10-27-2016 Minutes SCHERTZ HISTORICAL PRESERVATION COMMITTEE MUNICIPAL COMPLEX CONFERENCE ROOM 1400 SCHERTZ PARKWAY, BUILDING #1 Schertz, Texas 78154 MINUTES THURSDAY, October 27, 2016 AT 6:30 P.M. Call to Order The Committee meeting was called to order by Chairman Weirtz at 6:30 pm. Voting members present: Sue Boissonneault, Lou Foehrkolb, Lynn Foehrkolb, Barbara Hall, Debbie Krause, Dave Lynch, Pete Perez, Paul Ringenbach, Diana Webb, Jim Webb and Dean Weirtz. Introduction of Guests and/or New Members Also in attendance: Brian James (from the city of Schertz) Chan Nary Gould (from the City of Schertz Planning Department) Mr. Marc Anthony Thornton and members of the Samuel Clemens History Club Presentations: (1) Update on Committee of Committees Advisory Board (CCAB) – Barbara Hall/Brian James – This Board establishes good lines of communication between the City of Schertz and all of its committees. It informs those committees on the City’s strategic plan and vision. (2) Naming of City Parks – Brian James – Mr. James requested that the Schertz Historical Preservation Committee propose a list of names of historic importance for area parks. Discussion and/or Action Items 1. Minutes - Consideration and/or action regarding the approval of the minutes of the regular meeting of April 28, 2016 and the special meeting of June 23, 2016. Jim Webb motioned and Debbie Krause seconded to accept both minutes as presented. The motion passed unanimously. 2. Fund Expenditures - Consideration and/or action regarding the submission of member’s expense vouchers and approvals for fund expenditures. Chairman Weirtz advised that he had two expense vouchers to submit for approval. One was dated July 21, 2016 and should have been acted upon at the committee’s July 2016 meeting which had to be cancelled. The second voucher is dated October 27, 2016. The 21 July voucher is for the amount of $133.83 and the 27 October voucher is for the amount of $72.49. A motion to approve the expenditure vouchers was made by Lou Foehrkolb and seconded by Debbie Krause. The motion passed unanimously. 3. Treasurer’s Report - Consideration and/or action regarding book sales activity during the last calendar quarter and other fiscal matters. Treasurer James Webb reported that book sales totaling nine books had occurred since the last reporting period, with a total of 67 books having been sold in FY 2016. 4. Summer Newsletter and Remembrance Special Edition Articles - Consideration and/or action regarding the publication of the Summer & Fall 2016 Newsletter and Remembrances Special Edition Articles 2016-5 through 2016-6. Chairman Weirtz requested committee approval for publication of the consolidated Summer/Fall committee newsletter and two Remembrances Special Edition Articles (2016-5 & 2016-6). A motion made by Debbie Krause and seconded by Pete Perez was made to approve the publications. The motion passed unanimously. Currently, the newsletter circulation is 70 emails and 12 regular mail. Chairman Weirtz will add Mr. Thornton from Clemens High School to the email distribution. 5. Schertz Landmark Property Designation Nominations – Consideration and/or actions regarding Schertz landmark property designation nominations. Chairman Weirtz submitted an application for designation of 603 Main St. as a Landmark Property. A motion was made by Jim Webb and seconded by Debbie Krause to approve the nomination and forward it to City Council for final approval. The motion passed unanimously. 6. Committee Officer Nominations CY 2017 – Consideration and/or actions regarding committee officer nominations for CY 2017. Chairman Weirtz opened the meeting to nominations for committee officer selections for CY 2017. A motion was made by Sue Boissonneault and seconded by Pete Perez to nominate Dean Weirtz as Chairman. Pete Perez motioned to nominate Debbie Krause as Vice Chair and Diane Webb seconded the motion. A motion was made by Debbie Krause and seconded by Sue Boissonneault to nominate Lynn Foehrkolb as secretary. Debbie Krause made a motion and Pete Perez seconded the motion to nominate Jim Webb as Treasurer. All motions passed unanimously. Mr. Webb noted that he and Diana will be moving in the future but will serve until they move. The Committee will need to elect a new treasurer at that time.  Subcommittee Reports – Discussion only - Historian - Scrapbook & Community Volunteer Nomination Chairman Weirtz displayed the committee’s 2015-2016 scrapbook and advised that it would be placed into the Schertz Library along with prior years’ scrapbooks. Chairman Weirtz announced that Committee Treasure Jim Webb had been our committee’s nominee for Schertz Volunteer of the Year. - Heritage Neighborhood (Aviation Heights) Project Chairman Weirtz advised that the heritage neighborhood banner had not yet been installed in the Aviation Heights community but should be installed within the next thirty days. - Student City Tour A city historical tour is planned for the Samuel Clements High School History Club on 12 November at 9:30 a.m. All committee members are invited to join the tour. - Outreach – Student Essay & Art Contest Treasurer Jim Webb announced that judging for the Schertz, Cibolo, Universal School District Art and Essay Contest will occur on November 1, 2016 and requested volunteers from the committee to assist with judging. The Committee is a co-sponsor of the contest that focuses its theme on historical elements of Texas life and nature. David Lynch, Committee Publications Director, advised that 14 copies of the committee’s photo history book had been distributed to 14 different school district libraries. All recipients were most appreciative of receiving the book. David Lynch reported on a pending book publication project that will involve consolidating Remembrance articles covering historical reporting of City Council activities from 1960 to 2010 (50 years). Chairman Weirtz reported that he had traveled to Riedisheim, France in May and had met with representatives of the Riedisheim Historical Society. He provided the Riedisheim representative with an update on the committee’s activities and the Riedisheim representative provided news of their society’s activities. Requests and Announcements 7. Requests by Committee Members that items be placed on a future agenda - none 8. Requests by Committee Members to City Manager and Staff for information- Ms. Gould was asked if she can submit committee members’ approved financial vouchers to the City’s Financial Department. She agreed to do this. 9. Announcements by Committee Members - none ADJOURNMENT There being no further business before the committee, a motion was made by Jim Webb and seconded by Lou Foehrkolb to adjourn the meeting. The motion passed unanimously. The meeting was adjourned at 7:30 pm.
