Board Members present: Johnie McDow, Chairman, John Sullivan, Vice - Chairman, William Bosch,
Sally Macias, Floy Simmons and Kimberly Smith.
Staff present: Brian James, Acting City Manager, Lauren Shrum, Director Parks, Recreation and
Community Services and Sandy Bryant, Sr. Administrative Assistant.
Others present: Mr. F. Branch Archer, Mr. Dan Gruben and Mr. Joel Tanner.
Call to order. Meeting was called to order by Mr. Johnie McDow, Chairman at 5:30 p.m.
Hearing of residents:
There were no residents to be heard.
Regular Agenda:
Agenda Item No. 1. Minutes. Consideration and /or action regarding the approval of the minutes from
the March 26, 2018 regular meeting.
Motion was made to approve the minutes from the March 26, 2018 Schertz Parks and Recreation
Advisory Board regular meeting.

Agenda Item No. 2. Quarterly Report from Young Men's Christian Association (YMCA ), Buffalo
Valley Youth Association (BVYA) or Schertz Youth Soccer Alliance (SYSA). Ms. Shrum gave the
Advisory Board a report from BVYA and SYSA:
SYSA is composed of Lions Futbal, Greater Randolph Area Youth Soccer Association (GRAYSA) and
YMCA soccer teams. 1,505 non - residents. Revenue taken in $22,240.00, expenses $17,663.91;
$4,576.09 quarterly net income.
BVYA does baseball, softball, cheer, swim, volleyball and basketball. They had 95 teams enrolled,
1,140 children for spring season. Revenue taken in $267,858.66 expenses $223,949.99; $43,908.00 net
income year to date.
YMCA report will be presented at a future meeting.
Advisory Board requested a report of trends in enrollment by sport and how often the fields are in use.
Update only, no action was taken on this item.
Agenda Item No. 3. Update on Parkland Dedication Fees. Ms. Shrum briefed the Advisory Board that
the City's Parkland Dedication Fees are covered by an ordinance in the City's Unified Development
Code. She noted New Braunfels is updating their ordinance and that our City staff is working on
creating a Parkland Dedication ordinance manual and guideline that would address regional parks as
well as neighborhood parks. Advisory Board felt the manual would be a great idea and wanted to know
what the definition of a regional park would be and where the City could put one. There was a
discussion on the possibility of donation of large parcel of land or would need to have the money to
purchase a large parcel of land. The Advisory Board would like Ms. Shrum to bring back the guide
when she has it ready and a discussion on possible swap of land for fee credit with the Schertz, Cibolo,
Universal City Independent School District (SCUCISD). Update only, no action was taken on this item.
Agenda Item No. 4. Committee of Committees Advisory Board (CCAB) Update. The CCAB was
briefed on new things the staff is doing this year and what to do with the facilities the City has. City has
hired a construction lawyer to oversee future projects. The CCAB is looking at the need to review what
each Board or Commission is tasked with doing, and considering whether the role of each needs to
expand, contract or change. Update only no action was taken on this item.
Requests and Announcements:
Agenda Item No. 5. Request by Advisory Board Chairman and Board members for items to be blaced
on a future Board agenda, The Advisory Board requested the following items be included on future
agendas:
1. Development and presentation of a proposal to name the Schertz Ballfields Complex the
Johnie McDow Sports Complex.
2. Coy Simmons Park renaming.
3. Update on Mary Whitfield Burks Park.
Agenda Item No. 6. Announcements by Advisory Board Chairman and members.
Announcements by City Staff:
Ms. Shrum announce the pool electrical upgrade is on the City Council agenda for tomorrow April 24,
2018 meeting. She noted interviews for Parks Assistant Director will begin April 25, 2018.
Ms. Shrum updated the Advisory Board on the following events:
- Easter in the Park March 31, 2018, at Pickrell Park was a huge success with over 850
participants, underwater egg hunt at Aquatics Facility had approximately 800 participants as
well.
- Nature Discovery Series - Discover What's Buzzing /Blooming, April 7, 2018 at Crescent Bend
Nature Park had a good turn-out.
- Movin' on Main April 8, 2018 had a huge turnout and people were asking if the City would
make it an annual event.
- Ms. Shrum thanked Vice - Chairman Sullivan for representing the Advisory Board at Community
Volunteer Fair April 19, 2018 at Schertz Civic Center.
- Movie in the Park: Sr. Seuss' The Lorax at Cypress Point Park rescheduled to April 28, 2018.
- Recognition of City employee actions.
Ms. Shrum updated the Advisory Board on New Department initiatives:
- Nature Discovery Series — Discover What's Swimming, May 5, 2018, 10-11 am at Crescent Bend
Nature Park.
Music in the Park: Mariachi Las Coronelas May 5, 2018, 1 -4pm at Pickrell Park.
Birding Walk May 5, 2018 8 -1 lam at Crescent Bend Nature Park.
June 9, 2018 7 -10pm Float and Flick at Pickrell Park Pool sponsored by Guadalupe Valley
Electric Cooperative (GVEC).
The next Advisory Board meeting will be May 21, 2018.
