The Transportation Safety Advisory Commission (TSAC) convened for a meeting on January 5,
2017 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

HEARING OF RESIDENTS
Mr. Steven Layton, Lost Meadows Drive, addressed concerns with the intersection located at
FM1518 & Schaffer Drive. 42 photo slides were shared with the Commission in order to show the
the level of congestion at certain times of the day. There were times recorded that tools over three (3)
minutes to cross, with the main concern about how long it took school buses to turn onto FM1518.
There were times there were in excess of 13 cars in queue. Requesting solution. Staff to check
TxDot future plans regarding the possibility of a stop light.
Ken Lyssy, Winding Trail, here to address the cut through traffic in Riata. States that the speeding
has increasing gotten worse since his last TSAC visit. Concerned that there are times other cars pass
him on the side and says these behaviors are unacceptable to residents. Would like to see more
citations. Also states concerns that there are no yield signs present at FM1103.
Banner Huggins, Wellbrook, addressing the speeding issues within Dove Meadows. States the
speeding has increased and now people are choosing to not stop at stop signs. Subdivision has put in
a neighborhood spycam and believes they have enough data to meet the requirements for speed
humps and would like the information in order to move forward with a formal request. Ms. Huggins
will reach out to City staff tomorrow for further direction.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the November
3, 2016 Meeting.
A motion was made by Commissioner Glen Outlaw to approve the minutes of the November
3, 2016 Meeting. Second by Commissioner John Sullivan. Motion passed. Vote was
unanimous.

2. 18- Wheeler Parldng: Staff gave update on truck parking issues located off of Mid Cities
Parkway and Verde Dr. PD will continue to patrol and cite when current ordinances are not
being followed. Discussion tools place with regards to what and what is not the City's
responsibility. TSAC is supportive with enforcing restrictions but does not carry a
responsibility for action at this time. Officer Arriaga informed the Commission that PD is
working closely with EDC to offer support to the surrounding businesses. City staff to give
update at next month's meeting.
3. Fred Couples: Public Works staff gave update regarding recent visual traffic counts and did
not find concerns with the speeding and traffic issues previously reported. This item is now
closed on the TSAC Pending Item List as of 12.27.16.
4. Fairlawn: Engineering gave update and stated that the City understands the issues and
perceptions regarding the speeding and the traffic. Staff is looking to conduct one more
recount in order to compare solid data to past counts. Counters to be placed out at Red Tip
and Ash Wood tomorrow morning. Staff agrees there is a large amount of cut through traffic
due to the two current projects taking place (widening the bridge and the widening of FM
1103). PD commits to concentrating a specific amount of hours per week in order to have a
strong presence be known throughout the community. Staff to look at possibility of installing
flashing school zone lights and speed signs improvements /additions. FM 1103 improvements
could take up to five (5) years. Commissioner Outlaw suggests looking into solar powered
flashing speed signs currently being used by Cibolo, may be part of a solution until the
projects are completed. Another suggestion was the addition of a crossing guard at Belmont
and Crusader Bend. Will also look at City Ordinance regarding the times slotted to school
zone flashing lights. School Zone issues to be set as an Agenda Item during next month's
TSAC Meeting.
5. Friesenhahn Rd: PD gave update regarding previous concerns from resident. PD will
continue to monitor the area but no further action is needed at this time. This item is now
closed on the TSAC Pending Items List as of 12.27.16.
6. Staff Comments: City staff gave updates on the following areas:
• Engineering suggested TSAC Commissioners attend the Traffic Calming Webinar. Staff
will provide dates during next month's meeting.
7. Future agenda items requested by Commissioners:
• Commissioner Ragsdale requested an update to the water backing up on Fairlawn.
• Commissioner Tew thanked the City for installation of the flashing yellow turn signals.
• Commissioner Outlaw requested the further discussion of a designated crossing guard
and /or crosswalk in Belmont.
8. Adjournment: Motion made by Commissioner Roy Ragsdale to adjourn the meeting. Second
by Commissioner Glen Outlaw. Motion passed. Vote was unanimous. Meeting adjourned
at 6 :56PM.
