Hold a public hearing, consider and act upon a request for approval of a replat of Verde
Enterprise Business Park Unit 10B, an approximate 9 acre tract of land located on the south east
corner of the intersection of Schertz Parkway and Verde Parkway, City of Schertz, Guadalupe
County, Texas.
Ms. Gould gave a presentation on a request to replat of Verde Enterprise Business Park Unit
10B. Ms. Gould described the general location, existing conditions, access to the property, and
public improvements that are required. Ms. Gould indicated that staff recommended approval
of the replat.

SUBJECT: Consider and act upon a request for approval of a final plat for Unit 3B of the
Homestead subdivision, an approximate 16 acre tract of land generally located about
2,000 feet west of the intersection of IH-35 North and Schwab Road, Guadalupe
County, Texas.

ITEM SUMMARY: The applicant is proposing to final plat approximately 16 acres of land establishing 58 single
family residential lots with a minimum lot size of 7,800 square feet as dictated by the Planned Development
District Design standards in Ordinance 14-S-29.

The site is zoned Planned Development District (PDD). This final plat was reviewed using the PDD Ordinance
17-S-02 design standards and the current UDC, Ordinance 11-S-15 as amended. The preliminary plat was
approved by the Planning and Zoning Commission on December 16, 2015 and a 6 month extension for the
expiration of the preliminary plat was granted by the Planning and Zoning Commission on November 15, 2017.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is
generally located on IH-35 North approximately 2,000 feet west of the intersection of IH-35 North and Schwab
Road.
ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum
of two (2) locations accessing existing public streets. This unit is designed to have one (1) point of access from

Homestead Parkway which will be constructed with Unit 1A, and one (1) point of access from Winkler Trail and
one (1) point of access from Hartley Square, both of which will be constructed with Unit 3A. The final plats for
Homestead Unit 1A and Unit 3A were filed with the Guadalupe County Clerk’s office on January 5, 2017, which
was a requirement prior to recording the final plat for this Unit.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree
affidavit which indicates that the site does not contain protected or heritage trees.
PARKS: An approximately 15 acre public park with improvements is being proposed with this subdivision as
well as approximately 56 acres of private open space. The overall recreation and open space master plan was
reviewed by the Parks and Recreation Advisory Board and approved as part of the PDD Ordinance 14-S-29.
The open space and parkland amenities will include both passive and active areas, as well as pathway and
hike and bike trails which will provide links between the city park, open spaces, neighborhoods and the
SCUCISD school site. Open space and park improvements will include such amenities as playscapes, sports
courts, playing fields, pavilions, picnic tables, and natural water features. No parkland is being dedicated with
this plat. The applicant and the City entered into a parkland development agreement that was executed January
4, 2017.
PUBLIC SERVICES: The site is serviced by Schertz water and sewer, New Braunfels Utilities, AT&T, Time
Warner Cable, and Center Point Energy.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15, unless otherwise specified in an approved
development agreement. The civil construction plans for this plat have been approved by Public Works and
Engineering Department.
Water and Sewer: The site will be serviced through 8” water lines and 8” sewer lines that will be extended
throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision. All sidewalks will be designed to meet City of Schertz Specifications.
Road Improvements: All streets will be developed to City of Schertz specifications.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat is consistent with applicable requirements, ordinances and regulations for the property. It has
been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff
recommends approval.

SUBJECT: Consider and act upon a request for approval of a final plat for Unit 4 of the
Homestead, an approximate 17 acre tract of land generally located about 2,000 feet
west of the intersection of IH-35 North and Schwab Road, Guadalupe County, Texas.

ITEM SUMMARY: The applicant is proposing to final plat approximately 17 acres of land establishing 66 single
family residential lots with a minimum lot size of 6,600 square feet as dictated by the Planned Development
District Design standards in Ordinance 14-S-29.

The site is zoned Planned Development District (PDD). This final plat was reviewed using the PDD Ordinance
17-S-02 design standards and the current UDC, Ordinance 11-S-15 as amended. The preliminary plat was
approved by the Planning and Zoning Commission on December 16, 2015 and a 6 month extension for the
expiration of the preliminary plat was granted by the Planning and Zoning Commission on November 15, 2017.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is
generally located on IH-35 North approximately 2,000 feet west of the intersection of HI-35 North and Schwab
Road.
ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum
of two (2) locations accessing existing public streets. This unit is designed to have one (1) point of access from
Homestead Parkway which will be constructed with Unit 1A, and one (1) point of access from Black Butte which

