The Transportation Safety Advisory Commission (TSAC) convened for a meeting on May 3, 2018 at
5:30 p.m. in the Council Chamber Conference Room, Building #4, 1400 Schertz Parkway, Schertz,
Texas 78154.

HEARING OF RESIDENTS
No residents were present to speak during this meeting.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the April 5,
2018 Meeting.
A motion was made by Commissioner Glen Outlaw to approve the minutes of the April 5,
2018 Meeting. Second by Commissioner Richard Dziewit. Motion passed. Vote was
unanimous.
2. TxDpt Road Issues: Staff gave update, and included ordinances where applicable. In
regards to parking on FM1518/Main St., when a car is parked in front of Melanie's it blocks
the required triangle of sight. From a driving safety standpoint, one needs to be able to see
through the full triangular sight pattern. This concern will require The City's Police
Department to enforce the law to make sure people do not continue to park in this No
Parking area. Staff plans to go to City Council to request a larger No Parking area in order to
rectify current sight and safety issues. In regards to the TxDot Frontage Road speed limits,
the City's ordinances do not currently have speed limits with regards to these types of roads
and they will need to be added to the ordinances in order for the City to be able to enforce
speeding and traffic on these specific TxDot roads. Both of the issues listed will go before
City Council'on May 22, 2018 for the first reading and June 5, 2018 for the second reading.

3. Traffic Enforcement Presentation: Officer Arriaga gave an informative presentation on the
Traffic Division Report including a PowerPoint demonstration of the information that
residents will now be able to access online through our City website, which will be labeled
Police Traffic Activity Report. Officer Arriaga also showed the Commission an actual Speed
Spy camera box and discussed how it works from the inside out. Commissioner Dziewit
inquired about the possibility of residents being able to check and see if City staff had
followed up on these types of neighbor traffic concerns. Arriaga reassured the Commission
that he, or his staff, would personally be in contact, by phone or email, to each resident
regarding each and every complaint. Commissioner Outlaw stated that a similar type of
system addressing calls for service information could be handy as well.
4. Staff Comments: Engineering staff gave the following updates:
• Pedestrian routes and bike lane projects are 30% complete as of this time.
• The design firm addressing the streets preservation and maintenance projects are moving
forward with the maintenance and rehab planning and design process.
• Public Works is moving forward with the HA5 street preservation project in Arroyo
Verde.
5. Future Agenda Items Requests and /or Comments by Commissioners:
• Commissioner Dziewit informed the Commission that past Commissioner Larry Franklin
was currently in Silver Tree and that his family is requesting prayers at this time for his
current state of health.
• Commissioner Bowers is requesting that the wooden light pole at the entrance of Lone
Oak be fixed, has been out for quite some time.
• Commissioner Outlaw requesting answers to past TSAC conversations including the
crosswalk at Allison Steele. Mr. James states that we will look into how we, as staff, can
better address and /or deliver the answers given to the Commission.
• Commissioner Sullivan asked about a follow up on the Schertz Parkway overpass striping
and signs.
• Commissioner Sullivan requesting to discuss Belmont Parkway, stating that cars are going
around others that are stopped for people in the crosswalk.
• Commissioner Bish asked that we discuss the City protocol as to what streets get striping
and what streets do not.
6. Adjournment: Motion made by Commissioner Richard Dziewit to adjourn the meeting.
Second by Commissioner Chuck Cornelisse. Motion passed. Vote was unanimous. Meeting
adjourned at 6:12 PM.
