Call to Order and Establish a Quorum — A quorum was present. Mayor Daly called the meeting to order at 12:00 p.m. 2. Welcome and Introductions Mayor Daly welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of minutes of the workshop meeting of August 3, 2017 and the minutes of the regular meeting of August 10, 2017. Mayor Dennis moved seconded by Mayor Pro -Tem Neville to approve the minutes of the August 3, 2017 workshop meeting and the minutes of the regular meeting of August 10, 2017. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Hunt moved seconded by Mayor Dennis to approve the current treasurer's reports. The vote was unanimous. Motion Passed. 5. Presentation "Factors Driving Economic Growth in Small Cities -Why innovation must be the new development strategy, by Mr. Clarence Lowe, Starforce. Mayor Daly recognized President & Co- Founder and CEO & Co- Founder Mr. Clarence Lowe of Starforce. Mr. Lowe provided a PowerPoint presentation regarding Why innovation must be the new development strategy for Economic Development for small cities. 6. Presentation "What the CRS Program can do to assist the Northeast Communities with FEMA ", Janine Ellington, Flood Plain Manager with Lockwood, Andrews & Newman, Inc. Mayor Daly recognized City Manager Scott Wayman, City of Live Oak who stated, a couple of years ago there was a citizen outcry regarding a mis- represented floodplain on the BCAD website. As a result, the City of Live Oak reached out for help from their ISO to help us better understand their Floodplain management because many small cities like them, didn't have a CFM or even someone who did floodplain management as a 10 -12 -2017 Minutes primary part of our job. He stated the lady they reached out to at the time was Janine Ellington with the ISO and she not only helped them explain convoluted floodplain issues, but she also walked them through the process of receiving this CRS designation for their city. Two years ago, when they had to do their 5 -year renewal (the big monster renewal) they called Janine and had her help them through it again, but this time, the City paid her. Mr. Wayman introduced CRS/Floodplain Program Manager Janie Ellington who provided information regarding the program and CRS designation addressing questions. 7. Consideration and /or action regarding NEPSponsorship at the October Hot Air Balloon Show. (Item requested by Mayor Daly) Mayor Daly stated that sponsorship will help bring in economic growth through, shopping and through our hotels. He felt that since the Northeast Partnership organization does promote economic growth to our communities and believes that sponsorship for the Hot Air Balloon show would get our name out there for future growth potential as many from out of the state will also be attending the event. He stated that Maggie has promoted this event through tv, billboard and other advertisements. Mayor Daly introduced President Maggie Titterington of The Chamber who stated this has been a year and a half of planning and they have aggressively been advertising the event. Planning started in August — advertising from Dallas to San Antonio — targeted areas are Dallas, Austin, Houston and San Antonio and all in between. Since August 1st to this Wednesday they have reached 152,468 people. She stated the thing that excites her is, as she wants to put heads in beds in all of our hotels, and out of that Houston is #2 in interested in attending the event, they have almost 27,000 that are following us. Dallas has 26,000, Austin 22,000 and the majority are from our area. Billboard went up the 2nd of October and according to some statistics she found for billboards along the highway in that section, the traffic count visibility is 107 thousand per day. As of today, we have had over a million views of people going up and down the highway that are local. Facebook has reached 36,000 that are interested in attending the event as well. Advertisement has been in local magazines, snap chat filters, KSAT News, community calendars and others. The inaugural RE /MAX Skylight Balloon Fest will be held on the River City Community Church grounds in Selma, Texas October 27 -29th. This family friendly event features nightly balloon glows and morning competitions, tethered balloon rides, food trucks, Kid Zone, Trackless Train rides, vendors and concerts by local musicians. The 16 magnificent, colorful, hot air balloons will be the highlight of the weekend. Mayor Daly recognized Mayor Dennis who moved seconded by Mayor Pro -Tem Neville to donate $2500 to the Hot Air Balloon Show vote was 2 -8 motion failed. 10 -12 -2017 Minutes Mayor Daly recognized Mayor Hunt who moved, seconded by Mayor Dennis to donate $5,000 to the Hot Air Balloon Show. Vote was unanimous. Motion Passed. 8. Consideration and /or action regarding NEP Sponsorship at the Joint Base San Antonio Air Show & Open House. (Item requested by Mayor Daly) Mayor Daly noted as presented at the last NEP meeting and in showing support for the upcoming Air Show and military he wanted to present this to the Mayors for their thoughts. Mayor Daly recognized Mayor Dennis who moved seconded by Mayor Pro -Tem Neville to donate $2500 toward the air show. Vote was unanimous. Motion passed. 