MINUTES OF MEETING
Thursday, September 13, 2018 — 11:30 a.m.
Mayor Carpenter called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of the minutes of the regular meeting of August 9, 2018.
Mayor Thompson made a motion seconded by Mayor Pro -Tern Hadas to approve the
minutes of the regular meeting of August 9, 2018. The vote was unanimous. Motion
Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Pro -Tern Hadas made a motion seconded by Mayor Thompson to accept the
current treasurers report. The vote was unanimous. Motion Passed.
5. Discussion and action regarding the appointment of Mayor Michael Carpenter to
the JCPP -P4 Committee.
Mayor Carpenter stated this item was discussed at the Mayors Workshop meeting last
week and he was `volunteered' to serve on it.
Mayor Pro -Tem Neville made a motion seconded by Mayor Pro -Tem Hadas to appoint
Mayor Michael Carpenter to the JBSA -P4 Executive Committee. The vote was
unanimous. Motion Passed.

Item A: The representative from Tri County Chamber stated on the Chamber and other
sponsors will host their Elected Officials Reception, on November 14, 2018 from 6:00
p.m. to 9:00 p.m. Registration is $40.00 at Olympia Hills Golf and Conference Center,
Universal City.
Ite : Maggie Titterington from The Chamber stated all her announcements you can
find on The Chamber's website. Next Monday they will host the `Meet the Candidates
for the City of Cibolo'. They also have included the Green Valley SUD. Their last
Business Education Seminar is on September 20. Lastly, a ribbon cutting will be held
at 4:30 p.m. at 520 Kitty Hawk in Universal City.
Item C: No representative was present.
Item : Scott Wayman stated they met yesterday, and San Antonio is doing a 6 -month
pilot project to discuss electric vehicle scooters /bikes that people are using in the
downtown area. An ordinance is going to be for a six -month trial period regarding where
to leave them on the road, violations, parking, etc.
New Braunfels is having a `Cyclo -viva' on March 3- - -they will be shutting down an
area where folks can ride their bikes. He also updated everyone on the
Broadway /Corridor enhancement.
Item E: Kevin Hadas, City of Selma, stated they talked about the ozone and we are not
in compliance (just barely). However, most of it is not caused by automobiles. The city
of San Antonio and CPS Energy have both done some things to improve the situation.
Seventy is the cutoff point and we are at 71. There has been a lawsuit filed, which could
affect their funding in the future. They have some great people involved from the NEP
right now and attending these meetings. Since he has been working with the MPO, he
believes every city that has applied for a grant has received some funding. It is important
to continue to stay active. Lastly, the Elected Official's reception is November 14 at
6:00 p.m. here.
Mayor Carpenter added on to a few things Mr. Hadas just talked about. At the NEP
workshop meetings, they always discuss the NEP purpose and goals. In his mind the
most salient point is this: We should exist if for no other reason than for the fact that we
get to have someone from the organization sit on the MPO and the Bicycle Mobility
Advisory Committee. NEP's significance has been long standing and it has risen.
He spoke about the JBSA -P4 Group--a combination of the public, private, and military
sectors getting together to talk about how to maintain and improve the missions. He
explained how the Executive Committee was created and its makeup of members. The
NEP is one of the private organizations they picked to ask for a representative on this
executive committee, which was quite remarkable.
San Antonio was the location picked for this committee because of our culture and
diverse industry and because of decisions made by other cities that have not been made

by the San Antonio area to embark upon a path in cooperation with the military and the
federal government to begin hardening the infrastructure of the entire MSA area (water
delivery, electrical, information technology, etc.) to withstand something like a solar
flare which happened some 200 years ago that disrupted everything. They have money
from both inside and outside of the Department of Defense to commit to it.
Each volunteer of the committee will be assigned a military liaison to help walk them
through their duties. There will be one more social event in November and subsequently
broken up into individual small task force groups to begin putting all these things
together. It affects each of our cities. Only two other cities were invited, and he believes
because of the NEP organization itself, they were invited because of the representation
of all our sister cities. He has shared this to re- emphasize the significance of our
organization and why it matters now and even more so in the future.
Secondly, he wanted to introduce everyone to this concept. As things progress he will
share what information he can. The general at the meeting basically stated we are at war
already, under attack from the Chinese every single day; it is an assault on our
infrastructure from an IT perspective. We are behind and if they are successful, they can
cause great permanent damage to the United States. We have an opportunity in San
Antonio in this area to combat this situation.
7. Establish a Date and Time of the next NEP Mayor's Workshop – City of Marion to
host. (November 1, 2018)
Mayor Carpenter stated the next workshop would be in Marion on November 1, 2018.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting – November 8, 2018.
Mayor Carpenter stated the next regular meeting will by here at Olympia Conference
Center on November 8, 2018.
Mayor Carpenter stated that we will not be having door prizes today as Mayor Seiler had
an emergency and could not attend. He will provide them at the next meeting, which is on
November 8, 2018.
9. Items of Interest by Members.
Selma —they will set their city tax rates tonight.
Cibolo - Stosh Boyle, Cibolo -Meet the Candidates event is coming up next Monday and
Cibolofest on October 13.
Garden Ridge— Introduced their Acting City Secretary, Marisa Spencer.
Live Oak —They have hired a new and first Chief Medical Officer (Cornell Cooper) and
they are having a `Shindig' on Saturday, rain or shine and it is free. Also, there will be a

grand opening on October 6 -for `Quick Trip ", the first of their stores to open in this area.
On September 26, Espira Apartments will have their grand opening.
New Berlin —Labor Day weekend they will have their annual fundraiser for the New Berlin
Fire Department, the New Berlin Sausage Supper.
Universal City —They will have their Pumpkin Patch open October 4 and will be open
daily, October 13 from 2 -6, "Cream the Council' event, October 20, `Kids Day' with a
petting zoo, October 27, a costume party and fun night, a flyover on May 1 -3.
Schertz —the Anchor Bar ( #13) on FM 3009 is now open.
Other:
Laine Garett- Metrocom Rotary, having their 22 annual golf tournament this Monday.
Roland Hinojosa, CPS Energy — tomorrow, 8 -4 is a workshop regarding small cells.
Major Jordan Smith from Randolph— They had a short-term opportunity to get some grant
money and he said thanks to The Chamber and other local city officials for their support.
Missionary- SAWS -- September, sponsoring a photo contest, $3000 worth of prizes.
Jerry Perkins, SCUCISD, John Correu resigned, they now need a replacement board
member and they are interviewing tonight.
Mark Gonzalez —Tri City all Stars, Basketball, November 4 presentation. New Lakeview
College at 4:00 p.m., will be having tryouts 18 years or older. Always looking for local
celebrities to come in 4th quarter and play for a few minutes. Website is Tri City All Stars.
Kevin Hadas —need some spring speakers during the spring, maybe Dr. Gibson from
Judson. They are concerned with the state continuing to shift more of the tax burden on us
locally.
There will not be a mayor's workshop next month on October 4th and not a regular meeting
in October due to the TML Annual Conference in Fort Worth. The next regular meeting
will be on November 8.
