CITY MANAGER The City of Schertz is a home-rule city with a Council-Manager form of government. The City Council is comprised of the Mayor and seven at-large Council Members. The City Council appoints the City Manager, City Secretary, City Attorney, Municipal Judge, and Municipal Prosecutor. The City of Schertz currently serves the community with a staff of 400 employees. The new City Manager will find Schertz a progressive City with the challenges and opportunities that are characteristic of a thriving and growing community. There will be a focus on continuous improvement of municipal operations and an expectation that the new City Manager will share the City's vision and strategic plan to ensure the continuation of the community's high quality of life. The City Manager will need to develop a thorough understanding of the processes and functions of the City's departments. He or she will need to work closely with the Council, community organizations, citizens, and other governmental agencies to develop short and long-range strategies for addressing current and future challenges while making the best use of resources. An innovative, dedicated and confident City Manager will understand the importance of open and forthright communication and will recognize the significance of staff development, conflict resolution, goal identification and holding City Staff accountable, all of which will serve to create a high performing and motivated team capable of improving the high level of service delivered to the Schertz community. The next City Manager will play a key role in overseeing projects that will help the City attract new industry and services to the area, continue to make Schertz an attractive community for current and prospective residents, and improve infrastructure to ensure sustainable growth. LEADERSHIP AND INNOVATION CITY MANAGERCITY OF SCHERTZ The ideal candidate is a strongly committed individual who has a positive record of achievement and a history of developing constructive working relationships with both internal and external stakeholders. He or she will actively solicit ideas from all levels of the organization and foster innovative solutions through sound administrative practices and strategic planning skills. This strong leader will bring significant fiscal management, economic development, interpersonal and communication skills, as well as an ability to work closely and effectively with the Mayor and Council, City staff, and the community. The City of Schertz seeks an engaged leader with an outgoing, dynamic personality, a strong vision and highly advanced interpersonal skills to be its new City Manager. The ideal candidate will value transparency, discipline and collaboration, and be a self-confident municipal manager of high integrity who inspires and motivates others by example. The selected individual should have broad experience with departmental operations in a high-growth municipality, must be comfortable with the public nature of their position, and be invested and visible in the community. The selected candidate must hold a bachelor's degree from an accredited college or university. A master's degree in Public Administration, Business Administration, or related field is highly preferred. A history of membership and active participation in professional municipal organizations, and relevant professional certification is desirable. One to two years of work experience in a Home Rule city as a City Manager, Assistant City Manager, or other senior municipal management position, plus a minimum of five years of progressively responsible supervisory experience, is required. Candidates living outside of the City of Schertz city limits must be willing to establish residency within four months of appointment to the position. The successful candidate will have highly developed problem-solving, decision- making, project management, and presentation skills. A record of identifying and adopting best practices, embracing emerging technology, increasing professionalism, and promoting innovation is important. The ability to unite the organization with a shared sense of purpose, promote teamwork, clearly articulate expectations, delegate responsibility, and create a culture of accountability is essential. The Council desires an ethical, honest, and personable team-builder with an approachable personality who will foster interdepartmental communication and collaboration. The Council seeks someone who will communicate with them directly and frankly, but always positively and respectfully. Additionally, the individual will be an exceptional listener and consensus-builder. The City Manager will serve as a bridge between staff and Council, while skillfully guiding Council through the decision-making process. Responsible to the City Council for the proper administration of City affairs as assigned by charter, ordinance, or directive, City Council policies, and state and federal law. The City participates in the Texas Municipal Retirement System (TMRS) at the rate of 7% employee deposit rate, with a municipal matching ratio of 2:1 and a five-year vesting period. The City also offers additional retirement options through ICMA Retirement Corporation (ICMA-RC) and other carriers.
