other interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and
may request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act

ITEM SUMMARY: On December 19, 2017 the City Council approved Ordinance 17 -K -49 in order to abandon a
portion of the Savannah Drive Right -of -Way immediately adjacent to Lot 28, Block 2 of the Savannah Bluff Unit
1 Subdivision (3521 Big Horn Trail). With the adoption of the ordinance the property owner of 3521 Big Horn
Trail was required to replat this portion of abandoned right -of -way into their existing lot (Lot 28, Block 2). The
subject property has a residential home and is zoned Single - Family Residential (R -2). The purpose of the
proposed replat is to incorporate the abandoned right -of -way into Lot 28, Block 2 to create a larger lot.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is located at 3521 Big Horn Trail and
is currently developed with a residential home.
PUBLIC NOTICE: Texas Local Government Code Section 212.015 requires that a public hearing notice be
published, and written notice be provided to owners of lots in the original subdivision and that are within 200
feet of the lots to be replatted. The Savannah Bluff Subdivision Unit 1, within 200 feet of the lot to be replatted,
currently consists of fourteen (14) properties. Fourteen (14) public hearing notices were mailed to the property
owners on December 28, 2018 and the notice was published in the San Antonio Express on January 2, 2019.
At the time of this staff report three (3) responses in favor have been received. No responses opposed or
neutral to the request have been received.
ACCESS AND CIRCULATION: The proposed lot has frontage on Big Horn Trail.
TREE MITIGATION AND PRESERVATION: The applicant will be responsible for complying with Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a
Tree affidavit which indicates that the site does not contain protected or heritage trees.
PUBLIC SERVICES: The site is serviced by City of Schertz for water, CCMA, GVEC, AT &T, Charter- Spectrum,
and CenterPoint Energy.
PUBLIC IMPROVEMENTS: No public infrastructure improvements are required with the proposed replat.
Water: This site is currently serviced through an 8" water line that runs adjacent to Big Horn Trail.
Sewer: This site is currently serviced through an 8" sewer line that runs adjacent to Big Horn Trail.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. The City Engineer has reviewed and approved the drainage report.
Sidewalks Hike and Bike Trails: Sidewalks were previously installed adjacent to Big Horn Trail and Savannah
Drive. There are no additional requirements for sidewalks as they are in place.
Road Improvements: The subject property is located adjacent to Big Horn Trail and Savannah Drive. No right -
of -way dedications or roadway improvements are required
STAFF ANALYSIS AND RECOMMENDATION:
The proposed replat is consistent with applicable requirements for the property, ordinances and regulations.

