Bob Andrews Conference Room in City Hall
Board Members Present: Johnie McDow, Chairman, John Sullivan, Vice - Chairman, William Bosch,
Sally Macias, Floy Simmons, Kimberly Smith and Carol Yauger.
Staff present: Brian James, Acting City Manager, Lauren Shrum, Director Parks, Recreation and
Community Services and Sandy Bryant, Sr. Administrative Assistant.
Others Present: Mr. Fred Archer and Mr. Joel Tanner.
Call to order. Meeting was called to order by Mr. Johnie McDow, Chairman at 5:35 p.m.
Hearing of residents:
There were no residents to be heard.
Regular Agenda:
Agenda Item No. 1. Minutes. Consideration and /or action regarding the approval of the minutes from
the June 25, 2018 regular meeting.
Motion was made to approve the minutes from the June 25, 2018 Schertz Parks and Recreation
Advisory Board regular meeting:

Chairman, William Bosch, Floy Simmons and Carol Yauger.

Agenda Item No. 2. Introduction of New Parks Advisory Board Alternate Chairman Johnie McDow
introduced Ms. Carol Yauger the new Parks Advisory Board Alternate. The Advisory Board, Staff and
Residents present introduced themselves and welcomed Ms. Yauger.
Agenda Item No. 3. Parks Advisory Board By -Laws The Advisory Board recommended changing
Article 2 Item 3 by changing the first paragraph to include implementing the Parks Master Plan, delete
the second paragraph, change the third paragraph to Item 4, and the fourth paragraph to Item 5. The
recommendations were to also change Article 7, Item 4 effective January 2019 to say the Board will
meet every other month on the 4th Monday or as needed.
Motion was made to make the changes and bring the by -laws back to the October 2018 meeting for final
approval:

Agenda Item No. 4. Committee of Committees Advisory Board (CCAB) Update.
Ms. Floy Simmons briefed the Advisory Board that the CCAB's last meeting focused on the Animal
Services Center and they received a briefing from Assistant Chief Mark Bane regarding the changes
being implemented to resolve some issues at the facility. The CCAB will start meeting quarterly now,
except when a called meeting is needed. Update only no action was taken on this item.
Requests and Announcements:
Agenda Item No. 5. Request by Advisory Board Chairman and Board members for items to be placed
on a future Board agenda. The Advisory Board requested the following items be included on future
agendas:
1. Discussion and /or action on the Parks Advisory Board by -laws changes.
2. The YMCA contract for January meeting.
3. The Parks budget.
Agenda Item No. 6. Announcements by Advisory Board Chairman and members
Vice - Chairman John Sullivan briefed the Advisory Board on the New Braunfels Master Plan and their
Dry Comal mountain bike trail. He's also done some research on South Texas Off -Road Mountain
bikers (STORM) and is looking into the possibility of them doing a trail in Schertz.
Ms. Shrum updated the Advisory Board on the following events:
- Float & Fireworks, July 4, 2018 6 -10pm at Pickrell Park postponed due to weather.
- Birding Walk, July 17, 2018 7:30- 10:30am at Crescent Bend Nature Park another success.
- Float & Flick: Jaws, July 21, 2018 7 -10pm at Schertz Aquatics Center heavily attended.
- Paws in the Pool Sept. 8, 2018 Noon -4pm had 187 people and 100 dogs.
Ms. Shrum updated the Advisory Board on New Department initiatives:
- Parks & Recreation month proclamation at City Council meeting Sept. 25, 2018 6pm.
- Dunkin' for Pumpkins, Oct. 6, 2018 6 -8pm at Schertz Aquatics Center.
- Schertz Turns 60 on Main Street and Fireworks at Pickrell Park, Oct. 7, 2018 4 -8pm.
The next Advisory Board meeting will be October 22, 2018.
