The Schertz Planning and Zoning Commission convened on March 28, 2018 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

1. CALL TO ORDER/ROLL CALL:
Mr. Dahle called the meeting to order at 6:01 P.M.

A. Minutes for the March 14, 2018 regular meeting
B. PC2016-017
Consider and act upon a request for approval of a final plat for Unit 313 of the Homestead
subdivision, an approximate 16 acre tract of land generally located about 2,000 feet west of the
intersection of IH-35 North and Schwab Road, Guadalupe County, Texas.
C. PC2016-018
Consider and act upon a request for approval of a final plat for Unit 4 of the Homestead
subdivision, an approximate 17 acre tract of land generally located about 2,000 feet west of the
intersection of IH-35 North and Schwab Road, Guadalupe County, Texas.
Mr. Greenwald motioned to approve Consent Agenda. Mr. Rae seconded the motion. The vote
was 7-0, motion carried.

A. PC2017-057
Consider and act upon a request for approval of a preliminary plat for the Discount Tire- TXS
11363 Subdivision, an approximately 31 acre tract of land located at 17975 IH 35, City of
Schertz, Guadalupe County.
Ms. Grobe gave a presentation on a request to approve a preliminary plat for the Discount Tire-
TXS 11363 Subdivision, Ms. Grobe described the general location, existing conditions, access
to the property, and public improvements that are required. Ms. Grobe indicated that staff
recommended approval of the preliminary plat.
The cominissioners and staff had a discussion regarding eliminating some of the existing
driveways, non-access easements, traffic circulation and access to Four Oaks Lane, and
clarification regarding the subject property's zoning of GB and M-1.
Mr. Brand motioned to approve PC2017-057. Mr. Greenwald seconded the motion. The vote
was 6-0 with I abstention from Commissioner Bacon. Motion carried.
A. Discussion regarding the Comprehensive Land Use Plan and current zoning.
Mr. Cox gave a presentation regarding areas in the City where the Future Land Use designation
was not consistent with the properties' zoning. The commissioners and staff had a general
discussion on properties within floodplain areas, properties zoned M-1, and areas that are
designated by the Future Land Use Plan as commercial campus and estate neighborhood. The
discussion also included sewer availability in southern Schertz, staff s anticipated UDC
Amendments, and a brief discussion on the current status of light rail and how it may affect the
City's Future Land Use Plan.
A. Requests by Commissioners to place items on a future Planning and Zoning Agenda.
Mr. Dahle requested a brief update on the sewer project in southern Schertz on the next Planning
& Zoning meeting.

Mr. Brand commented there is a Scheitz Movin' on Main event that is coming up and asked to
help push the information to the public.

NEW SITE PLAN APPLICATIONS: The following site plan was submitted to the
Planning and Zoning Department between March 10, 2018 and March 23, 2018.
Verde Enterprise Business Park Unit 12A, Lot 8, Block 10 (17029 III 35) Site Plan-
proposed 5,772 square foot medical office
Mrs. Gould made a brief presentation describing the new submitted site plan to the
commissioners. Mrs. Danhof indicated that there will be a 2018 Planning and Zoning Workshop
on April 20, 2018 and the deadline to RSVP is April 11, 2018.
