The Transportation Safety Advisory Commission (TSAC) convened for a meeting on April 6, 2017
at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

HEARING OF RESIDENTS
There were no residents signed up to speak in this month's meeting.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the April 6,
2017 Meeting.
A motion was made by Commissioner Glen Outlaw to approve the minutes of the April 6,
2017 Meeting. Second by Commissioner Phillip Rowland. Motion passed. Vote was
unanimous.
2. Speed Hump Process: Staff gave an overview on the steps needed to request a speed hump
installation, including the application process and the requirements to be met in order to
receive City approval. (i.e., 85% to be higher than 25mph in a 20mph speed zone; 500
vehicles a day; residential areas only; 2 lanes; 750 ft between each hump and /or next traffic
device; 10 signatures from subdivision residents). The idea was brought up in discussion to
create more of a Neighborhood Traffic Calming Application that could be all- inclusive of
different options, and not just limited to speed humps. Staff to discuss and consider
ordinances and other important pieces to the creation of such a document.
3. Cibolo Toll Rd: Mr. James gave update. Cibolo has designed a toll way which passes
through portions of Schertz city limits, which is where our opposition lies. Cibolo has since
applied through AMPO for funding and has pulled it for the committee so they can have

some time to try and work on a few amendments in the agreement to only affect the Cibolo
section. We, City of Schertz, will reconvene for conversation at that time is necessary.
4. Staff Comments: City staff gave updates on the following areas.
• TxDot completed signal timing study on FM78. Lighting changes to take place on the east
and west bound lanes. Turn signals will wait towards end of year.
• City of Converse is planning to clean up their part of Ware- Seguin Rd. Road to be closed
during reconstruction.
5. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Sullivan thanked staff for TxDot presentation during April's TSAC
Meeting. States he learned a lot and would like to also hear from New Braunfels and
Seguin offices when time and schedules permit.
• Commissioner Ryson spoke about the turn signal issues at Live Oak and FM3009, stating
that sometimes traffic backs up close to Schertz Parkway due to the timing issues with this
signal. Staff to contact TxDot regarding possible solutions.
6. Adjournment: Motion made by Commissioner Phillip Rowland to adjourn the meeting.
Second by Commissioner Paul Ryson. Motion passed. Vote was unanimous. Meeting
