Members Present: Ruth Tienor, Laura Wilson, Carol Cyr, Patti Dilworth, Patti Paulson, Margaret Riley, Neota Brady, Joanne Ward, Dawn Figueras, Bobbie Boyce, Cindy Vigil, Shonale Burke. Also Melissa Uhlhorn, Library Director.

HEARING OF RESIDENTS: April Toman
CALL TO ORDER: Patti Dilworth called the meeting to order at 6:28 p.m.
REGULAR AGENDA: 1. Minutes: Consideration and/or action regarding the approval of the minutes of the Oct 3, 2016 meeting. Ruth Tienor moved to accept the October minutes with minor corrections. Laura Wilson seconded the motion. Motion carried. The October 3, 2016 minutes were approved with minor correction.
2. Treasurer’s Reports: Consideration and/or action regarding the approval of
September 2016 Treasurer’s Report. The September Treasurer’s Report reflected income of $1,495.12 and expenses of $4,711.85 leaving a balance of $19,112.29 in the cash account. Margaret Riley moved to accept the September 2016 Treasurer’s Report as presented. Shonale Burke seconded the motion. The motion carried. The September 2016 Treasurer’s report was approved. 6. Winter and Summer Reading Clubs: Consideration and/or action regarding the approval of funding for upcoming programs. April Toman explained the winter program will be “Read around Town” and include passports for stamping at supporting businesses. She requested amount not to exceed (NTE) $325 to cover expense of passports and $10 gift cards to be awarded. For the summer club, the theme will be “Build a Better World” and include gardening, construction, and reading ideas. She requested an amount NTE $5000 ($3,200 for youth + $1,800 for adult) to cover expenses of postage, performers, programs, and prizes.
Ruth Tienor moved to fund the winter and summer reading clubs for mount NTE $5,325. Patti Paulson seconded the motion. The motion carried. The winter and summer reading clubs will be funded for amount NTE $5,325.
3. Librarian’s Report: Librarian will report on the following items:
General Operation: -Melissa Uhlhorn discussed the start of the annual customer feedback survey. It’s online and available for two weeks on www.schertz.com, the Library Web site, and hard copies available in library. Cibolo is also to put it on their Web site. The upgrade of check-in and self-check computers is scheduled. New computers and software are expected within the week. That will take some adjustments. At this time, Selma is not re-approving the inter-local agreement for next year. Cibolo representatives say the $32K is need for other things at this time. Melissa explained the loss of this money will reduce City income which will impact the overall City budget and not the Library budget directly. However, she asked board members to understand that non-resident fees may be necessary in the future. At this time, the Library provides services to TX residents without regarding to funding stream. However, this may not be sustainable in the future. No action needed at this time but definitely something to be aware of moving into the future.

4. Bookstore Report: Committee reported on the following items:
General Operation:
-The October booksale was a success. $855.75 was raised and the bookstore had over $100 of sales each day. More volunteers are needed for clean-up. -Hard working volunteers in the Bookstore. More help is needed on Monday and Thursday afternoons in the back. - A set of 12 collectible books bound together, priced at $100, has disappeared. There was a discussion about possible explanations. Still undetermined. -Bookstore will be this Friday November 11 for Veterans Day. Also closed 23-26November for Thanksgiving holiday. And 19December through 2January for the Christmas holiday. 5. Committees of Committees Advisory Board( CCAB) Update: Shonale Burke Melissa Uhlhorn passed out a summery of the CCAB October 19, 2016 meeting. Shonale Burke explained that with at least five new council members joining the City Council after tomorrow’s election, the City plans to provide an overview of City Management through a series of briefings either before or after City Council meetings. She will share the agenda when it’s finalized if board members are interested in attending. Melissa Uhlhorn explained the city retreat will be in January and this will also be in the same vein to educate and unify as a team.
