MINUTES OF MEETING
Thursday, November 8, 2018 —11:30 a.m.
1. Call to Order and Establish a Quorum — A quorum was present.
Mayor Carpenter called the meeting to order at 12:00 p.m. as a quorum was present.
2. Welcome and Introductions
Mayor Carpenter welcomed everyone in attendance and those present stood and
introduced themselves.
3. Approval of the minutes of the workshop of September 6, 2018 and regular meeting
of September 13, 2018.
Mayor Thompson made a motion seconded by Mayor Pro -Tem Cimics to approve the
minutes of the workshop meeting of September 6, 2018 and the regular meeting of
September 13, 2018. The vote was unanimous. Motion Passed.
4. Approval of the Current Treasurer's Reports for NEP.
Mayor Carpenter moved from the Chair seconded by Mayor Pro -Tem Cimics to accept
the current treasurers report. The vote was unanimous. Motion Passed.
5. Cancellation of the December 6` NEP Mayor's Workshop meeting and
cancellation of the December 13t' NEP regular meeting.
Mayor Carpenter moved from the Chair seconded by Mayor Thompson to cancel the
December 6, 2018 NEP Mayors Workshop and the December 13, 2018 regular NEP
meeting. The vote was unanimous. Motion Passed.
6. Presentation from the TriCity All Stars Professional Basketball Team. (Mark
Gonzales)
Mr. Nathan Keselring, Managing Partner, provided a PowerPoint presentation on the
information regarding the TriCity All Stars Professional Basketball Team which begins
their season on November 3, 2018.

Item A: Mindy from the Tri County Chamber stated on the Chamber next Wednesday
November 13th is their Thanksgiving luncheon at the Hilton Garden Inn in Live Oak.
Thursday the 14th is their Elected officials Reception, 6:00 p.m., Olympia Hills Golf and
Conference Center. Thursday, December 6, 2018, TTCC Cornhole Tournament at
Retama Park, and Tuesday, December 11, 2018, December Luncheon, Hilton Garden
Inn in Live Oak.
Item D: Maggie Titterington from The Chamber thanked all those who supported the
Balloon Fest. An Awards Banquet and Chamber Luncheon will be held on Tuesday,
November 20, 2018. Award Finalists are from all the Chamber cities. Health and
Wholeness Fair, January 26, 2019, partnering with the City of Schertz, Schertz Civic
Center. More information is on the Chamber info website.
Item C: No representative was present.
Item D: Scott Wayman stated last month they canceled their meeting, but they did host
a gathering at the Alternative Workshop, for Alternative Transportation at MPO. During
this meeting they spoke about different ways to get around San Antonio. He did state he
brought an umbrella as a door prize for today that he received from the MPO that
evening.
Item E: Joel Hicks, City of Cibolo, stated the MPO is currently doing the mobility
planning, called Mobility 2045 public meetings. They have one this evening and next
week they will host another one in Seguin with the final one in San Antonio in 2019.
8. Establish a Date and Time of the next NEP Mayors Workshop — City of New Berlin
to host. (January 3, 2019)
Mayor Carpenter stated the next Mayor's meeting will be on January 3rd at the City of New
Berlin.
8. Establish a Date and Time of Next Northeast Partnership for Economic
Development Meeting — January 10, 2019.
Mayor Carpenter stated the next regular meeting will by here at the Olympia Conference
Center on January 10, 2019.
Door prizes were not provided today due to the illness of Mayor Seiler, City of Marion.
January door prizes will be provided by the City of New Berlin and the City of Marion.
Scott Wayman, City of Live Oak, brought an umbrella that he received at the recent
MPO and it was provided as a door prize.

