Special Joint Workshop Session
City Council
and
Planning and Zoning Commission
March 8, 2006
The Schertz City Council and the Schertz Planning and Zoning Commission convened in
Special Joint Workshop Session on Wednesday, March 8, 2006 at 7:00 p.m. in the
Schertz Community Center, 1400 Schertz Parkway Building #3 Schertz, Texas. The
following members were present: Mayor Hal Baldwin presiding, Council Members Carl
Douglas, John Trayhan, Reginna Agee, Tony Wilenchik and Michael Carpenter, City
Manager Don Taylor, Asst. City Manager John Bierschwale and City Secretary Judy
Tokar. The following Plauning and Zoning Commissioners were present: David
Richmond, Ernest Evans, Jr., Gary Wallace, William Sommers, and Roberta Tutschke.
Absent members Kevin Grant and Keith VanDine.
#1 CALLED TO ORDER by Mayor Baldwin:
Mayor Baldwin called the City Council to order at 7:04 p.m.
#2 CALLED TO ORDER by Planning and Zoning Chairman David Richmond:
Chairman Richmond called the Planning and Zoning Commission to order at 7:04p.m.
#3 Discussion and possible action regarding coordination between the City
Council and the Planning and Zoning Commission, including but not limited to
matters relating to communication; development goals and concerns; short-term,
mid-term, and long-range planning; utilization of staff; and other matters.
Chairman Richmond presented a priority list discussed by the commissioner, the list
included:
1) Zoning along thoroughfares and highways: cleanup zoning at IH35, FM 3009 to
General Business buffers
2) Texas Rapid Rail Station at FM 3009/North rail- plan for this
3) Sign Ordinance
4) Tree Preservation and Landscape Ordinance Revisions
5) Pfeil Road needs improvement; other southern roads need improvements
6) Plan for areas development between IH 10 and FM 78
7) Dedication of parkland verses park fees
8) Sidewalks at Live Oak, Green Valley and FM 3009
9) Town Center Concept
10) Community Properties

Consensus of the Council and the Planning and Zoning discussions regarding zoning
changes were:
The GB-2 district along FM 3009 north of IH35 to city limits with 500 feet deep from
ROW, General Business buffer along IH 35 at a depth of 750 feet from ROW on each
side ofIH 35, all undeveloped areas north of IH 35 zone to M-l, all undeveloped areas
south of IH 35 zone to General Business, clean up the zoning at Northcliffe as R-6,
except the corner of Country Club Blvd. and Portage which would be Neighborhood
Services, all General Business parcels along Schertz Parkway to Neighborhood Services
(from Live Oak Hills to Live Oak Road), and area at Maske Road and FM 1518 zone to
General Business-3.
The Town Center Concept was created by Amy Madison when she first joined the City
and her idea was to have it in the true center of the town was the Schertz Parkway and
Live Oak Road area. Mr. Richmond thought the idea was a good one. Mr. Richard had
spoken to Larry Aiken about leaving a 10 acre parcel at the corner of Mesa Oaks and
Biedsell Road for possible location for a town center development. Currently, Schertz
Parkway has been rezoned residential instead of the original commercial zoning which
could had attracted businesses to more like a town center concept.
Mayor Baldwin's vision was to use the park area behind City Hall to build the new
library and possibly establish the town center near this area. Old homes could be moved
in for business use similar to Bracken Village.
Several other issues discussed by the Council and Planning and Zoning are creating a
zone for larger ranchette tracts in the FMl518 area and ACUIZ 1 & 2 reserved for only
commercial and no residential development.
The sign ordinance is being reviewed by the City Attorney.
The next scheduled meeting is March 15th.