ITEM SUMMARY: The applicant is proposing to replat Homestead Subdivision Unit 1A, Lot 902, Block 9, which
currently exists as a 15.39 acre Drainage /Open Space lot. The replat would establish Lot 904, Block 9, a 15.39
acre Drainage /Open Space lot; Lot 903, Block 9, a non - buildable lot consisting of a 30' Water and Sanitary
Sewer Easement; and Lots 9 -14, Block 9, six single family residential "SF -65" lots. These residential lots are
planned with a minimum lot size of 7,800 square feet as dictated by the original Planned Development District
Design Standards in Ordinance 14 -S -29.
The site is zoned Planned Development District (PDD). This replat was reviewed using the updated
PDD Ordinance 17 -S -02 Design Standards and the current UDC, Ordinance 11 -S -15 as amended. The
reasoning behind this replat was to realign a sewer easement that was part of the previously approved
Homestead Unit 3B Final Plat. An original final plat for Homestead Unit 3B was approved by the Planning and
Zoning Commission on March 28, 2018 with a 16' Sanitary Sewer Easement planned within one of the
buildable lots (Lot 9, Block 9). After City Staff consideration, it was determined that an updated Homestead Unit
3B final plat application and a Homestead Unit 1A replat application would be required in order to move the
sewer easement out of Lot 9, Block 9, and into a non - buildable lot to avoid potential future complications.
This easement is now represented as a 30' Water and Sanitary Sewer Easement in Lot 903, Block 9,
and is being incorporated into Unit 1A by means of replat. The decision to replat Lot 903, Block 9 and the
associated easement into Unit 1A was made in order keep the entire 30' Water and Sanitary Sewer Easement
in the same unit. Lots 9 -14, Block 9, are also being moved from Unit 3B into Unit 1A by means of replat in order
to fully connect the new Lot 903, Block 9 and associated easement to the rest of Unit 1A.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is
generally located on IH -35 North approximately 2,000 feet southwest of the intersection of IH -35 North and
Schwab Road.
PUBLIC NOTICE: Texas Local Government Code Section 212.015 requires that a public hearing notice be
published, and written notice be provided to owners of lots in the original subdivision and that are within 200
feet of the lots to be replatted. There are currently fourteen (14) properties owned by five (5) different parties
within 200 feet of Homestead Subdivision Unit 1A, Lot 902, Block 9. Five (5) public hearing notices were mailed
to the property owners on January 2, 2019, and the notice was also published in the San Antonio Express on
January 2, 2019. At the time of this staff report no responses to the public hearing notices have been received.
ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum
of two (2) locations accessing existing public streets. This replat does not alter the access points that were
previously planned with the Homestead Unit 1A Final Plat (approved May 11, 2016). The main access for the
Homestead Subdivision is provided via an internal spine road which bisects the property and run north /south
from IH -35 to Green Valley Road. The internal collector is a variable width right -of -way (ROW) with various
stubs to provide access to 5 neighborhood pods as well as the amenity center and school site.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant submitted a tree
affidavit with the original Homestead Unit 1A Final Plat (approved May 11, 2016), which indicated that the site
does not contain protected or heritage trees.
PARKS: Approximately 15 acres of public park with improvements and 56 acres of private open space were
platted with the original Homestead Unit 1A Final Plat (approved May 11, 2016). The recreation and open
space master plan was reviewed by the Parks and Recreation Advisory Board and approved as part of the PDD
Ordinance 14 -S -29. The open space and parkland amenities include both passive and active areas, as well as
pathways and hike and bike trails which provide links between the city park, open spaces, neighborhoods and
the SCUCISD school site. Open space and park improvements include such amenities as playscapes, sports
courts, playing fields, pavilions, picnic tables, and natural water features. No parkland is being dedicated with
this plat. The applicant and the City entered into a parkland development agreement, which was executed
January 4, 2017.
PUBLIC SERVICES: The site is serviced by Schertz water, CCMA, GVEC, New Braunfels Utilities, AT &T, Time
Warner Cable, and Center Point Energy.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision were required to be installed
prior to recording of the final plat per UDC, Section 21.4.15, unless otherwise specified in an approved
development agreement. The civil construction plans were approved by the Public Works and Engineering
Department with the original Homestead Unit 1 A Final Plat, and civil construction was completed prior to
recordation of the Homestead Unit 1A Final Plat.

Water and Sewer: The site will be serviced through 8" water lines and 8" sewer lines that have been extended
throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A drainage report was been reviewed and approved by the City Engineer.
Sidewalks Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision. All sidewalks will be designed to meet City of Schertz Specifications.
Road Improvements: All streets were developed to City of Schertz specifications.
STAFF ANALYSIS AND RECOMMENDATION:
The replat is consistent with applicable requirements, ordinances and regulations for the property. It has been
reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff
recommends approval.

