4. PUBLIC HEARING:
The Planning and Zoning Commission will hold a public hearing related to zone change requests and replats within this agenda. The public hearing will be opened to receive a report from staff, the applicant, the adjoining property owners affected by the applicant’s request, and any
other interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and may request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act upon the following requests and make a recommendation to the City Council if necessary. A. 3. CONSENT AGENDA: A. PC2017-053 Consider and act upon a request for approval of a final plat for Lot 1, Block 1, of the Westridge Subdivision, an approximately 4 acre tract of land located approximately 1,700 feet northeast of
the intersection of Hubertus Road and IH-35, City of Schertz, Comal County. Mr. Greenwald motioned to approve consent agenda item PC2017-053. Mr. Braud seconded the motion. The vote was 6-0, motion carried.

4. ITEMS FOR INDIVIDUAL CONSIDERATION: A. WA2018-001 Consider and act upon a request for approval of a waiver regarding on-site sewage facilities for proposed Lot 2 and Lot 3, of the Intercoastal Contractors Subdivision, an approximately 25 acre
tract of land located approximately 2,300 feet northwest of the intersection of Hubertus Road and FM 482, City of Schertz, Comal County.

Ms. Grobe gave a presentation on a waiver request for on-site sewage facilities for proposed Lot
2 and Lot 3, of the Intercoastal Contractors Subdivision. Ms. Grobe described the general location, existing property, location of the closest sewer connection, and applicant’s justification for the waiver request. Ms. Grobe indicated that the request had been reviewed by the City Engineering Department with no objections and that staff was recommending approval of the waiver based on the distance to the nearest sewer connection.
The commissioners and staff had a discussion to clarify the proposed waiver that would allow for onsite sewage facilities.
Mr. Outlaw motioned to approve WA2018-001. Mr. Greenwald seconded the motion. The vote was 6-0, motion carried. 5. PUBLIC HEARING:
A. PC2017-046 Hold a public hearing, consider and act upon a request for approval of a replat of Lot 1, Block 1, of the Intercoastal Contractors Subdivision, an approximately 1 acre tract of land, and adjacent unplatted property in order to establish Intercoastal Contractors Subdivision Lot 2, 16.26 acres, and Lot 3, 8.34 acres, located approximately 2,300 feet northwest of the intersection of
Hubertus Road and FM 482, City of Schertz, Comal County. Ms. Grobe gave a presentation on a request to replat of Lot 1, Block 1, of the Intercoastal Contractors Subdivision. Ms. Grobe described the request to create two lots, Lot 2 which is
16.26 acres and Lot 3 which is 8.34 acres. Ms. Grobe described the general location, existing use of surrounding properties, access to the property, and public improvements that are required. Ms. Grobe indicated that staff recommended approval of the replat. Mr. Dahle opened the Public Hearing at 6:10 P.M.
There were no residents who spoke. Mr. Dahle closed the public hearing at 6:11 P.M.
The commissioners and staff had a discussion regarding the access points, cross-lot access, flag lots, verification on the electrical service provider, and clarification regarding TxDOT Note #3. Mr. Braud motioned to approve PC2017-046. Mr. Outlaw seconded the motion. The vote was
6-0, motion carried. A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.

Mr. Dahle indicated that he attended the Subcommittee meeting regarding amending the
Planning & Zoning Commission’s Bylaws. The Subcommittee had a discussion regarding the Bylaws and staff will be placing Bylaws as a discussion item on a future agenda. C. Announcements by City Staff.

• NEW SITE PLAN APPLICATIONS: The following site plan was submitted to the
Planning and Zoning Department between January 20, 2018 and February 9, 2018.
• 4715 FM 3009, Texas Shine Subdivision Lot 1, Block 1(Corner of FM 3009 & Wiederstein Road) Site Plan- proposed 1,867 square foot automatic car wash facility
• Verde Enterprise Business Park Units 14A and 16, Lots 2 and 3, Site Plan – 5 proposed warehouses with a total gross floor area of approximately 659,800 square feet
Mr. Cox Indicated that the City of Schertz will be closed Monday February 19, 2018 for President Day, and indicated that the next Council on the Go will be Tuesday February 20, 2018, at Ray Corbett Jr. High School, in south Schertz. Mr. Cox indicated the meet and greet will start at 6:30 P.M., the regular meeting starts at 7:00 P.M. Ms. Grobe made a brief presentation describing the new submitted site plans to the commissioners.

