Board Members present: Johnie McDow, Chairman, John Sullivan, Vice - Chairman, Reginna
Agee, Bill Bosch, Sally Macias, Phil Rowland, Floy Simmons and Ron Washington.
Staff present: Brian James, Executive Director Development Services, Lauren Shrum, Assistant
Director, Parks, Recreation and Community Services and Sandy Bryant, Sr. Administrative
Assistant.
Others present: Mr. Fred Archer, Councilman Mark Davis and Mr. Joel Tanner
Call to order. Meeting was called to order by Johnie McDow, Chairman at 5:30 p.m.
Hearing of residents:
There were no residents to be heard.
Regular Agenda:
Agenda Item No. 1. Minutes. Consideration and /or action regarding the approval of the minutes
from the January 23, 2017 regular meeting.
Motion was made to approve the minutes from the January 23, 2017 Schertz Parks and Recreation
Advisory Board regular meeting as amended.

Agenda Item No. 2. Introduction of New Advisory Board Members New Parks Advisory Board
member was not present. No action was taken on this item.
Agenda Item No. 3. Committee of Committees Advisory Board (CCAB) November 2016 January
2017 and February 2015 Reports. Ms. Floy Simmons and Mr. Brian James briefed the Advisory
Board on actions taken at the CCAB meetings. Advisory Board requested the CCAB report be
included an agenda item on future board meetings.
Agenda Item No. 4. Update on Heritage Oaks Park Development Ms. Shrum briefed the Advisory
Board that the Build a Trail project at Heritage Oaks Park was a huge success and thanked the
Advisory Board members who were able to attend. There are plans to add two benches, two picnic
tables and two trash cans at the park. Future plans may include stocking fish in the pond at the park.
Agenda Item No. 5. Naming of Rhine Valley Ms. Shrum briefed the Advisory Board that
they is no historical information or anything on site to reference in naming of this park. She stated
the Rhine Valley Homeowners Association would not have a Rhine Valley Park.
Motion was made to name the park Rhine Valley Park.

Requests and Announcements:
Agenda Item No. 5. Request by Advisory Board Chairman and Board members for items to be
placed on a future Board agenda. The Advisory Board requested the following items be put on
future agendas:
• Homestead and Hill Top Parks updates.
• Hotel Occupancy Tax (HOT funds briefing.
• YMCA pools updates.
• SYSA soccer complex updates
• Date for next Advisory Board parks tour.
Agenda Item No. 6. Announcements by Advisory Board Chairman and members Chairman Johnie
McDow announced that four new shade structures had been installed at the front ballfields at the
Schertz Ballpark at 1400 Schertz Parkway purchased with funds donated by the Parks Foundation.
Buffalo Valley Youth Association (BVYA) and Soccer Association for Youth of San Antonio
(SAYSAT) have coordinated so that SAYSAT can play soccer at Thulemeyer Park on Saturdays
only during the spring and fall season
Mr. Brian James announced FM 1518 improvements design is underway. Some of the funding will
not be available until 2021. The possibility of a road impact fee is under discussion.
Ms. Shrum announced the upcoming Tennessee Valley Authority bluegrass music event is coming
up on March 25, 2017 at Pickrell Park. There will be a build your own banjo event and a hayride.
Chairman McDow noted the BVYA opening ceremony will also be on March 25, 2017.
Chairman McDow thanked Councilman Mark Davis for donating a check for $500 from his council
pay to BVYA.
The next Advisory Board meeting will be March 27, 2017.
