Doerr Lane.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A storm water management plan for the replat has been reviewed and
approved by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks along F.M. 3009 are required and will be installed with development
of the newly created lot. All sidewalks will be designed to meet City of Schertz Specifications.
Road Improvements: No Right-of-way dedications or roadway improvements are required. .
STAFF ANALYSIS AND RECOMMENDATION:
The replat has been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, Fire
and Police. The plat is consistent with all applicable zoning requirements, ordinances, and regulations. Staff
recommends approval of the vacate plat.

SUBJECT: Consider and act upon a request for approval of a preliminary plat of Schertz Retail
Center, an approximate 7 acre tract of land generally located directly northwest of
the intersection of FM 1103 and Old Wiederstein Road, City of Schertz, Guadalupe

ITEM SUMMARY: The applicant is proposing to preliminary plat approximately 7 acres of land into three (3)
commercial lots. The subject property was rezoned from Single-Family Residential / Agricultural District (R-
A) to Neighborhood Services (NS) on October 25, 2016.
GENERAL LOCATION AND SITE DESCRIPTION: The majority of the subject property is undeveloped with
a small portion being used as Single-Family Residential which is to be demolished, and is generally located
directly northwest of the intersection of FM 1103 and Old Wiederstein Road.
ACCESS AND CIRCULATION: The subject property is designed to have access off of F.M. 1103 and Old
Widerstein Road. Additionally, the lots are interconnected by a designated 30’ Access Easement.
TREE MITIGATION AND PRESERVATION: The applicant will be responsible for Unified Development Code
(UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a Tree Affidavit which
indicates that the site does contain Protected and Heritage trees, however they will in no way be damaged
or destruction of with this preliminary plat. The tree mitigation and preservation plan will be reviewed by Parks
and Community Services department prior to approval of the final plat.
PUBLIC SERVICES: The site is serviced by Schertz water, CCMA, GVEC, AT&T, Time Warner Cable, and
Centerpoint Energy.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be
installed prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an
approved development agreement.
Water and Sewer: This site will be serviced through a 12” water line located along FM 1103 and proposed 8”
sewer lines that will be extend across FM 1103 to the property and then extended along the property line to
service the adjacent property to the north.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for
compliance with the Storm Water regulations. A preliminary drainage plan has been reviewed and approved
by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks along F.M. 1103 and Old Wiederstein Road are required and will
be installed with development of the newly created lots.
Road Improvements: The subject property is located adjacent to Old Wiederstein Road which is currently
an 86’ ROW. No dedication is proposed along Old Wierdestein Road. Additionally, this property is adjacent
to FM 1103 which is currently 86’ of ROW. The proposed preliminary plat is providing a variable width right
of way dedication to TxDOT along FM 1103.
STAFF ANALYSIS AND RECOMMENDATION:
The proposed preliminary plat is consistent with applicable requirements for the property, ordinances and
regulations. Staff recommends approval of the preliminary plat.
