1. CALL TO ORDER/ROLL CALL:
Mr. Richmond called the meeting to order at 6:04 p.m.

A. Service recognition for Chairman, David Richmond
Mr. Dahle and Mr. Greenwald presented Mr. Richmond with an award, thanking him for
his long tern dedication to the City of Schertz. Mayor Carpenter recognized and thanked
Mr. Richmond for his service with the City of Schertz. Mr. Richmond thanked the residents,
the commissioners, and city staff.

4. CONSENT AGENDA:

Mr. Dahle motioned to approve the consent agenda items and Mr. Greenwald seconded the

5. PUBLIC HEARING:
A. ZC2017 -006
Hold a public hearing, consider and make a recommendation to City Council on an
amendment to the Schertz Future Land Use Plan in northern Schertz.
Mr. Cox presented that the City is proposing to amend the Future Land Use Plan for two
areas in northern Schertz identified on the attached exhibit. The intent of this amendment is
to change the Future Land Use Plan to reflect the existing development and provide for more
appropriate and compatible future development. This proposed amendment to the Future
Land Use Plan will not change or alter any existing regulations or zoning districts. Mr. Cox
indicated that Planning Staff re- evaluates the Comprehensive Land Plan from time to time
and recommends updates and amendments to City Council. He described the general
location, how many public notices were sent out, and indicated that staff recommended
approval of the proposed amendments to the Future Land Use Plan based on existing
development and because the proposed amendments to the Future Land Use Plan are
consistent with the goals and objectives of the Comprehensive Land Plan.

• Commented that he is a real estate agent representative for a land owner.
• In favor of the amendment.
• Requested that staff review the other side of IH -35 close to FM 482 and Schwab Rd.
Trey Jacobson- 300 Convent
• Commented that he is a real estate consultant for Mr. Don Buttrum, land owner at
I11-35 and Eckhardt Rd.
• In favor of the amendment.
Andy Bloom- 201 West Silversands
• Requested a copy of the map exhibit with the streets labeled.
Tim Fey- 6028 FM 482
• Commented that his farm has been in his family for over 150 years and is concerned
with the elimination of agricultural land and areas that can be used for the needs of
future generations to enjoy the outdoors.
• Commented that land would be better for the future if it could be accessed close to
the city and the city should not be all homes and rock quarries.
• Opposed to the amendment.
Mark Friesenhahn- Friesenhahn Lane and FM 482
• Commented that his faun has been in his family since 1857 and concerned about the
city losing its agricultural heritage.
• Opposed to the amendment.

• Expressed concerns with South Schertz regarding lift station, drainage, sewer, need
to consider homeowners' concerns, and to slow down growth in the area.
• Opposed to the amendment.

• Expressed concerns regarding FEMA floodplains along Engel Rd, and would like
FEMA to re- evaluate and extend the floodplain.

Commented that he wants preservation of rural and agriculture areas.
Mr. Richmond closed the public hearing at 6:50 PM.
Mr. Cox explained that the proposed amendment to the Future Land Use Plan is based on
existing developed conditions and the existing zoning. Specifically he pointed out that the
area along I -35 that is proposed to be amended to "Highway Commercial" is currently zoned
as General Business and certain agricultural practices are allowed by right in that zoning
district. Mr. Cox commented that there are existing businesses along I -35 and the proposed
Commercial Campus designation was along the frontage of I -35 and does not affect the
agricultural areas further north.
The commissioners had a small discussion with staff regarding the buffering elements on
each side of IH -35, updating the plan to reflect existing conditions, drainage and floodplain,
agriculture, industrial areas off Schwab, and the difference between the Future Land Use
Plan and zoning.
Mr. Braud motioned to make a recommendation to City Council to approve the amendment
to the Future Land Use Plan as presented. Mr. Dahle seconded the motion. The vote was
6 -0, motion carried.
B. ZC2017 -007

amendment to the Schertz Master Thoroughfare Plan.