A representative with the Military Affairs Committee stated that on November 12, 2018,
Veterans Day, at 9:00 a.m. at the Veterans Memorial Plaza in Schertz they will be hosting
a ceremonial event and he invited everyone to attend.
Jackie Jackson stated that on Monday, Veterans Day, at their downtown campus they are
going to have their kickoff for the San Antonio Enterprise Week, November 12 through
17th. Information on the event can be found on www.saew.org.
Robert Herrera, City of Cibolo, stated that the City recently held an election for 4 bond
propositions, 21 Charter amendments and a sales and use tax election. All were approved.
Ed Cimics, City of Live Oak, who spoke about the Reach Across American program,
scheduled for December 15, 2018 at 11:00 a.m., at Fort Sam. Volunteers are needed to help
place wreaths on the graves, as well as volunteers needed the day before to help unload the
wreaths.
Scott Wayman, City Manager Live Oak, stated on their tables is the IKEA Flyers Grand
Opening, February 13, 2019; invitations are being sent out.
Joel Hicks, City of Cibolo, stated that they will be hosting their first Veterans Day
Ceremony, Monday, November 12th at their Veterans Memorial Park and on December 8,
2018 they will be hosting their 5th Cibolo Holiday Parade.
Sheriff Javier Salazar invited everyone out to their new substation, Saturday November 17,
2018, at 10:00 a.m. located at 8794 NE Loop 1604.
Major Jordon "Joker" Smith from Randolph Air Force Base announced this would be his
last NEP meeting as he is moving to South Carolina. He stated that he wanted to thank this
group and all those that continue to support the base.
Mayor Carpenter stated that at our Mayor's Workshop last week we talked about why our
group exists. We came back to the normal things they talk about, if we exist for no other
reason, we exist to make sure we have an appointee on the MPO and on the MPO TAC.
We move on from there as we are being asked more and more to participate in the San
Antonio Metropolitan statistical area. He was recently appointed to serve on the JBSA P4
Executive Committee, which is now a smaller group, to work on communication and
cooperation amongst the installation of Joint Base San Antonio, with the private sector and
public sectors. They are working to see what can be done.
Already the City of San Antonio is going to be doing some paving of streets inside and
outside the fence line. That's just some of the work we can begin to do together to support
the military. This work is unique and they are looking at taking it even further. He stated
that more and more the Northeast Partnership for Economic Development is being asked
to participate. Following on that conversation, they asked what else they could do to bring

awareness to this area; we talked about the organization being called the Northeast
Partnership for Economic Development. We haven't done a lot of economic development
work per se, as we are in competition with one another. We cooperated with one another;
is there a way we can do something that can drive some economic development and
awareness for our area?
We have done some things, we have sponsored some events, but we also figured out at our
last meeting that the TML Conference will be held in San Antonio next year. He stated that
there are all these different gatherings that you can attend during the event that are
sponsored by various businesses. These are normally held near the area of the conference,
so communications between the Mayors and the officers of TML Region 7 and officers of
the Northeast Partnership for Economic Development figured that with the ownership
agreement of the Bluebonnet Palace, maybe it would be fun if we started putting together
a really big party for the TML event next October at the Bluebonnet Palace. This
organization and TML Region 7 will offer bus rides and other incentives to get as many
people as possible out to the Bluebonnet Palace; out in the northeast area to see what is
going on. The response from the Mayor's meeting was that this was a great idea. Our plan
is to invite as many of the known big sponsors at TML as well as everyone else and invite
all those folks to participate. Our goal is to get at least a 1/3 of the delegates to the
Bluebonnet Palace up here in the northeast to see what we are about and what is going on
in our cities. We are starting work now on this so that we can advertise this February and
March in the Texas Town and County Magazine and direct mailouts to the membership. If
you have any thoughts please get in contact with him or Brenda; we will have more
information at our January meeting.
Miguel Segura and Tim Trevino with AACOG stated they are hosting a free Brownfields
Tools for Economic Growth Workshop on Wednesday, November 28, 2018, which will be
held at AACOG in the Al J. Notzon III Board Room from 9:00 a.m. to 3:00 p.m.
Mayor Carpenter recognized Mayor Pro -Tern Neville with the City of Universal City; he
stated that many of the McDonalds on Sunday will be giving out extra value meals to every
active and retired military person. Check with your local McDonalds.
Mayor Carpenter wished everyone a wonderful Thanksgiving and Christmas Holiday and
we will see each other in January 2019.

As there was no further business, Mayor Carpenter adjourned fly meeting at 12:54 p.m.
