The Schertz Planning and Zoning Commission convened on December 13, 2017 at 6:00 p.m. at the
Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

Mr. Dahle called the meeting to order at 6:16 P.M.
2. HEARING OF RESIDENTS:
There were no residents who spoke.
3. CONSENT AGENDA:
A. Minutes for the November 15, 2017 regular meetings
Mr. Outlaw motioned to approve the consent agenda item. Mr. Greenwald seconded the motion.
The vote was 6 -0, motion carried.
4. PUBLIC HEARING:
A. ZC2017 -014
Hold a public hearing, consider and make a recommendation to City Council on a proposal
to rezone approximately 27 acres of land from Pre - Development District (PRE) to
Apartment/Multi- Family Residential (R -4). The property is located approximately 1,500
feet northeast of the intersection of FM 1518 and IH -10, Schertz TX.

Mr. Cox made a presentation to the commissioners regarding a request to rezone approximately
27 acres from Pre - Development District (PRE) to Apartment/ Multi- Family Residential (R -4).
Mr. Cox described the general location, and existing infrastructure improvements. Mr. Cox
stated that the proposed rezone to R -4 is an appropriate zoning district supported by the
Comprehensive Land Use Plan and staff recommended approval of the rezone.
Mr. Dahle opened the Public Hearing at 6:23 P.M.
No one spoke during the public hearing.
Mr. Dahle closed the public hearing at 6:24 P.M.
The Commissioners and Staff had a discussion regarding the city limit, sewer impact, and the
notification forms that were received by city staff.
Mr. Outlaw motioned to approve PC2017 -014. Mr. Braud seconded the motion. The vote was
4 -2 with Mr. Evans and Mr. Greenwald voting nay, motion carried.
B. ZC2017 -015
Hold a public hearing, consider and make a recommendation to City Council on a proposal
to rezone approximately 11 acres of land from Single - Family Residential District (R -1) to
Neighborhood Services District (NS) located approximately 170 feet southeast of the
intersection of FM 3009 and Wiederstein Road.
Ms. Grobe made a presentation to the commissioners regarding a request to rezone
approximately 11 acres of land from Single - Family Residential District (R -1) to Neighborhood
Services District (NS). Ms. Grobe described the general location, surrounding properties
existing zoning, and the compressive land use plan, future land use map for the properties. Ms.
Grobe stated that the proposed rezone is an appropriate zoning district supported by the
Comprehensive Land Use Plan and staff recommended approval of the rezone.
Mr. Zak White — Pastor of Revolution Church- The applicant requesting the rezone to
Neighborhood Services District. He explained the church would like to purchase the property
for the new location of the Revolution Church.
Mr. Dahle opened the Public Hearing at 6:37P.M.
Maggie Titterington — 7130 Schertz Pkwy- Supports the recommendation for approval of the
rezone. Ms. Titterington indicated that the new location for the Revolution Church would be a
great benefit to the community.
Robin Thompson- 967 Oak Ridge — Supports the recommendation for approval of the rezone.
Mr. Thompson indicated two reasons why he supports the new location for the Revolution
Church to the City of Schertz. The two reason he indicated were how the church is interested
on how they can serve the city and the willingness to change to be more beneficial to the city.

