Hold a public hearing, consider and make a recommendation to City Council on a proposal to rezone
approximately 17 acres of land from General Business District (GB) and Manufacturing Light
District (M -1) to Planned Development District (PDD), located at 18658 1-3 5N, Schertz, Guadalupe
County, Texas.

Section 395.058 (c) (4) of the Texas Local Government Code requires the Capital Improvements Advisory
Committee (CIAC) to file semi - annual reports with respect to the progress of the capital improvements plan and
report to City Council any perceived inequities in implementing the plan or imposing impact fees. Section 90-
158 of the City's Code of Ordinance includes this same requirement.
The two expenses to the Capital Impact Fee Funds for this period were investment management fees for the
Sewer Impact Fees and an allocation of Sewer Impact Fees to the Crossvines Batch Plant Expansion project.
There were no expenses for the Water Impact Fees.
Project Expenses for Water Impact Fee projects were $7,485.13 in engineering costs for the Corbett Elevated
Tank.
Project Expenses for the Sewer Impact Fee projects were $68,609.20 in engineering and construction costs for
the Crossvines Batch Plant Expansion and $212,479.83 in engineering and legal costs for the Woman Hollering
Trunk Line project.
There were no Project Expenses for any Roadway Impact Fee projects.
The attached report is the semi - annual report from April 1, 2018 through September 30, 2018.
STAFF NOTE: Roadway Impact Fees will now be included in this report. A new page at the end of the
report has been added to show revenues, expenditures, and balances for the period. Once projects are
identified, a new report showing projects and funding allocation will be added.
STAFF ANALYSIS AND RECOMMENDATION:
Staff recommends the CIAC accept this report and file the semi - annual report with City Council. The semi-
annual report will consist of the items presented to the CIAC and the draft minutes from this meeting.

ITEM SUMMARY: The applicant is proposing to final plat approximately 5.02 acres into one (1) lot. The subject
property is zoned Planned Development District, PDD, as part of the Crossvine PDD. The property is currently
undeveloped. The applicant would like to plat the property in order for Lot 1 to be developed as the City of
Schertz Fire Station Number 3.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is approximately 900 feet west of the
intersection of FM 1518 and Lower Seguin Road, City of Schertz, Bexar County.
ACCESS AND CIRCULATION: The proposed lot 1 has frontage onto Lower Seguin Road.
TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a
Tree affidavit which indicates that the site does contain protected and heritage trees but will in no way cause
the destruction of or damage to said trees with this final plat.
PUBLIC SERVICES: The site is serviced by City of Schertz Water, CCMA, CPS, AT &T, and Spectrum.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15., unless otherwise specified in an approved
development agreement. In accordance with UDC, Section 21.4.15.C.2, the applicant has requested deferral of
obligation to construct public roadway and sanitary sewer improvements until after final plat recordation. The
City Engineer, as designee of the Acting City Manager, has evaluated the request and determined that the
deferrals are appropriate and will be approved.
Water: Lot 1 will be serviced through an existing 8" City of Schertz water line adjacent to Lower Seguin Road.
Sewer: Lot 1 will be serviced temporarily via a private force main to an existing sanitary sewer manhole located
at the intersection of Hollering Vine and Lower Seguin Road. In accordance with the approved Master Plan for
the Crossvine Development, a public gravity sanitary sewer extension that will serve Lot 1 is planned and will
be constructed along with the development of a future unit of the Crossvine. At the time of that extension, the
applicant (the City) will reroute its wastewater discharge into that gravity main and abandon the private force
main.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. The City Engineer has reviewed and approved the drainage plan.
Sidewalks Hike and Bike Trails: Sidewalks will be required adjacent to Lower Seguin Road for the entirety of
the frontage. These sidewalks will be reviewed with the Site Plan and will be installed with development of the
lot.
Road Improvements: The subject property is located off Lower Seguin Road. Lower Seguin Road is identified
on the City's Master Thoroughfare Plan as a Secondary Arterial with a right -of -way width of 90 feet. The
proposed final plat is dedicating 0.11 acres of Right -of -Way in order to provide the desired 90 feet of right -of-
way for a Secondary Arterial. Expansion of the roadway to half of its ultimate section has been requested to be
deferred until such time that development of the adjacent property takes place. (This segment of Lower Seguin
Road is identified on the City of Schertz Roadway Capital Improvements Plan and is eligible for funding from
Roadway Impact Fee revenues.)
