Planning and Zoning Commission
March 15, 2006
The Schertz City Council and the Schertz Planning and Zoning Commission convened in
Special Joint Workshop Session on Wednesday, March 15, 2006 at 7:00 p.m. in the City
Council Chamber Workshop, 1400 Schertz Parkway Building #4 Schertz, Texas. The
following members were present: Mayor Hal Baldwin presiding, Council Members Carl
Douglas, John Trayhan, and Tony Wilenchik. Absent members: Reginna Agee, Michael
Carpenter. Also present City Manager Don Taylor, Asst. City Manager John Bierschwale
and City Secretary Judy Tokar. The following Planning and Zoning Commissioners were
present: David Richmond, Ernest Evans, Jr., Gary Wallace, William Sommers, and
Roberta Tutschke. Absent members: Kevin Grant and Keith VanDine.
#1 CALL TO ORDER by Mayor Baldwin
Mayor Baldwin called the meeting to order at 7:00 p.m.
#2 CALL TO ORDER by Planning and Zoning Chairman David Richmond.
Chairman Richmond called the Planning and Zoning meeting to order at 7:00 p.m.
#3 Discussion and possible action regarding coordination between the City
Council and the Planning and Zoning Commission, including but not limited
to matters relating to communication; development goals and concerns;
short-term, mid-term, and long-range planning; utilization of staff; and
other matters.
Council unanimously agreed to look at the entire city zoning map. and appropriately
rezone. Discuss with the City Attorney the process for a city-wide rezoning but the
Planning and Zoning Commission will move forward on updating the zoning map.
The following items were discussed MPO proposed Schertz rail station at FM 3009 and
Nacogdoches Road, propose GB2 zoning on FM 3009 to Nacogdoches Road with 750'
from center line, Northc1iffe subdivision along IH35 to be zoned residential, Northcliffe
golf course to be zoned GB, Maske Road to FM 1518 to be zoned GB, all areas
undeveloped on IH35 north on both sides to be zoned M-l with the exception of the GB
buffer, sign ordinance ready for council approval, staff working on landscape and tree
mitigation ordinance, large parcels south of city change to GB2, restrict development in
ACUIZ 1, designate RA district for 1 acre lots, rise the cost to the developer for in lieu
of dedication of park land, and establish a conservation society to preserve historical
structures for a possible town center concept.

Mr. Riclunond said if developers come to the City to request zoning changes to R-5 or R-
6 in several designated (FM 1518) areas of the City, based on guidance from Council, the
Plauning and Zoning would disapprove the request. It was agreed that less residential
and more commercial development was needed in specific areas to serve the subdivisions
that were being built and promote economic development.