Arthur Weidman- 1117 Fawn Dr. - Concerned with traffic from Fawn Dr. to FM3009.
Rick Huhn- 4308 Deep Spring Pass- Concerned with traffic and the buffering between his
property and the property in question.
Mr. Dahle closed the public hearing at 6:46 P.M.
The Commissioners and Staff had a discussion regarding specific use permits, conditional
zoning, tree preservation and cost, and traffic impacts.
Mr. Greenwald motioned to approve PC2017 -015. Mr. Rae seconded the motion. The vote was
6 -0, motion carried.
C. ZC2017 -017
Hold a public hearing, consider and make a recommendation on an amendment of Part III,
Schertz Codes of Ordinances, Unified Development Code (UDC), Article 10 Section
21.10.4 Schedule of Off - Street Parking Requirements.
Ms. Grobe made a presentation to the commissioners regarding a proposed amendment to Part
III, Schertz Codes of Ordinances, Unified Development Code, Article 10 Section 21.10.4
Schedule of Off - Street Parking Requirements. Ms. Grobe explained the background and the
changes regarding the use types listed, and the assessment to determine the updates to the
parking ratios to the UDC within section 21.10.4.
Mr. Dahle opened the Public Hearing at 7:16 P.M.
John Sullivan- 513 Triple Crown - Indicated that implementation in the UDC to require bike
parking requirements needs to be reviewed and addressed. Mr. Sullivan indicated that he has
requested staff to review bike rack requirements.
Jeff Womack- 2944 Mineral Springs- Indicated that it is important to add biking requirements to
the UDC.
Mr. Dahle closed the public hearing at 7:18 P.M.
The Commissioners and Staff had a discussion regarding bike requirements, carwash parking,
concerns removing shopping malls/ center from the use type, and parking ratios on spec
buildings.
Mr. Outlaw motioned to approve PC2017 -017. Mr. Greenwald seconded the motion. The vote
was 5 -1 with Mr. Evans voting nay, motion carried.
D. ZC2017 -018
Hold a public hearing, consider and make a recommendation on an amendment of Part III,
Schertz Codes of Ordinances, Unified Development Code (UDC), update "Director of
Development Services" and to remove "Development Services Department ".

Ms. Grobe made a presentation to the commissioners regarding a proposed amendment to Part
III, Schertz Codes of Ordinances, Unified Development Code, to update "Director of
Development Services" and to remove "Development Services Department" from all
callouts for the development manual. Ms. Grobe indicated that this change is needed due to
a department name change that took place in 2016. This name changed eliminated
"Development Services Department" therefore the reference in the UDC needs to be
corrected.
Mr. Dahle opened the Public Hearing at 7:43 P.M.

Mr. Outlaw motioned to approve PC2017 -018. Mr. Rae seconded the motion. The vote was 6-
0, motion carried.
5. WORKSHOPS/DISCUSSION:
A. Discussion regarding a proposed Unified Development Code update for Tree Preservation /
Mitigation /Exempted Trees
Mr. Cox discussed the background of the Tree Preservation / Mitigation / Exempted Trees
UDC language. Mr. Cox also discussed how these codes are currently being interpreted by
Planning staff. Mr. Cox explained various items that are currently being reviewed to be
altered to be more consistent with staff's current interpretations. Other proposed changes
are due to recent state law updates in regards to tree preservation / mitigation. Mr. Cox
explained that staff is reviewing the City of Schertz codes to ensure compliance with state
law and current best practices and will bring an update include proposed code language in
January for the Planning & Zoning Commission to review.
Michelle Bammel- 6695 Tri- County Pkwy- supporter of updating Tree Preservation /
Mitigation / Exempted Trees Ordinance. Mrs, Bammel is requesting more flexibility to the
ordinance. Mrs. Bammel indicated concern on another property located at 2235 IH35
purchased in Schertz on the location of the trees, and her need to remove them.
Clint Bammel- 6695 Tri - County Pkwy- Agreed that the proposed Unified Development
Code update for Tree Preservation / Mitigation /Exempted Trees and to have more flexibility
to the ordinance was needed.
Ron Evan- Principle development construction company- Explained the background on the
property located at 2235 IH35.
Jeff Womack- 2944 Mineral Springs- Indicated the importance on preserving trees.
The Commissioners and Staff had a discussion regarding updating the Tree Ordinance.

NEW SITE PLAN APPLICATIONS: The following site plans were submitted to the
Planning and Zoning Department between November 10, 2017 and December 8, 2017.
1. West Ridge Subdivision Lot 1, Block 1 (22525 S IH 35)
Site Plan- proposed 7,523 square foot veterinary clinic
2. Schertz Retail Center Subdivision Lot 2 (53 70 FM 1103)
Site Plan- proposed 2,880 square foot automated car wash
3. South Water Reclamation Plat Lot 1 (7424 Trainer Hale Road)
Site Plan- proposed water reclamation plant
4. Discount Tire- TXS 11363 Lot 1 (17971 IH 35 N)
Site Plan- proposed 7, 680 square foot commercial building — Discount Tire
Ms. Grobe presented the new submitted site plans and gave the commissioners a brief
description of each proposed site plan.
