Mayor Carpenter called the workshop to order at 6:44 P.M. Members present were: Mayor Michael Carpenter, Schertz Mayor Stosh Boyle, Cibolo Mayor Tom Daly, Selma Mayor Bill Seiler, Marion Mayor Larry Thompson, Garden Ridge Mayor Jeff Hunt, Santa Clara Mayor Nick Milanovich, New Berlin Mayor Mary Dennis, Live Oak II. Introduction of those present. III. OLD BUSINESS: Update regarding Member Cities listing of all Emergency Operations — to include list of Assets and primary points of contact. (Currently have Schertz, Cibolo, Kirby, Live Oak, Marion, Universal City and information) No Discussion. 2. Status Discussion regarding the purpose and goals of the NEP organization. Mayor Carpenter stated that he keeps this on the agenda for the reasons why NEP exists. He stated that today he was at the Joint Base San Antonio AACOG P4 Executive gathering, a manageable group of 12. One of the things brought up was that in Luke Air Force Base they have a 501C3, which was set up for charitable work for the base. He stated that was a P3 group similar to the P4 Group and they put things on like golf tournaments, doing it under the opposes of the 501 C3, and that organization essentially the host that collects and holds the money and when there are things that need to be done on the base, of items that the military base cannot or will not fund , then this organization has those funds from the various fundraising events and various private sector donors for items the military cannot fund. During the conversation a question was, is there a 5010 or C6 that has been put together for this purpose at Joint Base 11 -1 -2018 Minutes San Antonio? Short answer was no, but AACOG stated that they have a 5010 that exists, but they don't do anything with it; San Antonio Chamber also spoke up that they have a 50106 that exists, but they too don't do anything with it. Mayor Carpenter pointed out that the Northeast Partnership is a 50106 organization and we do things with it. A question for us to consider is would the Northeast Partnership be willing to be that entity? Maybe we could set up a standard military subcommittee to manage that portion of our organization. Would we be willing to be that 5010 organization for Randolph? Mayor Carpenter stated that we do not have to decide now but it is something to think about. Mayors present discussed the availability of maintaining a presence with Randolph and that it is in line with economic development. Mayor Carpenter stated that this would be a great deal of work but granted the P4 would help supply people with expertise and staff to drive fundraising events. We would be one of four groups, this is something to think about. This group will get together and discuss what the body may look like. Mayors discussed that the role and purpose of NEP is economic development and to promote it within our cities. Mayor Carpenter recognized Mayor Daly who stated that TML was recently held and it was very large and well attended event. He stated several companies during this time hosted very large parties and he mentioned that City Manager Scott Wayman, City of Live Oak, had talked to Leonard John about possibly hosting a gathering at the upcoming TML which will be held in San Antonio next year. This event could be held at the Blue Bonnet Palace and would bring recognition to Schertz, Selma, Cibolo, Live Oak, Converse, Marion, New Berlin, Santa Clara, Garden Ridge and the other cities of NEP. Discussion evolved in getting partnerships to help host as well as get with our TML Region 7 group which normally hosts an event during TML. Cities can provide a snapshot of their cities during this event, which would let others know what is going on around the San Antonio area and who we are. They talked about busing people to and from the event, advertising in the TML magazine and inviting both military and surrounding businesses to participate in the event. Mayor members discussed the possible theme of "Biggest Little Party in Texas" event, get the board members of TML Region 7 and the Board Members of NEP together to start conversations about this. It was discussed to hold a discussion meeting on December 10th and invite the TML Region 7 Board Members, NEP and Leonard John to start discussions. This needs to be the focus from now and until TML. IV. NEW BUSINESS: 1. Discussion regarding the 2019 Legislative session and plans from the organization. (Our Home Our Decisions) Campaign. Mayor Carpenter asked if anyone had read the draft regarding the tax caps from the Governor today. 2.5 % and we have to publish so much information, it is unbelievable. 11 -1 -2018 Minutes He stated that you actually have to publish the roll call vote. Mayor Carpenter stated that there are two (2) interesting provisions as a result from last year; it says that dollars spent hiring new emergency services personnel will not be included in the cap and dollars spent on critical infrastructure projects, such as water, wastewater, streets etc., will also not be included in the cap. The cap would only be for things outside those expenditures. No lobbyist, NEP is our own lobbyist; talked about going down in February and getting a date together. Discussions were to include the Suburban Cities Mayors and the GBCCC Mayors as well, to go with us. Mayors discussed waiting until these particular bills will be heard; we will be keeping an eye on legislative information. Discussions to continue at our January Mayors meeting. 2. Discussion regarding the ongoing direction and purpose of the organization, to include but not limited to membership size, chamber memberships, political activism, leadership and other matters. Discussions were in regard to other groups, i.e. Chambers, that can be associate members. Any non - municipalities can be associate members, but not voting members. 3. Discussion and action regarding the Memorandum of Understanding between the 502D Air Base Wing, Joint Base San Antonio (502 ABW) and State of Texas Military Preparedness Commission (TMPC) and City of San Antonio Chamber of Commerce and City of San Antonio (CoSA), Office of Military Affairs (OMA) and Alamo Area Council of Governments (AACOG) and Northeast Partnership for Economic Development (NEP) and Greater Bexar County Council of Cities (GBCCC) for the JBSA Community Partnership Program (JCPP) — Agreement number FB3089- 18xxx- 132) (See attachment) Mayor Carpenter moved from the Chair that they execute the MOU, seconded by Mayor Daly. All those present voted yes. V. Items of interest by Member cities. Mayor Daly mentioned his EMS billing is going up and that most of his EMS calls are on IH 35. He has spoken to Senator Campbell and that he is constantly losing manpower on 1H 35. The only way he is getting compensated is if he writes tickets on IH 35 and he only receives a percentage of that. He has pulled his guys off IH 35 as it is very dangerous. He is starting a battle with the State (Senator Campbell will be fighting it) that the State gets 6.25 sales tax and he gets 1.25; he thinks they should get 1.55. Every city that has a state road should be another sales tax, this would be a guaranteed amount of money that would compensate us for our services and any increases. So, if you hear anything, this is what he is doing. Mayor Jeff Hunt mentioned how impressive the Schertz Swat Vehicle was that was out at the Balloon Fest. 11 -1 -2018 Minutes Mayor Carpenter stated that at the Balloon Fest, our Animal Services Department was there and was adopting out animals. Mayor Seiler stated that Domino's Pizza, as a result of their National Ad Campaign, came out and recently filled some of their serious potholes. Marion was one of eight (8) cities in Texas. Mayor Milanovich, City of New Berlin, stated that they got a $20,000 Grant from GVEC for their playground. They are going to be putting in a Pavilion and they are going to add to it and make it a City Playground. Mayor Seiler stated that he also received a grant from GVEC and that they will be installing a light. VI. Establish a Date, Time, & Location of the Next Meeting. (Next up is the City of New Berlin to host for December 6, 2018.) The Mayors discussed cancelling the December Mayors meeting and also cancelling the regular meeting. An item will be placed on the next regular agenda to do so. In January the Mayors need to discuss when they will be going to Austin and continue discussion on the upcoming TML function, the December 10th TML Region 7 and NEP meeting. VII.