Mr. James provided the framework of the land use and transportation infrastructure for
growth projection for the City of Schertz and surrounding areas. Mrs. Woodlee made a
presentation on the City of Schertz Thoroughfare Plan. The presentation included the
Thoroughfare Plan's goals and objectives, transportation planning, and public improvement.
She went into more detail on transportation systems, needs for mobility and connection,
local mobility and safety, non -auto considerations, and forecast transportation conditions.
Mrs. Woodlee mentioned the Thoroughfare System Plan on street functional classifications
and design, guidelines and special considerations. Finally, Mrs. Woodlee indicated that the
framework for the transportation system is to provide city services to all areas for the ability
to reach desired services and activities, accommodate growth, and preserve the character
that suits the Schertz community. Mr. Haas provided a short overview of some of the
roadways that have been added, removed or realigned. He also discussed the need for the
FM 3009 extension and some possible consequences of removing it. Staff recommends
approval of the amendment to the Master Thoroughfare Plan.
Mr. Richmond opened the public hearing at 7:45PM.
Rick Robertson- 23041 Nacogdoches Rd
• Inquired about the width of FM 482.
• Inquired about where the land would be acquired from, asked about church and other
residences off FM 482.
• Expressed concerns about acquisition of land and that it will affect his family.
• Opposed to staff's recommendation.
Mark Penshorn- 8320 Trainer Hale Rd
• Expressed concerns about drainage and flooding if FM 3009 is extended.
• Commented that the area south of FM 78 has a different topography than areas north
of FM 78.
• Suggested keeping density lower to minimize risk of flooding.
• Opposed to staff's recommendation.
Darrell Drouillard- 11721 Moonlight Meadows
• Expressed concerns about the proposed extension of FM 3009and impact on the Lost
Meadows Subdivision.
• Commented that the plan negatively impacts the Lost Meadows Subdivision,
specifically related to proximity of extension of FM 3009 to existing residential lots.
• Expressed concerns on flooding, and irrigation issues that could create additional
flooding issues.
• Expressed concerns about the livability, market values, and noise impacts on existing
homes with major arterial proposed adjacent to the homes.
• Inquired about whether there would be an intersection installed, curving of the
proposed extension and being located near residential homes.
• Opposed to staff's recommendation.
Reagan Rawe- 7993 Trainer Hale Rd
• Inquired about why other organizations that are involved with the Cibolo Creek
tributaries, such as the San Antonio River Authority and Texas State Agriculture
Board, were not contacted regarding proposed MTP.

for the drainage channel.
Expressed concerns about if more of his land will be taken if the FM 3009 extension

• Commented that he represents 13 different property owners in south Schertz.
• Expressed concerns about the FM 3009 extension and proximity to the future
elementary school location.
• Expressed concerns with traffic along Ray Corbett Dr. with the current school and
new school being built in this area.
• Expressed concerns on drainage issues.
• Opposed to staff s recommendation.
Sherlyn Fye- 6028 FM 482
• Expressed concerns on why the city is only reviewing major changes to Schwab
Rd.
• Commented on the need for more truck routes in north Schertz for existing trucks
to decrease traffic impacts.
• Opposed to staff s recommendation.
Arnold Villafranco- 7006 Robin Hood Way
• Expressed concerns with traffic and safety on FM 1518.
• Commented about new schools and increase in traffic along FM 1518, particularly
with new roadway affecting his property.
• Had a question on the guard rail on Ware Seguin Rd, concerned about potential risk
with school buses driving along Ware Seguin.
• Opposed to staffs recommendation.
Leslie Branham- 145 Cloverleaf Drive
• Commented that the consultants that did the study need to also seek input and
concerns from the residents that are familiar with roadway and traffic conditions.
• Expressed concerns about flooding and existing roads in the community.
• Suggested the extension of FM 1103 instead of FM 3009.
• Commented about difficulty of reading the roadway map that was provided.
• Opposed to staffs recommendation.