will be constructed with Unit 1B. The final plats for Homestead Unit 1A and Unit 1B were filed with the
Guadalupe County Clerk’s office on January 5, 2017, which was a requirement prior to recording the final plat
for this Unit.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree
affidavit which indicates that the site does not contain protected or heritage trees.
PARKS: An approximately 15 acre public park with improvements is being proposed with this subdivision as
well as approximately 56 acres of private open space. The overall recreation and open space master plan was
reviewed by the Parks and Recreation Advisory Board and approved as part of the PDD Ordinance 14-S-29.
The open space and parkland amenities will include both passive and active areas, as well as pathway and
hike and bike trails which will provide links between the city park, open spaces, neighborhoods and the
SCUCISD school site. Open space and park improvements will include such amenities as playscapes, sports
courts, playing fields, pavilions, picnic tables, and natural water features. No parkland is being dedicated with
this plat. The applicant and the City entered into a parkland development agreement that was executed January
4, 2017.
PUBLIC SERVICES: The site is serviced by Schertz water and sewer, New Braunfels Utilities, AT&T, Time
Warner Cable, and Center Point Energy.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15, unless otherwise specified in an approved
development agreement. The civil construction plans for this plat have been approved by Public Works and
Engineering Department.
Water and Sewer: The site will be serviced through 8” water lines and 8” sewer lines that will be extended
throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer.
Sidewalks, Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision. All sidewalks will be designed to meet City of Schertz Specifications.
Road Improvements: All streets will be developed to City of Schertz specifications.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat is consistent with applicable requirements, ordinances and regulations for the property. It has
been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff
recommends approval.

CASE: PC2017-057 Discount Tire- TXS 11363 Subdivision – Preliminary Plat
SUBJECT: Consider and act upon a request for approval of a preliminary plat for the Discount
Tire- TXS 11363 Subdivision, an approximately 31 acre tract of land located at 17975
IH 35, City of Schertz, Guadalupe County.
GENERAL INFORMATION:

ITEM SUMMARY: The applicant is proposing to preliminary plat approximately 30 acres into three (3) lots, Lot
1 being 1.091 acres, Lot 2 being 20.653 acres, and Lot 3 being 7.140 acres. The subject property is zoned
General Business, GB. The property is currently used for commercial purposes and has commercial buildings
constructed currently. The applicant would like to plat the property in order for Lot 1 to be developed
commercially.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is located at 17975 IH 35, City of
Schertz, Guadalupe County.
ACCESS AND CIRCULATION: The proposed lot 1 and 2 have frontage onto the IH 35 Access Road. Lot 3
has proposed access from the proposed Master Thoroughfare Plan road, Four Oaks, which divides Lot 3 from
Lot 2.
TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a
Tree affidavit which indicates that the site does contain protected and heritage trees but will in no way cause
the destruction of or damage to said trees with this preliminary plat.
PUBLIC SERVICES: The site is serviced by City of Schertz Water, CCMA, CenterPoint Energy, CPS, AT&T,
and Spectrum.

PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved
development agreement.
Water: Lot 1 and Lot 2 will be serviced through a 12” City of Schertz water line adjacent to IH 35. Proposed Lot
3 would have water service through a proposed City of Schertz water line that would be located within the
proposed Four Oaks Right-of-Way extension.
Sewer: Lot 1 and Lot 2 will be serviced through a City of Schertz sewer line adjacent to IH 35. Proposed Lot 3
would have sewer service through a proposed City of Schertz sewer line that would be located within the
proposed Four Oaks Right-of-Way extension.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. The City Engineer has reviewed and approved the preliminary drainage
report.
Sidewalks, Hike and Bike Trails: Sidewalks will be required adjacent to IH 35 for the entirety of the frontage as
well as both sides of the Four Oaks Lane extension. These sidewalks will be reviewed with the Site Plan and
will be installed with development of the lots.
Road Improvements: The subject property is located off IH 35, which is TXDOT right-of-way. Pursuant to the
submitted Traffic Impact Analysis (TIA), four (4) of the existing eight (8) driveways must be closed as well as
the construction of two deceleration lanes. The four (4) driveways that are to be closed are identified on the plat
exhibit as circle 2. Additionally, the extension of Four Oaks Lane bisects the property between lots 2 and 3.
Four Oaks Lane is identified on the master thoroughfare plan as a commercial collector A with a right-of-way
width of 70 feet and pavement width of 42 feet. TXDOT has reviewed the plat exhibit and has provided no
objection to access and drainage.
STAFF ANALYSIS AND RECOMMENDATION:
The proposed preliminary plat is consistent with applicable requirements for the property, ordinances and
regulations. Staff recommends approval of the preliminary plat.

COMMISSIONERS CRITERIA FOR CONSIDERATION: The Planning and Zoning Commission is the final

Commission should consider the criteria within UDC, Section 21.12.8 D.
