MINUTES OF MEETING
Thursday, March 8, 2018 — 11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order..
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of the minutes of workshop of February 1, 2018 and minutes of regular
meeting of February 8, 2018.
Mayor Daly made a motion seconded by Mayor Boyle to approve the minutes of
workshop of February 1, 2018 and minutes of regular meeting of February 8, 2018.
Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Daly made a motion seconded by Mayor Williams to accept the current
treasurers report. The vote was unanimous. Motion Passed.
5. Presentation and update from the Alamo Area Metropolitan Planning
Organization. (Jeanne Geiger)
Ms. Geiger provided members with a PowerPoint update regarding MPO and the
information that has been submitted for consideration. Information was provided
regarding the Transportation Improvements Program Public Meetings for Bexar,
Guadalupe, Kendall and Comal Counties. Ms. Geiger addressed questions from those
present.
6. Information Items.
A. Report from Tri County Chamber of Commerce.
B. Report from The Chamber.
C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).
Item A: A representative from the Tri County Chamber stood and mentioned their
upcoming Chamber luncheon and reminded those to please RSVP.

Item B: Maggie Titterington from The Chamber stated that Tuesday is the last day to
register for the luncheon, the luncheons are the third Tuesdays of the month. It's going to
be the state of education, Dr. Greg Gibson SCUCISD will provide an update, as well as
Dr. Veronica Garcia with the NE Lakeview College will provide an update. Taste tickets
are on sale — three different price tickets — $25, Seniors 60 +, Military $20, Kids 3 -11 $15,
kids 2 and under Free, Flyer on table, event is Thursday, March 22, 2018 5 to 8 p.m.
Retama Park in Selma.
Lastly today at 4:30 p.m. Selma Stage Stop — second branch of The Chamber for the
Schertz — Selma — Cibolo area, doing a Champaign and small appetizers, stop by to see
the new location.
Item C: Representative Nigel Davis stated that Randolph is holding their annual Drill
Team Competition on the 24 of March. Mayor Williams stated that a couple of months
ago we agreed to support and participate in their annual awards program. Himself,
Mayor Seiler and Mayor Dennis attended, and they were very appreciative of our
support.
Item D: City Manager Scott Wayman stated that they cancelled their meeting and invited
us to participate in the public hearing in the support of the pedestrian overpass for the
City of Universal City.
Item E: No further comments as there was a presentation provided today by MPO.
7. Establish a Date and Time of the next NEP Mayor's Workshop — City of Cibolo to
host. (April 5, 2018)
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — April 12, 2018.

Door Prizes were distributed from the members cards who were picked. Special door
prizes for two (2) paid luncheons provided and paid for by Jim Vogel of Terracon. Debra
John and Sandi Wolff names were drawn, their lunches have been paid for the April 12th
meeting.
9. Items of Interest by Members.
Mayor Carpenter recognized Mayor Boyle City of Cibolo requested a possibility of a
future agenda item to discuss some public safety issues. Mayor Carpenter stated we can
add that to our April NEP Workshop agenda and next meeting.

Mayor Carpenter recognized City Manager Monique Vernon, City of Kirby will b e
hosting a grand opening and ribbon cutting ceremony March 16th for their new Timothy
J. Wilson hiking and bike trail which was an MPO funded project. It will be at 11:00
a.m., Friendship Park.
Mayor Carpenter recognized City Manager Scott Wayman City of Live Oak who
mentioned their IKEA ground breaking event March 21" 10:00 a.m. Also 24th Easter Egg
Scramble 2 to 3 p.m. at their park.
Mayor Carpenter recognized Mayor Tom Daly City of Selma who stated that they hosted
the Schertz/Selma 5K Run and raised over $18,000 for the wounded warriors. The Big
Texas Fun is coming to Selma after the Taste event at Retama Park. Three -week event,
every week starting Friday March 23rd through Sunday April 8th. Carnival, live concerts,
BBQ cookoff crawfish boil and other fun events. The City will also be sponsoring Easter
egg hunt.
Mayor Carpenter recognized Ms. Lain Garrett representing the Rotary who announced
that on the 26th of March Ms. Jordan Matney with City of Live Oak will be present to and
update regarding projects in the area. You do not have to be a member to come.
Mayor Carpenter recognized a representative from Judson ISD who stated they are
partnering with Congressman Henry Cuellar and University of Texas OnRamps to
provide a hands -on learning in all STEM fields. The event is April 7, 2018 9:00 a.m. to
4:00 p.m. — Wagner High School 300 Foster Road. A flyer was provided on the tables.
Mayor Carpenter recognized Councilmember Ralph Gutierrez City of Schertz who
announced their April 8, 2018 Movin on Main event 12:00 p.m. to 4:00 p.m., come walk
or ride your bikes — city is show casing our main street.
Mayor Carpenter mentioned now that he is President of TML Region 7 — a 25 county 88+
cities organization. We are a big voice during the legislative session. He will be meeting
with Mr. Harris and be setting up a different schedule over the next 18 months to go
further out into the region for some of our meetings. We will be working with those cities
who typically are not engaged, most work in the past has been in Bexar and Guadalupe
County, we are going to be reaching out to do a lot of work. Also looking at having a
region specific legislative agenda built before we start seeing bills filed. Of course, we
will always cooperate with TML as a whole but as Region 7 there may be specific things
we want to focus on in advance of the legislative session with our electives.
For those members who joined us at the CCIM Networking luncheon at the San Antonio
Country Club Wednesday, thanks for being there. Great impact lots of questions lots of
conversations occurred after that gathering. A lot of attendees didn't know what was
going on in the part of the statistical area.
