A regular meeting was held by the Schertz Animal Advisory Committee of the City of Schertz, Texas, on
August 10, 2016 at 1:30 p.m.

Committee Members Present: Marshal Harris, Director, City of Schertz Marshal's Office; Dr.
Brooke Knowlton, DVM; Grumpy Azzoz, Councilmember; Shanna Roman, Chairman,
Animal Services Division Manager; Lisa Connolly, Schertz Humane Society; Michelle Helgren,
Savannah's Wings

Call to Order: The meeting was called to order by Shanna O'Brien at 1:43 p.m.
Hearing of the Residents: Mr. Brockman asked if we were fully staffed and Ms. O'Brien
explained that the shelter is not fully staffed. Looking for a part time kennel tech and a full time
kennel tech.
Ms. O' Brien and Marshal Harris will be reaching out to VIP staffing to get a temporary
employee to fill in until we are fully staffed.
Discussion and possible action:
1. Agenda Item No. 1. Minutes- Discussion and/or approval of the August 5, 2015
minutes
Motion was made to approve the minutes from the August 5, 2015 meeting.

2. Agenda Item No.2 Animal Services Adoption Facility Update- Discussion on the
Animal Adoption Facility. Marshal Harris provided an update regarding the adoption
facility. A/C issues still going on, doing flow testing and tracking expenses. The de-
humidifiers are gone and they are bringing in building inspectors and working on
taking care of more of the deficiencies. Marshal Harris just let everyone know that
there is light at the end of the tunnel. Grumpy wanted to thank the Animal Shelter
staff for maintaining and being patient while this work was still ongoing. The new
truck came in, it was ordered February 2016 and arrived August 2016. The trailer

hitch was being installed along with graphics and lights then will go into service.
Marshal Harris went onto explain that we are in the market for commercial washer
and dryers, as we have been on a servicing contract. Using their equipment for
$4400.00 a year and are unable to get units serviced in a timely manner. We would be
getting the washer and dryer this budget year and then get training room furniture
next budget year. If we purchase our own heavy duty systems we would just have to
pay for the labor before the warranty runs out which will still come out cheaper in the
long run and they will be our machines. We still do not have graphics for the trailer,
but will start looking into it as there is money set aside for it. The fans for the kennel
area are also in the talks and we have the quotes for the fans and installation. Once it
is approved we will proceed with the purchase. Grumpy was voicing his concern for
the upkeep of the fans as they will have to be maintained. Marshal Harris let everyone
know that with these particular fans the motors /parts can be serviced without taking
them down. Shanna also let everyone know that they are overcoming these obstacles
and are still moving forward.
3. Trap/Neuter/Release Program- (L Connolly /S O'Brien) - Discussion to update
committee on TNR program. Lisa is our resident TNR lady, she said the program is
going well and she discussed some cat newcomers to one of her colonies at Sonic
on FM 78. Shanna said she is getting positive feedback and would like to be able
to give council an update sometime soon, and would also like advice on promoting
the program through local media outlets, included but not limited to The Herald,
Schertz Magazine and news outlets.
4. Future Plans for microchip /rabies/low -cost spay & neuter- Discussion regarding
the use of donation funds for next year. (S O'Brien) Donations have been going into
opposite accounts. Starting new fiscal year we will able to identify donation funds.
This is not to supplement the city budget.
Future plans to update Animal Service ordinances and possibility of Ordinance
Review Committee- Discussion regarding updating the Animal Services Ordinance
and the possibility of forming an Ordinance Review Committee. (S. O'Brien) Future
review committee would be beneficial but nothing to show as of yet. Shanna
informed the committee that she is continuing the research and working on the
project.
6. Committee Member Additions- Discussion/Possible Action Item concerning
Health & Safety Code, Title 10, Chapter 823. Needing alternate members, getting
definitions of Code meanings. (M. Harris /S. O'Brien) Talked about adding more
committee members so when someone does not make it we can still have a meeting
and we aren't canceling as many meetings. It won't inconvenience the entire
committee when someone doesn't show up.