• Expressed concerns about the FM 3009 extension.
• Expressed concerns about the right -of -way widths and roadway designation and
how it will affect her property when roadways are expanded and located so close to
her existing home.
• Expressed concerns about existing heritage farms and how proposed roadways are
going to impact families.
• Opposed to staff's recommendation.
Rob Bitterman - 23031 Nacogdoches Rd
• Mentioned that the plan for FM 2252 in the past was to extend it and connect to I-
10.
• Commented on the history of property ownership around railroad tracks around FM
2252.
• Commented on the existing flooding conditions around FM 2252.
• Commented that the City needs to listen to residents' concerns and not rush through
decisions.
Craig Moore - 7703 Trainer Hale Rd
• Having a hard time reading the map due to cross streets not being identified on the
maps and not knowing if roadway bisects his property
• Commented about South Schertz Plant that is planned across from his property
• Expressed concerns about existing wildlife on his property.
• Expressed concerns with FM 3009 extension and noise and traffic associated with
proposed new roadway and what mitigation measures will be implemented.
• Expressed concerns about language in the Master Thoroughfare Plan that states
"Large Property Ownership" instead of referring to land as large farmland, yet
there is a proposed roadway from Lower Seguin to I -10 that would impact the large
farmland properties.
• Inquired about Weir Road and associated drainage /flooding that occurs.
• Commented about new homes being constructed in Cibolo but extensions of
roadways are in Schertz.
Mike Vajdos - 3805 Arroyo Seco
• Asked about the proposed traffic count on FM 3009 anticipated for 10 -years from
now compared to 10 years ago.
• Asked about current density of people per sq. mile in Schertz and density 20 years
fiom now.
Keith Sanders - 20724 Wahl Lane, San Antonio
• Commented about traffic continually increasing in the future and how roadway
planning and realignments are needed to address increase in traffic over time.
• Commented that he was in favor of staff s recommendation because planning for
future growth is necessary otherwise traffic will be worse in the future.
Herman Harlohs - 11564 Ware Seguin Rd
• Expressed concerns with flooding and the bridges and inquired about who is paying
for roadway improvements within floodplain areas.
• Commented that the south gate of Randolph Airforce Base is a truck use gate only.
• Expressed concerns about Engleman Road extension going across floodplain area

• Inquired about Ware Seguin and the associated guard rails.
Jamie Lyndorfer - 12828 Lower Seguin Rd
• Commented that she voted for bond for improvements of Lower Seguin Rd and
mentioned differences between improvements made along Weir Seguin Road and
Lower Seguin Road.
• Mentioned that future roadway improvements need to be completed by qualified
professional contractors.
Mr. Richmond closed the public hearing at 9:00 PM.
Mr. James gave clarification to the noted questions and concerns from the residents. He
stated that the alignments proposed are generalized and discussed challenges with
generalized alignments and residents wanting to know the exact location of each roadway.
Mr. James commented that typically roads are aligned with existing roadway sections and
the City tries to align roads along property lines and tries to avoid natural features and
existing land improvements. Mr. James continued and discussed that the Master
Thoroughfare Plan is influenced by both development in Schertz as well as traffic from
surrounding cities. He commented on roadway spacing between north south connectors as
well as the need for a second connection from central Schertz to southern Schertz for
emergency services, and reasonable access and mobility. Mr. James talked about the FM
3009 extension and that the alignment was adjusted to avoid as much developed property as
possible and that it was ultimately up to City Council to decide to keep the extension on the
plan or remove it and indicate there are very real consequences either way.
Mr. James also explained that he could not provide a timeline for when the roads on the plan
would be constructed as roads are generally built with development or as traffic warrants
the roadway and funding is available. He commented that if there is less development then
there is generally less of a need for the future roads shown on the plan and property owners
can lengthen the time before the road is needed by no subdividing their land or selling it to
be developed. He also commented that the city can't control the heavy truck traffic off FM
482 and most of the traffic appears to come from businesses outside of Schertz. Mr. James
briefly discussed that concerns with drainage and flooding problems associated with
roadways in south Schertz and stated that the City's drainage ordinances were designed to
not make problems worse. He also provided an update on the Lower Seguin Road bridge
repair, improvements to FM 1518 south of FM 78 and commented that once a Master
Thoroughfare Plan is adopted staff will be bringing forward a CIP based on the plan and
roadway impact fees.
Mr. James indicated he is able to get with any residents after the meeting if they are needing
more clarification on any of his answers.
There was discussion between the Commissioners and staff regarding the FM 3009
extension, including possible impacts from removing it from the plan, funding options, and
alternatives. There was additional discussion on preserving right of ways for future
development, the importance of having a plan, and accommodating growth.