ITEM SUMMARY: The applicant is proposing to final plat approximately 14 acres of land establishing 52 single
family residential lots with a minimum lot size of 7,800 square feet as dictated by the original Planned
Development District Design Standards in Ordinance 14 -S -29. The site is zoned Planned Development District
(PDD). This final plat was reviewed using the updated PDD Ordinance 17 -S -02 Design Standards and the
current UDC, Ordinance 11 -S -15 as amended.
An original final plat for Homestead Unit 3B was approved by the Planning and Zoning Commission on
March 28, 2018. The previous final plat was approved with a Sanitary Sewer Easement within one of the
buildable lots (Lot 9, Block 9). After City Staff consideration, it was determined that an updated final plat
application would be required in order to move the sewer easement out of Lot 9, Block 9, and into a non -
buildable lot to avoid potential future complications.
This easement is now represented as a 30' Water and Sanitary Sewer Easement in Lot 903, Block 9,
and is being incorporated into Unit 1A by means of replat. The decision to replat Lot 903, Block 9 and
associated easement into Unit 1A was made in order keep the entire 30' Water and Sanitary Sewer Easement
in the same unit. Lots 9 -14, Block 9, are also being moved from Unit 3B into Unit 1A by means of replat in order
to fully connect the new Lot 903, Block 9 and associated easement to the rest of Unit 1A.
GENERAL LOCATION AND SITE DESCRIPTION: The subject property is currently undeveloped and is
generally located on IH -35 North approximately 2,000 feet southwest of the intersection of IH -35 North and
Schwab Road.
ACCESS AND CIRCULATION: The UDC, Article 14, requires that all residential subdivisions have a minimum
of two (2) locations accessing existing public streets. This unit is designed to have one (1) point of access from
Homestead Parkway which will be constructed with Unit 1 A, one (1) point of access from Winkler Trail, and one
(1) point of access from Hartley Square, both of which will be constructed with Unit 3A. The final plats for
Homestead Unit 1A and Unit 3A were filed with the Guadalupe County Clerk's office on January 5, 2017, which
was a requirement prior to recording the final plat for this Unit. A replat for Homestead Unit 1 A is on the agenda
for the January 23, 2019 Planning and Zoning Commission in order to add Lots 9 -14, 903, Block 9 into Unit 1A
from Unit 313; however, this will not affect Homestead unit 313's access onto Homestead Parkway.
TREE MITIGATION AND PRESERVATION: The applicant is responsible for complying with the Unified
Development Code (UDC), Section 21.9.9 Tree Preservation and Mitigation. The applicant has submitted a tree
affidavit which indicates that the site does not contain protected or heritage trees.
PARKS: An approximately 15 acre public park with improvements is being proposed with this subdivision as
well as approximately 56 acres of private open space. The overall recreation and open space master plan was
reviewed by the Parks and Recreation Advisory Board and approved as part of the PDD Ordinance 14 -S -29.
The open space and parkland amenities will include both passive and active areas, as well as pathway and
hike and bike trails which will provide links between the city park, open spaces, neighborhoods and the
SCUCISD school site. Open space and park improvements will include such amenities as playscapes, sports
courts, playing fields, pavilions, picnic tables, and natural water features. No parkland is being dedicated with
this plat. The applicant and the City entered into a parkland development agreement, which was executed
January 4, 2017,
PUBLIC SERVICES: The site is serviced by Schertz water, CCMA, GVEC, New Braunfels Utilities, AT &T, Time
Warner Cable, and Center Point Energy.
PUBLIC IMPROVEMENTS: All public improvements required for this subdivision are required to be installed
prior to recording of the final plat per UDC, Section 21.4.15, unless otherwise specified in an approved
development agreement. The civil construction plans for this plat have been approved by Public Works and
Engineering Department.
Water and Sewer: The site will be serviced through 8" water lines and 8" sewer lines that will be extended
throughout the subdivision and stubbed for future development.
Drainage: The applicant is responsible for all drainage associated with the subject property, and for compliance
with the Storm Water regulations. A drainage report has been reviewed and approved by the City Engineer.
Sidewalks Hike and Bike Trails: Sidewalks will be constructed along both sides of the street throughout the
subdivision. All sidewalks will be designed to meet City of Schertz Specifications.

Road Improvements: All streets will be developed to City of Schertz specifications.
STAFF ANALYSIS AND RECOMMENDATION:
The final plat is consistent with applicable requirements, ordinances and regulations for the property. It has
been reviewed with no objections by the City Engineer, Public Works, Parks, Inspections, and Fire. Staff
recommends approval.