SUBJECT: Hold a public hearing, consider and act upon a request for approval of a replat of Verde Enterprise Business Park Unit 10B, an approximate 9 acre tract of land located on the south east corner of the intersection of Schertz Parkway and Verde Parkway, City of Schertz, Guadalupe County, Texas.
GENERAL INFORMATION: Owner: CCD Enterprise Acquisition, LLC, John A. Colglazier, Jr. Applicant/ Project Engineer: KFW Engineers, Billy Classen APPLICATION SUBMITTAL DATE: February 28, 2018 (Original Application) March 7, 2018 (Revised Submittal) March 8, 2018 (Revised Submittal) ITEM SUMMARY: The minor plat of Verde Enterprise Business Park Subdivision Unit 10B was administratively approved on March 18, 2013. This replat request is to create two buildable lots out of Unit 10B. The new lots proposed for Unit 10B are Lots 5 (2.717 acres) and Lot 6 (5.978 acres). The property is zoned Planned Development District (PDD) and the PDD designates this property for industrial use (Ordinance No. 07-S-14A). GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is located at the southeast corner of the intersection of Schertz Parkway and Verde Parkway. ACCESS AND CIRCULATION: Access to the proposed lots will be off Schertz Parkway and Verde Parkway for Lot 5 and off Verde Parkway for Lot 6. A shared access easement is proposed between the two lots off Verde Parkway and coincides with the planned driveway location for Lot 5. TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The tree affidavit submitted indicates that there are no protected or heritage trees on the subject site. PUBLIC SERVICES: The site is serviced by the City for water and sewer, CPS for electricity, CenterPoint Energy for gas, and AT&T, and Spectrum (Time Warner Cable) for telecommunications, cable, and internet. PUBLIC IMPROVEMENTS AND SERVICES: All public improvements required for this subdivision are required to be installed prior to recording of the final plat of each Unit per UDC, Section 21.4.15., unless otherwise specified in an approved improvement agreement. With this proposed subdivision, extension of a

public sanitary sewer line will be required to assure access to sanitary sewer for Lot 6. Since sanitary sewer is currently only available off Schertz Parkway, the plat includes a sanitary sewer easement across Lot 5 to the benefit of Lot 6 for the sanitary sewer line extension. Engineering has approved the public improvement construction plans. Water and Sewer: This site is serviced through an existing 12” water line that run along Verde Parkway. The site is served by an 8” sewer line that runs along Schertz Parkway and will be extended for Lot 6. Drainage: The applicant will be responsible for all drainage associated with the subject property, and for compliance with the storm water regulations. Engineering has approved the stormwater management plan. Sidewalks, Hike and Bike Trails: Sidewalks are not required along Schertz Parkway or Verde Parkway because this project is within the Verde Enterprise Business Park PDD, which does not require sidewalks within the industrial zoned area of the PDD. Road Improvements: No right-of-way dedications or roadway improvements are required. STAFF ANALYSIS AND RECOMMENDATION: The replat is consistent with applicable requirements for the property, ordinances and regulations. It has been reviewed by the City Engineer, Public Works, and Fire with no objections. The plat is consistent with all applicable zoning requirements, ordinances and regulation of the City. Staff recommends approval of the replat. Planning Department Recommendation X Approve as submitted Approve with conditions* Denial
* While the Commission can impose conditions; conditions should only be imposed to meet requirements of the UDC. COMMISSIONERS CRITERIA FOR CONSIDERATION: The Planning and Zoning Commission shall hold a public hearing in accordance with the Texas Open Meetings Act and section 21.4.4 and is the final approval authority of the proposed replat.
