The Transportation Safety Advisory Commission (TSAC) convened for a meeting on February 2,
2017 at 5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway,
Schertz, Texas 78154.

CALL TO ORDER AT 5:32 p.m., by Commissioner Richard Dziewit

HEARING OF RESIDENTS
Ms. Genevive Holderby, Plaza Drive, addressed concerns regarding the view obstruction coming out
of her neighborhood at Plaza, Irola, and Cabana Drive. The merging traffic from IH35N is
concerning and they are wondering if some type of wall can be installed in order to keep merging
drivers from cutting over the double white line. She states they have seen a number of accidents over
the years, including light poles down and overturned vehicles, and says that they constantly live in
fear when pulling out onto the frontage road. They drive with a wheelchair on the back of their
vehicle and state a large number of residents within their subdivision are elderly drivers. Requesting
any kind of help possible. City staff to discuss with TxDot.
Ken Lyssy, Winding Trail, here to address the access road at FM1103, off IH35N. States there is no
control and no yield signs. Some folks come out of Riata or Belmont and cross the double white line
to get over in time to get on the freeway. Very dangerous and concerning. Also states that he has
seen the new signs, and flags, within their subdivision and says thank you. However, questioning
why the City would put the flashing speed sign 10 yards from the access road and turnabout.
Requesting to replace in proper area where residents, and the City, would be able to see the speeding
and concerns of the neighborhood.
1. Minutes: Consideration and/or action regarding the approval of the minutes of the January 5,
2017 Meeting.
A motion was made by Commissioner Phillip Rowland to approve the minutes of the January
5, 2017 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was
unanimous.

2. School Zones: Staff gave update on the concerns regarding the timing of the school zone
flashing lights. City is in contact with SCUISD. We have held conversations with a few
crossing guards, as well as made contact with Mr. Francisco Perez from the transportation
department. The current school zone flashing lights are part of a City Ordinance. City Staff
will address the times within the ordinance with City Council and request they be changed
throughout the City to more proper times of when children are walking, riding, or waiting for
their buses. Streets department scheduled to add crosswalks in Belmont as requested at last
TSAC Meeting.
3. Staff Comments: City staff gave updates on the following areas:
• TxDot is currently working on final punch list on FM3009 sidewalks.
• Savannah Drive Bike Lanes — the City has applied for a grant through Alamo Area
Metropolitan Planning Organization (MPO) to include bike lanes along with other City
and park upgrades. Staff to provide MPO layout of grants throughout our area in March.
• PCI has been handed out to Commissioners. Presentation to take place next meeting.
• 18- Wheeler Trucks and Mid CitiesNerde Parking Issues— Staff gave update. City has all
ordinances and laws in place to prohibit parking over 48hrs anywhere and to only allow
parallel parking on Mid Cities in the V2 circle turnabout. City to install friendly driver
signs throughout area in order to support concerned local businesses. Engineering,
Streets, and EDC continue to work together towards solution.
4. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Sullivan expressed concerns and had questions regarding the new HEB
gate across back alley. City staff was able to relay information from John Perry, Schertz
Fore Department, that HEB has followed all laws and permissions allowed in order to stop
the through traffic from back of building. Though an inconvenience for local residents and
drivers, it was installed for the safety of the employees and deliveries. City still working
with HEB with regards to the gate.
• Commissioner Sullivan readdressed past concerns with the striping on Enterprise Drive
heading over IH35 bridge onto Schertz Parkway. The lines due not match up and
continues to be a concern for multiple drivers. This is a TxDOt issue and City staff will
follow up with them again to address concerns.
• Commissioner Sullivan addressed the weeds and overgrowth on the sidewalks, islands,
and medians around the IH35 frontage road. City staff stated that we have been asked to
please stay out of the TxDot work zones for cleanup until projects have been completed.
• Commissioner Bowers asked what is going to be place at the intersection of FM3009 and
Elbel Road. The Commission was informed that it is currently scheduled to be a Murphy's
Express Station.
• Commissioner Ryson asked about the possibility of future lighting at the intersection of
Maske Road and FM1518. States it is extremely dark and dangerous. City staff to check
with TxDot on future plans to FM1518 and this particular location.
• Commissioner Tew thanked TSAC for his time served on this Commission and has
resigned in order to serve the City's EDC Commission.
5. Adjournment: Motion made by Commissioner John Correu to adjourn the meeting. Second by
Commissioner John Sullivan. Motion passed. Vote was unanimous. Meeting adjourned at
6:17PM.