9. Information Items. A. Item A: Mayor Daly recognized Mayor Pro -Tem Hadas who recognized Assistant City Manager Jordan Matney, City of Live Oak who announced that that on November 18th, 4th Annual Shop Live Oak 5K & Polar Plunge, in support of shopping locally, will begin at the Live Oak Pool and Clubhouse at 7091 Shin Oak Drive. Mr. Hadas announced that on Saturday, November 18, 2017 Chamber will host the Elected Official reception at 6:00 p.m. Item B: Maggie Titterington from The Chamber provided information on some upcoming events mentioning their website which has more detailed data. • Tuesday, October 17, The Chamber Luncheon, guest speaker is Secretary of State Honorable Rolando Pablos. 11:30 a.m. Schertz Civic Center. • Golf Classic last Friday was a great success, awards for the scholarship grants for the DECA students will be presented at the November meeting. • The Chamber joined with the North Hispanic San Antonio West and South San Antonio Chamber of Commerce — there is a Defense Economic Adjustment Assistance Grant Program (DEAAG) grant funding that was passed by the Texas Legislation this session, it is for the Kelly Field Air Traffic Control Tower and Airfield Complex hanger improvements, The Chamber and the North Hispanic Chamber joined together in writing a letter of support to do the necessary repairs and she also stated that this also supports improvements necessary for Randolph Air Force Base as well. • Friday October 27th through 29th — Skylight Balloon Fest — River City Community Church Grounds. 10 -12 -2017 Minutes Item C: No report provided Item D: No Report provided. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — November 9, 2017. October Door Prizes — City of Santa Clara November Door Prizes — City of Schertz The City of Santa Clara provided the door prizes for this meeting. For November, the City of Schertz will provide door prizes. 9. Items of Interest by Members. Mayor Daly recognized Mayor Dennis city of Live Oak who inquired about the status of Quarterly recognition program with Joint Base San Antonio — Randolph. Mayor Daly indicated that this would be placed on the next NEP Workshop agenda to discuss. Mayor Daly recognized Ms. Dawn Vernon, with TTL/Drash Consultants who stated that in September they held a donation drive benefitting the Houston Food Bank, thanks in part with their offices in Texas, Alabama and Tennessee the cities of Live Oak, City of Selma they were able to donate over 62,00 pounds of non - perishable items. Ms. Vernon thanked the cities for their support. Mayor Daly mentioned an email from Ms. Barbara Bowie regarding the upcoming MLK week and Mississippi Freedom Riders event which will be held in January. Each Mayor will be provided a copy of her email which will need to be provided to your City Managers for possible sponsorships and involvement. He stated that we will address this in November or December at our NEP meetings. Mayor Daly recognized The Chamber President, Maggie Titterington who stated the Shin Dig on Shin Oak in Live Oak event she attended was a great event. Mayor Daly recognized Mayor Hunt who stated this weekend the Guadalupe County Fair is being held, come help support Marion's Police Department and speed through the town — please. 10 -12 -2017 Minutes Mayor Daly recognized City Manager Scott Wayman, City of Live Oak who stated that Halloween night the city is hosting a Halloween Family Night 6 to 9 p.m., held at the Fire Station. Mayor Daly recognized Mayor Pro -Tern Gil Merkel with of New Berlin stated that if you are a County and Western fan, this Sunday there is a benefit at the Texas Pride, benefitting and supporting Harvey's helpers. All money goes to the Volunteer Firefighter Department in Coipus. Mayor Daly recognized Mr. Douglas "Opie" Opersteny, 12th Flying Training Wing, Randolph who for Save the Date the Air Force Civil Engineering Center is pitting their final touches on their ACUZ study — date for the Randolph San Antonio area is October 25th at Olympia Hills Golf & Conference Center in Universal City 5 to 8 p.m. and another open house is schedule for November I" for the Guadalupe County Seguin area at the Seguin Coliseum. Public notices will be going out, this is a government sponsored project that will inform the local communities on what they are doing and how communities can assist. Mayor Daly recognized Mayor Pro -Tern Dick Neville, City of Universal City that on November 4th City of Universal City will be hosting their annual Veterans Day Parade. Mayor Daly recognized Mayor Pro -Tem Ed Cimics City of Live Oak who stated that on Saturday November 4th 9 — noon, in front of the Live Oak Fire Department, City of Live Oak and Randolph Credit Union will be hosting a free community document shred day. This is open to the community — you do not have to live in the City of Live Oak. Mayor Daly recognized Mr. Rolando Hinojosa, CPS Energy is hosting a Suburban City Summit on Friday October 20th — 8:30 a.m. to 11:30 a.m. — Energy Management & Training Center, 4514 Frank Bryant Lane, San Antonio. Mayor Daly recognized Mayor Allan Dunn, City of Cibolo who stated that this Saturday is Cibolo Fest, 10 a.m. to 10 p.m., Cibolo City Hall area — Lots of food and music. Mayor Daly stated that the River City Community Amphitheater has reopened and this weekend October 15th they will have their first band featured out there the Dave Crowder Band. The Balloon Fest is the following weekend at the River City Community Church grounds in Selma, Texas October 27 -291h Movie in the Park is Saturday, October 14th Upcoming Grand Opening in the Forum is the Trio this weekend and Popcorn Piccadilly grand opening is also coming up and finally Pluckers Wing Bar is coming to Selma. 10 -12 -2017 Minutes He thanked his city and their economic development department as well as thanked all the cities for their economic development for the community. 11.
