Properties Roberts Properties, Inc Dye Enterprises Mr. Dahle called the meeting to order at 6:00 P.M. 2. Hear of Residents: There were no residents who spoke. 3. Consent Agenda: A. Minutes for the November 14, 2018 regular meetings. B. PC2018 -055 Consider and act upon a request for approval of a final plat for the South Water Reclamation Plant Subdivision, an approximately 134 acre tract of land located at 7424 Trainer Hale Road, City of Schertz, Bexar County. C. PC2018 -057 Consider and act upon a request for approval of a final plat of the Cantu Ranch Subdivision, an approximately 39 acre tract of land located approximately 2,000 feet east of the intersection of Ware Seguin Road and Boenig Drive, more specifically described as 11330 Ware Seguin Road, City of Schertz, Bexar County. PC2018 -046 Consider and act upon a request for approval of a final plat for the Fresenius Medical Care subdivision, an approximate 1.5 acre tract of land generally located approximately 220 feet southeast of the intersection of E. Live Oak Road and FM 3009, Guadalupe County, Texas. Mr. Outlaw motioned to approve item A, B, C, and D. Ms. Bacon seconded the motion. The vote was 4 -0, motion carried. 4. Public Hearing: A. ZC2018 -010 Hold a public hearing, consider and make a recommendation on an amendment of Part III, Schertz Codes of Ordinances, Unified Development Code (UDC), Article 4 Section 21.4.9 Designation of landmark properties and heritage neighborhoods and Article 13 Section 21.13.3 B Definitions Substantial Improvement Chairman Dahle opened the public hearing at 6:21 P.M. There were no residents who spoke. Chairman Dahle closed the public hearing at 6:22 P.M. There was a brief discussion. Mr. Outlaw motioned to approve item ZC2018 -010 with a condition to revise the language with the City Attorney. Ms. Bacon seconded the motion. The vote was 4 -0, motion carried. 5. Items for Individual Consideration: A. WA2018 -008 Consider and act upon a request for approval of a waiver regarding on -site sewage facilities for Mark Roberts Subdivision IV, an approximately 3 acre tract of land located at 5710 FM 1103, City of Schertz, Guadalupe County, Texas. There was a brief discussion. Mr. Outlaw motioned to approve item WA2018 -008. Ms. Garrott seconded the motion. The vote was 4 -0, motion carried. PC2018 -039 Consider and act upon a request for approval of a preliminary plat of Mark Roberts Subdivision IV, an approximately 3 acre tract of land located at 5710 FM 1103, City of Schertz, Guadalupe County, Texas. There was a brief discussion. Mr. Outlaw motioned to approve item PC2018 -039. Ms. Bacon seconded the motion. The vote was 4 -0, motion carried. 6. Requests and Announcements: A. Requests by Commissioners to place items on a future Planning and Zoning Agenda. There were no requests by Commissioners. B. Announcements by Commissioners. Announcements by City Staff. • City and community events attended and to be attended. • NEW SITE PLAN APPLICATIONS: The following site plans were submitted to the Planning and Zoning Department between November 9, 2018 and December 7, 2018. 1. Southeast Corner of FM 3009 and Ripps - Kreusler Site Plan- proposed 4,955 convenience store with gas pumps 2. Benevest Subdivision Lot 4 and 5 (6721 Guada Coma) Site Plan- proposed 10,000 square foot office warehouse 3. Enterprise Industrial Park Lot 9, Block 1 — Building 5 Site Plan Amendment- proposed update to parking lot to provide additional trailer parking 4. Blackburn Elbel Subdivision Lot 9, Block 3 (925 FM 3009) Site Plan — proposed parking lot area (4 spaces in total) 5.
