04-24-2017 MinutesSCHERTZ PARKS AND RECREATION ADVISORY BOARD MEETING: April 24, 2017 Minutes LOCATION: 1400 Schertz Parkway, Schertz, Texas Bob Andrews Conference Room in City Hall Board Members present: Johnie McDow, Chairman, Reginna Agee, Bill Bosch, Jim Fowler, Sally Macias, Floy Simmons and Ron Washington. Staff present: Brian James, Executive Director Development Services, Chuck Van Zandt, Parks Director, Parks, Recreation and Community Services, Lauren Shrum, Assistant Director, Parks, Recreation and Community Services and Sandy Bryant, Sr. Administrative Assistant. Others present: Mr. Fred Archer, Mr. Chad Garcia, Robert Sheridan, Mr. Joel Tanner and Mr. James Walters. Call to order. Meeting was called to order by Mr. Johnie McDow, Chairman at 5:30 p.m. Parks Advisory Board welcomed Mr. Robert Sheridan who is being appointed as an alternate Board member at Tuesday, April 25, 2017 City Council meeting. Hearing of residents: There were no residents to be heard. Regular Agenda: Agenda Item No. 1. Minutes. Consideration and /or action regarding the approval of the minutes from the March 24, 2017 regular meeting. Motion was made to approve the minutes from the March 24, 2017 Schertz Parks and Recreation Advisory Board regular meeting as amended. Motion: Bill Bosch Second: Faye Simmons Ayes: Bill Bosch, Faye Simmons, Johnie McDow, Chairman, Reginna Agee, Jim Fowler, Sally Macias and Ronald Washington. Nays: None Abstains: None Approved: 7 -0 Agenda Item No. 2. Hotel Occupancy Tax Funds (HOT) Briefing. Mr. Brian James and Mr. James Walters briefed the Advisory Board on the use of HOT funds. The tax is 13 %, 7% goes to the City and 6% goes to the state. The use of the funds requires the need for the event to drive tourism and promote hotel /convention industry. Visitor's Center operations, Historical grants, sports tournaments, arts, festivals and 4th of July Jubilee would meet these requirements. Mr. James will be responsible for overseeing the use of the HOT funds. Mr. James and Mr. James Walters along with the Economic Development Corporation will be briefing the City Council on the HOT Funds in May to develop a clearer focus on how the funds are used. Agenda Item No. 3. Update Parks Project Priority Listing Mr. Chuck Van Zandt updated the Advisory Board on the park project priority listing. The Pickrell Pool is scheduled for renovations in May, the new mural has been painted. Playscape upgrades are being done and new soccer nets for goals are being purchased for Ashley Park. Restrooms at Pickrell Park are being painted and upgraded. The Parks Department will look at a Pick -a -Park program where we concentrate on one park at a time. The Parks Department is asking the Advisory Board to determine what appropriate levels of amenities in the parks are. Agenda Item No. 4. Schertz Community Report. Mr. Van Zandt briefed the Advisory Board on the results of the Community Survey Report. The highest level of satisfaction with parks and recreation services were: the maintenance and appearance of City parks (76 %), the mowing and trimming in City parks (74 %), and the number of City parks (61 %). The three parks and recreation services respondents indicated should receive the most emphasis over the next two years include: walking and biking trails in the City, the maintenance and appearance of City parks, and the number of City Parks. Services that the level should be higher for parks and open space (58 %) and recreation activities (57 %). Parks Department has already begun more recreation activities with the movies and music in the park series. Agenda Item No. 5. Homestead and Hill Top Parks Update. Ms. Lauren Shrum updated the Advisory Board on the Homestead Park HOA amenity center, 5ft concrete walking trails, fifteen parking spaces, and picnic areas at Homestead Park. The developer will put in electric, water, drainage and a pier. Parks will do trees, trash cans, benches and the stone sign. Looking at the possibility for lawn bowling and a gaga pit. Hill Top Park will have a trail for hiking and possible use by mountain bikes, an observation deck and signage. Heritage Oaks Park build a trail day was very successful, the I Oft trail was made using mulch from the pruning of trees at the site. Agenda Item No. 6. Date for Next Parks Advisory Board Parks Tour. The dates for the next Parks Tours are Friday, May 19, 2017 starting at 1:OOpm for the following parks: • Schertz Soccer Complex • Skate Park • Dog Park • Back 40 Trail • City Campus • The Park at Woodland Oaks • Ashley Park • Forest Ridge Park • Wendy Swan Memorial Park • North Center • Hilltop Park • Homestead Park • Cypress Point Par • No -Name Park Saturday, May 20, 2017 starting at 8:OOam for the following parks: • Thulemeyer Park • Pickrell Park • Cutoff Park • Community Playscape • Library /Aquatic Center /Rec Center /Senior Center Complex • Veteran's Memorial Plaza • Lone Oak Park • Crescent Bend Nature Park • Rhine Valley Park • Hallie's Cove Park • Heritage Oaks Park • Palm Park Members may attend one or both tours. Aizenda Item No. 7. Committee of Committees Advisory Board (CCAB) Update Ms. Floy Simmons briefed the Advisory Board that the CCAB discussed the Cibolo Toll Road and were not in favor of toll roads for the City of Schertz. They also discussed code enforcement which was an issue on the City survey. Requests and Announcements: Agenda Item No. 8. Request by Advisory Board Chairman and Board members for items to be placed on a future Board agenda. The Advisory Board did not request any additional items be put on future agendas: Agenda Item No. 9. Announcements by Advisory Board Chairman and members Mr. Van Zandt briefed the Advisory Board on the Jazz Music Event at Pickrell Park on May 6, 2017. There will be a hay ride, crafts and an ice cream cart. Reminder that the Parks Tours will be May 19 -20 so don't forget to let Sandy know if you plan to attend so we can schedule transportation. The next Advisory Board meeting will be June 26, 2017. Ms. Reginna Agee left at 6:55pm.
