The Schertz Planning and Zoning Commission convened on June 27, 2018 at 6:00 p.m. at the Municipal
Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas.

1. CALL TO ORDER:
Mr. Dahle called the meeting to order at 6:04 P.M.
There were no residents who spoke.
A. Minutes for the June 13, 2018 regular meeting
Mr. Outlaw pulled for more discussion regarding that Commissioner Bacon was not present for
the vote.
Mr. Outlaw motioned to approve the Consent Agenda. Mr. Greenwald seconded the motion.
The vote was 6-0, with one correction to be made by staff motion carried.
A. PC2017-042
Consider and act upon a request for approval of a preliminary plat for the South Water
Reclamation Plant Subdivision, an approximately 134 acre tract of land located at 7424
Trainer Hale Road, City of Schertz, Bexar County.
Ms. Grobe gave a presentation on a request for approval of the proposed preliminary plat for the
South Water Reclamation Plant Subdivision. Ms. Grobe described the general location of the
project site, 10 ft. frontage onto Trainer Hale Rd., complying with the UDC on Tree Mitigation,
utilities, and the public improvements including the right-of-way dedication for the proposed
preliminary plat. She indicated that staff recommended approval of the preliminary plat.

Mr. Dahle Opened for Commissioner and City Staff to discussion on the agenda item.
Mr. Outlaw asked the question of interest on one page were the plat shows a historic building,
he inquired if staff know what this building is. The applicant indicated that it is an old cabin
structure, he noted he does not have any other details on the particular building.
Mr. Outlaw motioned to approve PC2017-042. Mr. Rae seconded the motion. The vote was 4-
0, Mr. Brand abstained and Mr. Greenwald was away from the dais during the vote, motion
carried.
A. ZC2018-002
Hold a public hearing, consider and make a recommendation on an amendment of Part III,
Schertz Codes of Ordinances, Unified Development Code (UDC), to subsections in Articles
9 and 16 to amend certain site design standards for public water and wastewater facilities.

Mr. Greenwald motioned to un-table ZC2018-002. Mr. Rae seconded the motion. The vote
was 6-0, motion carried.
Mrs. Gould provided a brief presentation to summarize the most recent revisions to Articles 9 and
16 to amend certain site design standards for public water and wastewater facilities. She showed a
bullet point list of the proposed amendments to site designs standards and explained this was
presented to the commission on April 25' and the Commission expressed some concerns. Staff had
some revisions to amendments that were presented before the Commission again on May 9t". There
were still some concerns raised particularly related to specific sections listed in the bullet points. She
explain that a subcommittee was established that went over the specific sections after the May 23rd
meeting. After the subcommittee meeting staff presented as a workshop on June 13'. Mrs. Gould
explained the proposed UDC Amendments on the bullet point presented.
Mr. Dahle opened the public hearing at 6:18 P.M.

Mr. Rae motioned to approve ZC2018-002. Mr. Greenwald seconded the motion. The vote was
