MINUTES OF MEETING
Thursday, August 10, 2017 — 11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:07 p.m.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of minutes of the workshop meeting of June 1, 2017 and the minutes of
the regular meeting of June 8, 2017.
Mayor Dennis moved seconded by Mayor Williams to approve the minutes of the June
1,2017 workshop meeting and the minutes of the regular meeting of June 8, 2017. The
vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Dennis moved seconded by Mayor Daly to approve the current treasurer's
reports. The vote was unanimous. Motion Passed.
Mayor Carpenter moved to item 6.
6. 85th Texas Legislature Special Session update. (Catarina Gonzales)
Mayor Carpenter stated that Catarina was not available but sent him a note. Couple of
items and stated that a number of the Governor's items appear that they are not going to
go too far. There are either going to fail to progress because of rules or procedural issues.
However, the proposed tax cap bill came out of the House Calendars Committee, the
put a rule on it that no amendments from the floor, but as soon as it hit the floor they
voted to get rid of that rule. So, it is on the floor and they can propose some amendments.
As it hit the floor 6% cap that only affect cities that collect more than 25 million in M &O
ad valorem taxes. So, the majority of the cities will not be affected, probably only the
top 60 or 70. That is how it is written now, unknown of what other amendments on the
floor may look like. This is their first step and next session they will come after the rest,
so we need to get started now to stop them. Mayor Carpenter recognized Mayor Dennis
who stated she agreed this was their first step and we need to be prepared next session.

Mayor Carpenter stated that the tree mitigation bill has some strong legs too.
Mayor Carpenter recognized Precinct 4 Commissioner Tommy Calvert — Bexar County
one very important note is we all are concerned with the appraisals that are skyrocketing
that are causing our property taxes to increase. One of the things that is part of this
agenda in terms of blaming the cities in the counties for higher taxes is a bait and switch
game. The bait and switch was found by the by the General Counsel chief lobbyist
Association of Counties. On page 381 writer three they found out that over the next two
years that the Lieut. Gov. Gov. have mandated that that a comptroller enforce a 13.81
appraisal increase on our school's property taxes. Speaker Straus has said if we borrow
from the rainy -day fund we can effectively lower your taxes and not have that 13.81
appraisal mandate that Lieut. Gov. Patrick and Gov. Abbott are for. So, we need to
support speaker Straus in his efforts to fully fund the schools because we will get a real
tax relief. He offered the first resolution in the state of Texas calling this out and all of
your cities he encourages to pass a similar resolution and educate your citizens on who
is really raising their taxes.

5. Presentation from JBSA regarding their upcoming Air Show. (Maj. Joseph
Stallings Mr. Chris Kelley /2nd Lt. Matthew Jeffers)
Chris Kelley Chief of Operations for the 502 Air Wing and air showed director along
with Maj . Joseph Stallings. Mr. Kelly provided a PowerPoint presentation regarding the
upcoming November 4 — 5, 2017 Air Show and Open house at JBSA- Lackland Kelley
Field Annex.
The two -day event will include support from all services.
Headlining the schedule are the U.S. Air Force Thunderbirds, along with the F -35
Heritage demonstration flight team.
The air show will also feature civilian flying acts, Heritage aircraft static displays and
other active duty aircrafts. Children activities, play areas and food will also be available.
The event is free and open to the public. Gates for base access will be publicized as the
event nears

participation please contact them.

Item A: Mr. Daniel Kearns announced that they have a great organization and that they
are working on the preplanning for many events for the coming year. Mr. Kearns stated
that October 10, 2017, 9 to 5 Business Palooza. He also stated that they have the dates
secured for their Golf Tournament next year and it will also be held at TPC.
Item B: Maggie Titterington from The Chamber provided information on some upcoming
events mentioning their website which has more detailed data.

Item C: Nigel Davies thanked the members of the 502 Air Wing for making their
presentation. Nigel spoke on the First Female Enlisted RPA pilot graduating out of the
558th at JBSA Randolph. He stated he made a request that all cities bear in mind that
progress for our cities is always welcomed, but we must also take into account that
what we build can and will in some way have an effect on JBSA Randolph. For that
reason, he reminded all concerned members that we must keep the lines of
communication open.
He stated. he knows it's in all our interests that we do not forget what Gen Robin Rand
once said, if you infringe within the safe zones at JBSA Randolph, There will be only
one consequence and that is flying operations will cease as we know it at JBSA
Randolph and we all lose.
Item D: Mayor Williams stated that they had a meeting last night and we will be provided
an update at the next meeting.

7. Establish a Date and Time of the next NEP Mayor's Workshop — City of New Berlin
to host. September 7, 2017)
No meeting for September and October Should the Mayors decide to meet in September
or October information will be provided.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — October 12, 2017. (The September meeting has been
Cancelled)
August Door Prizes — City of Marion
October Door Prizes — City of Santa Clara
The City of Marion provided the door prizes for this meeting. For October, the City of
Santa Clara will provide door prizes.
9. Items of Interest by Members.
Mayor Carpenter recognized Mayor Seiler, City of Marion who announced their annual
upcoming Augustl8, 2017 Spaghetti Supper hosted by the Chamber. He also stated that
the Bowling Club will be hosting a fish fry August 19 & 20 at the bowling alley.
Mayor Carpenter recognized EDC Director who stated she has written is called You Are
Not Alone: A Book of Hope for Parents Dealing with Reactive Attachment Disorder. The
book will be available this month on Amazon through Bush Publishing, Tulsa OK.
Mayor Carpenter recognized TML President, and Mayor Live Oak Mary Dennis who
encouraged all those to register for the upcoming Texas Municipal League Conference that
will be held this year in Houston, October 3 through 6, 2017.
Mayor Carpenter recognized Diane Rath with AACOG who went over the information on
the Table regarding TXServes which is managed by AACOG. She stated that their website
will quickly navigate veterans, service embers, and Military families to the right services,
resources and care.
