MINUTES OF MEETING
Thursday, June 14, 2018 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Daly called the meeting to order as a quorum was present.
2. Welcome and Introductions
Mayor Daly welcomed everyone in attendance and those present stood and introduced
themselves.
3. Approval of the minutes of the regular meeting of May 10, 2018.
Mayor Dennis made a motion seconded by Mayor Seiler to approve minutes of the
regular meeting of May 10, 2018. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Dennis made a motion seconded by Mayor Boyle to accept the current
treasurers report. The vote was unanimous. Motion Passed.
5. Discussion and action regarding the cancellation of the July 5, 2018 NEP Mayor's
Workshop meeting and cancellation of the July 12, 2018 regular meeting.
Mayor Dennis made a motion seconded by Mayor Boyle to cancel the July 5, 2018
Workshop meeting and the regular meeting of July 12, 2018. The vote was
unanimous. Motion Passed.
6. Update from State Representative Roland Gutierrez regarding the upcoming
Legislative Session.
State Representative Roland Gutierrez provided brief information regarding items
from the last session and items for the upcoming legislative session. Some items
discussed were:
• New Annexation bill — last session (focus was to protect our military bases)
Next session focus:
• Guns, and gun safety
• Gaming in Texas — possible new revenue stream

Taxation — Revenue Caps — rising appraisals
Fund Public Education — come up with new revenue streams
Fight Austin for Local Control
Representative Gutierrez address questions from the group.
7. Discussion and action regarding the appointment of Cibolo Councilmember Joel
Hicks to the Alamo Area Metropolitan Planning Technical Advisory Committee
(TAC).
This would give NEP another opportunity for representation and support for the
surrounding SA area cities. The biggest need is roads and it would be good to have
representation and they could educate themselves in this area. Joel Hicks has attended
every single meeting since the beginning of the year. He is very close to getting his
TML certification as a Texas Municipal Officer.
A motion was made by Mayor Boyle, seconded by Mayor Seiler to appoint
Councilmember Hicks to the TAC Commission. The vote was unanimous. Motion
Passed.
8. Information Items.
A. Report from Tri County Chamber of Commerce.
B. Report from The Chamber.
C. Report from Randolph Air Power Community Council (RAPCO).
D. Report on Bicycle Mobility Advisory Committee.
E. Report from Metropolitan Planning Organization (MPO).
Item A: Kevin Hadas — they had a golf tournament and he placed.
Item B: Maggie Titterington from The Chamber stated that they are having a golf
classic on October 5 and they are 75 percent full with their players and teams. This is
to benefit the DECA scholarships for Clemens and Steele High School students.
Next week on the 201h is their next BIZ Education series regarding how to do
profitable Facebook ads. You do not need to be a member to attend but there is a small
fee to register. It is at the Revolution Church auditorium from 8 -10 a.m. Also, this
Friday Cibolo is starting a program called `Cibolo Summer Nights' — kid oriented, 7 -9
p.m. at the Cibolo Sports Complex. There will be food trucks and games. Selma is
also having some fireworks at Retama Park and live music on the 4th of July. Schertz
will also host their annual July 4th Jubilee.

Item D: Scott Wayman stated the meeting for the month has been moved to next
Tuesday. He stated he spoke to a biker last week and they have a lot of needs. Reach
out to some of them and hear what they have to say.
Item E: Kevin Hadas spoke about an app (San Antonio Safest Driver) you can
download from your phone — it tells you how you are driving. There is prize money
available you can win.
9. Establish a Date and Time of the next NEP Mayor's Workshop — City of Kirby to
host. (August 2, 2018)
City Manager Monique Vernon agreed to host.
10. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting'— August 9, 2018.

Door Prizes were provided by the City of Live Oak and distributed from the members
cards who were picked. August door prizes will be sponsored by the City of Kirby.
11. Items of Interest by Members.
Mayor Stosh Boyle spoke in more detail about the Cibolo Summer Night Program for the
kids where everyone is welcome. They also have a bond coming up to remove the
transformers from the tower from Live Oak. The Tower in Cibolo will create more
connectivity throughout the county, not just Cibolo. He thanked several representatives
from the Schertz area regarding a project for Wiederstein Road and Cibolo Valley Drive.
Mr. Andrew Brooks from Santikos spoke about their recent presence in the area (Cibolo)
and they look forward to serving and supporting the local communities. He described
some of the amenities offered and a very special event, Casa Blanca Night Out, (free
food, bowling, a show, etc.), they are having on July 16— RSVP's close on July 2.
Mr. Kevin Hadas stated that today is a big day, Debra and Leonard John wedding
anniversary.
Mr. Roland Hinojosa with CPS Energy reminded everyone of their annual summit on
July 13th. Invitations will be going out to their partners.
Mayor Seiler stated on August 4th Marion will host its 81" annual sausage supper that
will include a parade —if you wish to participate, let him know or call city hall.
Senator Menendez stated they will have a town hall meeting on Wednesday, June 27
from 7:00 p.m. to 8:30 p.m. at Takas Park in Windcrest. This is an opportunity to provide
your input for legislation.

Mayor Pro- Tern John McCaw with the City of Garden Ridge stated they will host their
annual July 4th celebrationa big family affair including a parade, an auction, and a
water slide. Everyone is invited.
City Manager Scott Wayman and Mayor Mary Dennis with City of Live Oak — stated that
on September 15 — they will have their Shindigs event. They have a good turnout, free,
starts at 4:00 p.m. Kids games, bouncy castle, rides, etc.
Mayor Daly with City of Selma stated will have a 4th of July celebration at Retama Park
including concerts, etc. The city will also soon be getting a Mercedes Benz dealership on
Corporate Drive off of IH -35. He and Mayor Dennis attended a conference in Las Vegas
recently.
12. Adjournment.
As there was no further business, Mayor Daly adjourned the meeting at 12:48 p.m.
