Call to Order and Establish a Quorum — A quorum was present. Mayor Carpenter called the meeting to order at 12:00 p.m. 2. Welcome and Introductions Mayor Carpenter welcomed everyone in attendance and those present stood and introduced themselves. 3. Approval of minutes of the minutes of the regular meeting of October 12, 2017. Mayor Seiler moved seconded by Mayor Dennis to approve the minutes of the October 12, 2017 meeting. The vote was unanimous. Motion Passed. 4. Approval of the Current Treasurer's Reports for NEP. Mayor Seiler stated that by the end of November he will be sending out invoices to member cities. No further comments were provided. Mayor Dennis moved seconded by Mayor Daly to approve the current treasurer's report. The vote was unanimous. Motion Passed. 5. Approval of the cancellation of the December 7, 2017 Mayors Workshop meeting and the December 14, 2017 regular meeting. Mayor Carpenter stated that at our NEP Mayor's Workshop meeting it was suggested that we cancel the December NEP Mayors Workshop meeting and the December NEP Regular meeting due to the upcoming holiday events scheduled in December. Mayor Seiler moved seconded by Mayor Hunt to approve the cancellation of the December NEP Mayors Workshop meeting and regular NEP December meeting. The vote was unanimous. Motion Passed. Mayor Carpenter moved to agenda item 7 as our speaker had a funeral to attend earlier and is running late. 7. Information Items. 11 -9 -2017 Minutes A. Report from Tri County Chamber of Commerce. B. Deport from The Chamber. C. Report from Randolph Air Power Community Council ( PCO). D. Report on Bicycle Mobility Advisory Committee. E. Report from Metropolitan Planning Organization (MPO). Item A: Mr. Daniel Kearns from the Tri - County Chamber who provided the following information on upcoming events: Next Thursday, November 16 they will be hosting their newly elected reception, Olympia Hills Golf and Conference Center, 6:00 p.m. Upcoming ribbon cuttings in Live Oak - visit their website for details. Item B: Maggie Titterington from The Chamber provided information on some upcoming events mentioning their website which has more detailed data. Ms. Titterington thanked everyone for their participation and support in the success of the recent Balloon Fest. Tuesday, November 21, 2017 The Chamber is having their member and awards appreciation banquet. Schertz Civic Center. RSVP to The Chamber office or online. Item C: Mr. Nigel Davies who commented on the success of the recent Air Show. He also commented on the Hurricane relief efforts at JBSA Randolph. Mayor Carpenter stated that the work done at the Base coordinated by FEMA getting the supplies needed to Houston was absolutely remarkable. Mr. Davies also mentioned the AETC and the 12'h FTW welcomed new leadership to the Base, with Lt. General Steve Kwast taking over from Lt. General Darryl Roberson and the new Command Chief Antonio Goldstrom taking over from Command Chief Brian Kentta who is going down range. Item D: No Report provided. Item E: Mayor Dennis stated that the last meeting was a joint regional workshop with Austin MPO, San Antonio MPO and TxDOT. The meeting was an amazing, great workshop; very interesting information and ideas were provided and finally they realized that this had to be a regional effort and regional approach with 11135 Austin to San Antonio. She mentioned the next meeting will be in early 2018. She shared incredible numbers regarding those that travel on IH 35,1 -30 Toll Road and others. 8. Establish a Date and Time of the next NEP Mayor's Workshop — City of Selma to host. (January 4, 2018) 11 -9 -2017 Minutes City of Selma to host. Next regular meeting is January 11, 2018. 6. Presentation "State of Utility" Ms. Paula Gold - Williams, President and CEO of CPS Energy. Mayor Carpenter recognized Mayor Dennis who introduced Ms. Gold - Williams who provided a PowerPoint presentation regarding strategy with Energy Delivery services and answered questions from the audience. 9. Establish a Date and Time of Next Northeast Partnership for Economic Development Meeting — January 11, 2018. November Door Prizes — City of Schertz December Door Prizes — City of Selma The City of Schertz provided the door prizes for this meeting. For January, the City of Selma will provide door prizes. 10. Items of Interest by Members. Mayor Carpenter stated the mayors discussed at their last workshop to get the word out and begin the initiative putting it forward. He stated giving the recent hurricane in Houston and the close proximity of the Hurricane to all of us. They discussed what can we do as a group of smaller cities to better ourselves and the region for any kind of disaster. The subject came up that we should talk about Emergency Operation Centers and who has what. Our first step is we are going to compile a list of assets that all the member cities have. For example, Schertz has a brick and mortar Emergency Operations Center, although a simplified one. We have the ambulance bus that can carry up to 20 patients at a single time to hospitals, etc. We also discussed a list of contacts. Who is the coordinator point of contact for each of our cities? The Northeast Partnership Mayors will be putting together a list of assets and contact information. The Mayor Thompson City of Garden Ridge mentioned that the City will be coordinating an Emergency Center at their civic center, then we will have potentially one on either side of IH 35. The next step after we get the assets lists and contact information is we will go to the individual counties and let them know what we are up to and seek their help and assistance of integration of what we are able to put together so that if there is a particular county that is heavily impacted we have information available to share. We are also having conversations with the Base to include them as well. The coalition of putting together a list of all of the assets and contacts. Mayor Carpenter recognized EDC Business Development Liaison Donna Lowder who reminded everyone of the Shop Live Oak 5K and Polar Plunge on November 18 at 8:00 a.m. at the Live Oak Clubhouse. There are flyers on the tables here today. 11 -9 -2017 Minutes Mayor Carpenter recognized Government and Community Relations Director Leroy Alloway who stated Via Metropolitan Transit will be hosting a public meeting November 29 at Temple Bethel. They are setting certain corridors for rapid transit. They invite you to come out. They are setting one corridor for the northeast. They will be sending out more information soon. Mayor Carpenter stated the City of Schertz will be hosting a Veterans Day ceremony, Schertz Parkway, Schertz, TX: Tomorrow at 9:00 a.m. at the Schertz Veterans Memorial Plaza. Mayor Carpenter recognized Ms. Liane Garrett who stated the Randolph Metropolitan Rotary Club will again be doing the Wreaths Across America. Please look at the handout provided today - -$15 for placing a wreath on Veterans graves. Please see her, Lain Garrett, or Ed Cimics). Volunteers are always needed. Wreaths will be laid out beginning December 16th. On the Friday before that date, they will need volunteers to unload the wreaths from the trailer. A member of the West San Antonio Chamber: Chambers stated they have challenges re- inventing themselves, reaching out and collecting dollars for sponsorships. They are looking for partnerships. Many of their members live in your areas. They would like to begin to partner to do things together; events and activities, to make their dollars go a little further. Mayor Carpenter recognized Mayor Bill Seiler, City of Marion who stated tomorrow at 7:00 a.m. they are having their Veterans Day ceremony at the park across the street from City Hall. Also, on December 1, at 6:00 p.m. they will have their Christmas tree lighting. Santa Claus will be in attendance. Mayor Carpenter recognized Mayor Tom Daly, City of Selma who stated on November 18th regarding the opening of their trail, it is going to hook around two historical sites; it is very beautiful and almost done; come on out and enjoy it. 11.