Mr. Greenwald motioned to make a recommendation to City Council to approve the
amendment to the Master Thoroughfare Plan as presented. Mr. Braud seconded the motion.
The vote was 6 -0, motion carried.
6. ITEMS FOR INDIVIDUAL CONSIDERATION:
A. WA2017 -007
Consider and act upon a request for approval of a waiver regarding Rough Proportionality
on roadway construction related to the proposed preliminary plat of the OJR RWRP
Subdivision, an approximate 318 acre tract of land located at 12423 Authority Lane, City of
Schertz, Bexar County, Texas.
Mrs. Gould explained the revised staff report pertaining to the rough proportionality
worksheet that was prepared. Mrs. Gould presented a request for approval of a waiver based
on Rough Proportionality from roadway construction and roadway dedication for the
proposed preliminary plat of the OJR RWRP subdivision. CCMA has owned the property
and operated the existing wastewater treatment plant prior to the land being annexed and
incorporated into the City limits. CCMA is planning on expanding the treatment facility in
order to increase capacity to keep up with growing demand. Mrs. Gould mentioned the
general location of the project and existing utility services. Staff recommended approval of
the waiver request for OJR RWRP subdivision, based on the calculations provided by the
applicant for rough proportionality.
Mr. James commented that unlike with typical rough proportionality waiver requests,
because there are so few trips created by this site and because the dedication is so large in
this case the dedication value is much greater than the low impact to the system.
Mr. Glomibik motioned to approve the waiver request regarding Rough Proportionality on
roadway construction and right -of -way dedication associated with PC2016 -023. Mr. Outlaw
seconded the motion. Commissioners Greenwald and Braud recused themselves from
consideration on this item. The vote was 4 -0, motion carried.
B. PC2016 -023
Consider and act upon a request for approval of a preliminary plat of the OJR RWRP
Subdivision, an approximate 318 acre tract of land located at 12423 Authority Lane, City of
Schertz, Bexar County, Texas.
Mrs. Gould presented a request for approval of a preliminary plat of the OJR RWRP
Subdivision, an approximate 318 acre tract of land generally located at 12423 Authority
Lane, City of Schertz, Bexar County, Texas. CCMA has owned the property and operated
the existing wastewater treatment plant prior to the land being incorporated into the City
limits. CCMA is planning on expanding the treatment facility in order to increase capacity
to keep up with a growing demand. Mrs. Gould indicated the general location, access, tree
preservation and mitigation, public services, and public improvements. Staff recommended

Mr. Outlaw asked why the plat started as three lots and was reduced to one lot. Mrs. Gould
replied that with the removal of the right -of -way dedication the tract remained as one
contiguous lot and was no longer divided by the right -of -way dedication.
Mr. Dahle motioned to approve the agenda item. Mr. Glombik seconded the motion.
Commissioners Greenwald and Braud recused themselves from consideration on this item.
The vote was 4 -0, motion carried.
C. WA2017 -005
Consider and act upon a request for approval of a waiver regarding on -site sewage facilities
for Lot 1, Block 1 of the Westridge Subdivision, an approximately 4 acre tract of land
located approximately 1,700 feet northeast of the intersection of Hubertus Road and IH -35,
City of Schertz, Comal County.
Mrs. Gould presented the proposal to plat approximately 4 acres of land into one commercial
lot. Mrs. Gould mentioned the general location of the site, existing utility services
surrounding the area, and necessary public infrastructure improvements required as part of
the project. Mrs. Gould indicated that the closest sewer tie -in for this property is
approximately 2,600 linear feet and the estimated cost to extend sewer is $195,000. Staff
recommended approval of the waiver based on the distance to the sewer connection and
based on the property being located at the top of the sewer shed.
There was a brief discussion between the Commission and Staff regarding requirements for
future connection to public sewer.
Mr. Dahle motioned to approve the waiver regarding on -site sewage facilities associated
with PC2017 -017. Mr. Greenwald seconded the motion. The vote was 6 -0, motion carried.
D. PC2017 -017
Consider and act upon a request for approval of a preliminary plat for Lot 1, Block 1, of the
Westridge Subdivision, an approximately 4 acre tract of land located approximately 1,700
feet northeast of the intersection of Hubertus Road and IH -35, City of Schertz, Comal
County.
Mrs. Gould presented a proposal to preliminary plat approximately 4 acres into one lot. The
subject property is zoned General Business. Mrs. Gould indicated the general location,
access, tree preservation and mitigation associated with the project, public services, and
public improvements. Staff recommended approval of the preliminary plat.
There was a brief discussion between the Commission and Staff regarding sewer to the site.
Mr. Outlaw motioned to approve the preliminary plat of the Westridge Subdivision. Mr.
Glombik seconded the motion. The vote was 6 -0, motion carried.
